2 Hello Fellow Hunters, Detailed information about the hunting seasons, dates, permit prices, guide requirements, and more is provided in this document. This Jicarilla is a western hunter s paradise, where over 850,000 acres of prime biggame habitat is managed in accordance with healthy big-game populations. For over 60 years, conservation efforts, a limited-entry harvest policy, great habitat, and abundant wildlife earned Jicarilla the reputation as a world-class hunting destination. Record-book Mule deer are what we are best known for yet the Jicarilla also offers a variety of quality elk hunts, including the 14,500-acre Horse Lake Mesa Game Park managed exclusively for trophy elk, and several reservation-wide bull and cow elk hunts. We also offer Black bear, Mountain lion, Merriam s Turkey, and Waterfowl hunting opportunities. We encourage you to call (575) or visit our website jicarillahunt.com for additional information. Guide fees vary depending on the services provided; many guides charge a flat fee for big-game hunts. A list of Jicarilla Tribal Member Guides and their phone numbers is provided on the Department website (jicarillahunt.com). Hunters are encouraged to contact and book guides as soon as a permit is drawn or purchased. The hunter/guide agreement is strictly between the hunter and his/her guide, and is the hunter s responsibility to negotiate any terms before the hunt. The Jicarilla Apache Nation is not responsible for setting guide fees. Guides are independent contractors, and are NOT employed by the Jicarilla Apache Nation; however, any grievances or complaints in reference to a guide should be directed to the Director of the JGFD. Hunters have the right to change guides before or during their hunt, at their discretion. LODGING AND ACCOMMODATIONS: The Wild Horse Casino & Hotel provides hunters lodging, gaming, dining, libations, shopping & more. The Game and Fish Department provides an estimate of number of clients in an effort to accommodate Jicarilla hunting clients. However, it is the hunter s responsibility to make lodging arrangements: or by visiting Camping is also allowed, free of charge, at designated fishing lakes with a valid hunting or fishing license. 1 P age

3 HUNT PRICES are for the permit only, and do not include guide fees, meat processing, trophy handling and care, lodging, and meals. The Jicarilla is a sovereign Nation with full wildlife management authority; therefore, State hunting and fishing licenses are not required. A $20 Jicarilla Wildlife Stamp is also required (except for Waterfowl). Nov. 15-Dec 31 o Live Western Hunting & Conservation Expo, Feb 2017 Various THE APPLICATION and DRAW PROCESS Every year, JGFD personnel present a hunting proclamation to the Nation s Legislative Council for review and approval. In early March, the proclamation is released and serves as the official guidebook for the hunting season (April 1-March 31). To apply, applicants must download and print the hunt application form from jicarillahunt.com and select the appropriate hunt(s). After calculating the appropriate fees, applicants must submit a Certified Check or a Money Order for the total and mail it with the application. No internet sales. If unsuccessful in the draw, the appropriate fee(s) will be reimbursed, minus a $25.00 application fee. All sales are final; no refunds, no cancellations, and no transfer of any hunting permit(s) will be allowed. Incomplete or incorrect applications will not be processed; please contact JGFD if you need assistance. Draw Hunt Applications and payment are due no later than June 1, 2016, 5pm MST. All big-game permits are issued by random draw, except for Horse Lake Mesa bull elk and Mountain Lion permits, which are issued first come- first served. For reservation elk, bear, mountain lion, and turkey two (2) persons per application are allowed. For Mule Deer; only one person per application is allowed and an individual may enter their name into the draw one time. For cow elk hunts four (4) persons per application are allowed, unless applying for the cow elk group permit. Individuals may hold multiple permits per species. Sealed bid applicants are encouraged to contact JGFD prior to applying. Successful applicants will be sent hunting permit(s) via Certified Mail. All permits must be signed before they are valid. Any permits not issued in the draw will be sold over-the-counter. 2 P age

4 GENERAL REGULATIONS 1. REPORT POACHERS & ILLEGAL ACTIVITY, EARN A REWARD: Rewards up to $ are paid to anyone providing information that results in a conviction for any violation listed in Title 10 (Fish and Wildlife Conservation Code). 2. The Jicarilla Apache Nation reserves the right to refuse sale of hunting permits to anyone. 3. The Jicarilla Apache Nation, its officers and agents, are not responsible for injuries, accidents or deaths which may occur while hunting on the Jicarilla Apache Reservation. 4. No Hunting and Restricted Hunting Zones- include areas within ¼ mile of occupied dwellings, Horse Lake Mesa Elk Breeding Facility (unless authorized), and recreational areas and lakes when recreationists are present. 5. Legal Hunting Methods: Centerfire Rifle: minimum caliber for all elk, deer, and bear is.243, and minimum caliber for mountain lion is.22 center-fire. Archery: Hand-held bows, including compound bows, must use arrows with a broadhead. Only legal, handheld bows allowed during archery seasons (no firearms). Draw weight of 40 pounds (minimum) required. Explosive arrows prohibited. 6. Tribal Member Guide: All elk, deer, bear, and mountain lion hunters must be accompanied by a Jicarilla Tribal Member Guide. A maximum of 2 hunters per guide is permitted. Tribal member guides must have a valid driver s license. 7. Cancellation Policy: All sales are final; no refunds, no cancellations, and no transfer of any hunting permit(s) will be allowed UNLESS the license holder meets requirements described below (see no. 8). 8. License Refunds, Cancellations, and Transfers: The Director of the JGFD may grant the refund or transfer of a hunting permit if: the licensee has died, sustained a severe injury or suffered a life threatening illness, preventing participation; the licensee has been deployed by the United States military prior to the start of the hunt, prohibiting participation; or a natural disaster has occurred, preventing the hunt. Requests must be made two (2) weeks prior to first day of hunt. Approved license transfers are subject to a transfer fee of up to $500, and cancellation/refunds are subject to a fee of up to 50% of the total permit price, payable to JGFD. 9. Possession, Donation or Sale of Game: It is unlawful to possess game without a proper license or without other evidence the game has been taken legally. Carcasses, meat and internal organs may be donated. Any person wishing to donate meat must supply the recipient with a JGFD donation slip. 10. Waste of Game: All edible portions of game harvested must be transported to a place for human consumption, or provisions must be made to provide for human consumption. All carcasses and meat left in the skinning shed for more than 2 days will be forfeited. Hunters and guides may be cited for waste of game. All carcasses hung in the skinning shed must be clearly tagged with Hunter s name/date of harvest with a provided carcass tag available at skinning shed. 11. There will be no extension of any hunt dates. Hunting permits may not be carried-over to the following year, unless circumstances (see number 8) warrant the permit holder to submit a written request for consideration by the JGFD Director two (2) weeks prior to the first day of hunt, who will make final decision. 12. Wound Policy: in the spirit of sportsmanship and a hunter s obligation to the hunted animal, if a hunter wounds an animal (draws blood), a reasonable length of time, as judged by representatives of the JGFD, will be devoted to the successful recovery of the wounded animal. It is the hunter/guide s responsibility to provide specific information as soon as possible to the JGFD in reference of the wounded animal. The hunter cannot pursue any other animal and regardless of whether the wounded animal is recovered, the hunt will terminate. 13. Requests for complimentary/donation permits will not be considered, but may be sold for permit price, if available. 14. Any hunter 16 years old or younger must have completed a Hunter Safety Program and must carry a Hunter Safety card while hunting 15. Coyote and Prairie dog hunting is included in all elk, deer, bear, and mountain lion hunts, for the duration of the permitted hunt or harvest of permitted big-game, whichever occurs first. 16. For hound-pursuit hunts, only dogs owned and run by a Jicarilla tribal member are permitted. All dogs used in pursuit hunts must be tagged with the owner s name, address and phone number, and must be housed on the Jicarilla Reservation year-round. The hunter must be present when the dogs are released on the trail of a mountain lion or black bear. 17. Hunt Guests: During all elk, deer, bear, and mountain lion hunts, only licensed hunters and one (1) hunter s guest is permitted in the field. 18. Non-tribal member outfitters/guides are NOT permitted to operate on the Jicarilla Apache Nation. Non-tribal outfitters cannot accompany any hunt on the Jicarilla Apache Nation as a guest, unless they have prior written approval from the JGFD Director. 19. It is illegal to resell any hunting permit issued by the JGFD (Res. No 2000-R ) 20. Permits are sold only at the JGFD, except for fishing permits which can be purchased at retailers throughout the region. A Jicarilla Wildlife Stamp is required for all hunters (except Waterfowl). It is illegal to purchase any Jicarilla Big Game Hunting Permit from anyone other than the JGFD. 21. Shed Antlers and Skulls: Jicarilla Legislative Council has prohibited collection of shed antlers in the Game Park (Resolution No R ). All shed antlers found in the Game Park, including Game and Fish Department employees, must be turned over to the department for sale. Proceeds from the sale are deposited into a Youth Development Fund, established by the Legislative Council to benefit local youth organizations. Non-tribal members are prohibited from collecting shed antlers and skulls on the Jicarilla Reservation. Possession of cut-off antlers and skulls is illegal without proper permitting/documentation. 3 P age

Persons wishing to hunt lands surrounding the Jicarilla Apache Reservation (including those employing Jicarilla Tribal Member guides) can gain access across the Jicarilla Apache Reservation only on the following roads: County Road 39/NM 112, NM 537, U.S. 64, U.S. 550, Forest Road 314, Forest Road 357 (Gasbuggy Road), Cooper-Neil road south of NM 112, Forest Road 300, Forest Road 301, and J-19 (Lindrith Road). Use of any other road on the Jicarilla Apache Nation for such purpose constitutes trespass. 23. Scouting: Hunters may accompany their guides in the field the day before their hunt starts, providing the hunter does not carry any weapon and has his/her hunting permit in possession. 24. Loaded Weapon: It is unlawful to possess a loaded weapon on the Jicarilla Apache Reservation if you do not also possess a valid Jicarilla hunting permit. Ammunition in the chamber, magazine or detachable clip constitutes a loaded weapon. 25. Harvest Reporting: It is mandatory that all bull elk and mule deer hunters have their trophy scored and photographed before leaving the reservation. Failure to do so may render a hunter ineligible for hunting the following year. Department scorers can be reached at the following numbers: Larson Panzy ( ); Kyle Tator ( ); Elliot K. Permit and Tagging: Hunters must sign their permit to be valid and must complete and sign their big game tag immediately upon killing a big game animal. The tag must be securely attached to the carcass before transporting in a vehicle. 27. Camping is permitted at the reservation fishing lakes and at the Stone Lake RV Park, as long as one member of the party has a valid hunting or fishing license. No camping is allowed on the Jicarilla Reservation if person(s) are hunting surrounding non-tribal lands. 28. The JGFD Skinning Facility is for Licensed Reservation Hunters only. 29. It is unlawful to use any video footage or still photos taken on the Jicarilla Apache Reservation for commercial purposes. 30. Any Applicant who is a felon according to tribal, state, and federal law shall be restricted to the use of archery equipment only if successful in drawing or purchasing a license that allows for the use of a firearm. 31. Duplicate permits for all hunts will be $ MISCELLANEOUS PERMITS SPRING TURKEY Dates: April 2- May 15, 2016 Bag Limit: One (1) Gobbler, with visible beard. Price: $ Weapon: Shotgun or Bow, min. caliber 20 gauge. Permits: 25. Issued over-the-counter Date Permits Available: April 1, 2016 Note: A guide is recommended but not required WATERFOWL Dates: October 8 - November 30, 2016 Bag Limit: Pacific Flyway bag limits apply Price: $20.00/day, $100.00/season Weapon: Shotgun only, minimum caliber.20 gauge, Non-Toxic Shot Only. Permits: Federal Migratory Bird Stamp is required for hunters age 16 years and older. Jicarilla Wildlife Stamp is not required. Final waterfowl regulations will be available on jicarillahunt.com by Sept VARMINT PERMIT Dates: 3 consecutive days (April 1-Sept. 30, 2016) Bag Limit: unlimited Prairie Dog Price: $ Permits: unlimited Note: Specific permit restrictions exist; No hunting within sight distance of fishing lakes, dwellings, or recreational areas. Hunt application packets must be approved by the Director. Tribal member guide is required. 6 PREDATORS BEAR AND MOUNTAIN LION HUNTING NOTES 1. Baiting and dogs are allowed during Spring/Fall Bear hunts. 2. Only dogs owned and run by Tribal Members are permitted. Non-tribal members are not allowed to run dogs on Nation lands. Any dogs used in pursuit hunts must be housed on the Jicarilla reservation year-round. 3. Non-tribal member outfitters/guides are NOT permitted to operate on the Jicarilla Apache Nation. Non-tribal outfitters/guides cannot accompany any Big-Game hunt on the Jicarilla Apache Nation, unless they have prior written approval from the Director of Game and Fish. 4. Tribal members may not collect bounty for Mountain lions harvested by client hunters. 5. Bear Bait sites must be marked: Color codes are available at JGFD otherwise the name of the hunter/guide must be clearly marked. Bait sites must be kept clean of all trash, and cannot be within ¼ mile of recreational areas or houses. SPRING BEAR Dates: April 15 - June 15, 2016 (5 consecutive days). Bag Limit: One (1) Bear, excluding sow w/ cubs Permits: 20, issued by random draw. Application Deadline: March 28, 2016 Drawing Date: March 29, 2016, any permits remaining after the draw will be issued over-the-counter Note: Horse Lake Mesa will be closed to reservation-wide bear hunters. See HLM Bear Hunts (page 6). FALL BEAR Dates: September 1- October 31, 2016 (5 consecutive days) Bag Limit: One (1) Bear, excluding sow w/cubs. Permits: Five (5), issued by random draw. Application Deadline: July 25, 2016 Drawing Date: July 26, 2016, any permits remaining after the draw will be issued over-the-counter MOUNTAIN LION Dates: April 1, 2016 March 31, 2017 (7 consecutive days) Bag Limit: One (1) Lion either sex, excluding female with spotted kitten(s) Price: $ Weapon: Firearms or Bow Permits: 20. Issued over-the-counter. The hunter must be present at the time the dogs are released to trail a mountain lion. Hunting hours are 24 hours per day. Date Permits Available: April 1, 2016 PREDATOR TRAPPING Dates: September 15, 2016 March 31, 2017 Bag Limit: Unlimited coyote, fox, bobcat, and one (1) mountain lion. Price: $ Methods: Steel-jawed traps only, no snares or calling. Only.22 caliber rim-fire may be carried while trapping. Permits: Up to Six (6). Issued by the Director Note: Restrictions exist; contact JGFD before applying. All permits must be approved by the Director. All traps must be marked. Trappers must carry a Catch Pole for releasing non-target animals and must provide catch numbers to the ADC Officer every two weeks. 5 P age

7 HORSE LAKE MESA GAME PARK Horse Lake Mesa (HLM) is a 14,500-acre enclosed (high fence) Game Park managed exclusively for trophy elk. Rifle bull hunts are available beginning in September, and cow elk hunts begin in October and run through November. Hunters can expect opportunity at SCI bulls. The 2015 average score was 347 SCI and hunter success approaching 90%. Hunters also have an opportunity to hunt bears in Spring or in the Fall during HLM bull or cow elk hunts. Notes: 1. Hunter orange is recommended 2. Hunters must hunt and shoot within the fenced boundaries of the HLM Unit 3. Class A is OFF LIMITS to hunting. Guides are responsible for knowing hunt boundaries HORSE LAKE MESA TROPHY BULL ELK Dates: September 1 October 10, 2016 (4 consecutive days; max. of 5 permits per hunt) Season 1: September 1-4, 2016 Season 2: September 5-8, 2016 Season 3: September 9-12, 2016 Season 4: September 13-16, 2016 Season 5: September 17-20, 2016 Season 6: September 21-24, 2016 Season 7: September 25-28, 2016 Season 8: September 29-October 2, 2016 Season 9: October 3-6, 2016 Season 10: October 7-10, 2016 Bag Limit: One Bull Elk. Price: $8, Weapon: Rifle or Bow Permits: 40. Available 2016 hunts began booking in Jan. 2016; returning hunters are offered the courtesy to re-book. Any remaining hunts are sold on a 1 st come 1 st served basis. For 2017 hunt availability, contact JGFD on January 9, Wound Policy: Once a bull is wounded, the hunter cannot pursue of harvest any other bull elk. It is the responsibility of the hunter and guide to notify JGFD when a bull elk is wounded. HORSE LAKE MESA BEAR SPRING SEASON Dates: April 15 -May 22, 2016 (5 consecutive days) Bag Limit: One (1) Bear, excluding sow w/cubs Permits: 3, issued by random draw. Application Deadline: April 1, 2016 Drawing Date: April 2, Any permits remaining after the draw will be issued over-the-counter. Note: Baiting and dogs allowed. FALL SEASON FOR ELK HUNTERS Dates: September 1- Nov. 2, 2016 Bag Limit: One (1) Bear, excluding sow with cubs. Price: $ Permits: Unlimited: Available only to those hunters holding a HLM bull or cow elk permit. The bear permit will be valid concurrently with HLM bull or cow elk hunt. Trophy Fee: $500 for any bear harvested. HORSE LAKE MESA COW ELK Dates: October 19 Nov. 2, 2016 (3 consecutive days) Season 1: October 19-21, 2016 (5 permits) Season 2: October 23-25, 2016 (5 permits) Season 3: Oct. 27-Oct. 29, 2016 (5 permits) Bag Limit: One Antlerless Elk. Weapon: Rifle only, minimum caliber.243. Permits: 15. Issued by random drawing. Drawing: June 21, 2016 Wound Policy: Once a cow is wounded, the hunter cannot pursue or harvest any other cow elk. Herd Reduction Permit Policy: The option to issue up to 15 additional cow permits may be available depending on Summer/Fall 2016 habitat conditions. Hunt dates would be: October 31-Nov. 2, Nov. 4-6, 8-10, 2016, if needed. 6 P age

Drawing: June 9, 2016 Note: See hunt unit map RESERVATION-WIDE ARCHERY BULL ELK Dates: September 26-30, 2016 Bag Limit: One (1) Bull Elk, 5x5 minimum. Price: $6, Weapon: Bow Only Permits: 15. Issued by random drawing. Drawing: June 9, 2016 RESERVATION-WIDE RIFLE BULL ELK Dates: Season 1: October 1-5 (10 permits) Season 2: October 6-10 (10 permits) Season 3: Nov. 1-5 (10 permits) Season 4: Jan. 1-5, 2017 (15 permits) Bag Limit: One (1) Bull Elk, 5x5 minimum. Price: $7, Permits: 45, Issued by random drawing. Drawing: June 9, 2016 COW ELK RESERVATION-WIDE GROUP COW ELK As a courtesy to large hunting parties, group applications for a minimum of 5 and a maximum of 10 people are accepted for cow elk. Applicant #1 will be designated as the group leader. Groups are assigned a number. If that number is selected in the draw, everyone in the group gets a license. Dates: Season 1: December 11-13, 2016(up to 10 permits) Season 2: December 14-16, 2016 (up to 10 permits) Season 3: December 20-22, 2016 (up to 10 permits) Bag Limit: One (1) Antlerless Elk Price: $850.00/applicant Permits: 30; issued by random drawing. Drawing: June 21, 2016, any remaining permits for each season will be sold in the reservation-wide cow elk draw. Note: Successful applicants must make arrangements to meet the two (2) hunters per guide requirement. RESERVATION-WIDE COW ELK Dates: Season 1: December 11-13, 2016 (25 permits) Season 2: December 14-16, 2016 (25 permits) Season 3: December 17-19, 2016 (25 permits) Season 4: December 20-22, 2016 (25 permits) Bag Limit: One (1) Antlerless Elk Permits: 100, issued by random drawing. Drawing: June 21, 2016 SOUTH UNIT: COW ELK Dates: Season 1: November 1-4, 2016 (12 permits) Season 2: November 5-8, 2016 (12 permits) Season 3: November 9-12, 2016 (11 permits) Season 4: November 13-16, 2016 (10 permits) Season 5: December 11-14, 2016 (10 permits) Season 6: December 15-18, 2016 (10 permits) Season 7: December 19-22, 2016 (10 permits) Bag Limit: One (1) Antlerless Elk Permits: 75, issued by random drawing. 9 SOUTH HUNT UNIT: The unit is the southern half of the reservation. The unit is bound to the north by the reservation line to US Forest Access Road 314 to the junction of NM 537, and south along NM 537 to the reservation boundary at Woodyard. The hunt unit encompasses all remaining Jicarilla lands south and westward. MULE DEER The Jicarilla Apache Nation is famous for trophy Mule Deer bucks and has been a top producer of Boone & Crockett bucks for decades; due in large part to great genetics, exceptional habitat, and a conservative harvest policy. Hunters can expect to see several mature bucks while pursuing their buck-of-a-lifetime. The 2015 average was 202 gross (range: 185 to 235). DRAW PERMITS Date: December 1-10, 2016 Bag Limit: One (1) Buck Mule Deer Price: $17, Permits: Seven (7). Issued by random drawing. These permits are non-transferrable., 5pm MST Drawing: June 2, 2016, Results will be available by 3pm. Successful applicants will be contacted by Certified Mail. SPECIAL AUTHORIZATIONS AUCTION & SEALED BID PERMITS Date: November 15 - December 31, 2016 Bag Limit: One (1) Buck Mule Deer, 4x4 minimum. Price: Highest Bid (Minimum bid $30,000.00) Permits: Two (2), 47- day mule deer hunts will be issued to the two highest bidders. A third Permit may be auctioned at the 2017 Western Hunting and Conservation Expo. That hunt will be for the 2017 season. Application Deadline: May 09, 2016, 5pm MST. Must be submitted by mail; contact JGFD for instructions.
