3 Prpsed Natural Gas Pipeline ET Rver Pipeline Prjects The prject will prvide a transprtatin path fr Marcellus and Utica shale gas supplies frm Pennsylvania, West Virginia and Ohi thrugh Michigan t the Unin Gas Hub near Sarnia, Canada. Overall, bth existing capacity as well as a newly cnstructed pipeline will be used. In Washtenaw Cunty, new pipeline is prpsed. Capacity is estimated t transprt 3.25 billin cubic feet f natural gas per day. Nexus Pipeline The prject will prvide a transprtatin path fr Utica shale gas supplies frm Ohi t Michigan and t Dawn, Ontari. Overall, bth existing capacity as well as a newly cnstructed pipeline will be used. In Washtenaw Cunty, bth new and existing pipeline is prpsed. Capacity is estimated t transprt 1-2 billin cubic feet per day.

Permitting: Federal Energy Regulatry Cmmissin (FERC): Federal agency that regulates the interstate transmissin f natural gas, electricity and il. Reviews prpsals t build interstate natural gas pipelines. Once Built: Pipeline and Hazardus Materials Safety Administratin s Office f Pipeline Safety (OPS): Federal rganizatin that regulates pipeline safety in Michigan. Divisin f Department f Transprtatin Michigan Public Service Cmmissin (MPSC): State rganizatin that partners with OPS in pipeline safety. OPS retains ultimate authrity ver interstate pipelines.

15 Lcal Envirnmental Health Regulatins Related t Pipelines Oil r hazardus substance pipelines have minimum islatin distance f 300 feet t new water wells. Natural gas pipelines have n islatin distance requirements t water wells. There are n permits required by Washtenaw Cunty Envirnmental Health fr the installatin f petrleum prduct pipelines. 16 Envirnmental Issues Related t Pipeline Installatin Installatin will require temprary mvement f earth and remval f trees and natural landscaping. Permanent 50 ft easement & larger temprary easement during cnstructin. Sil ersin cntrl permits will be required. Permanent easements will be kept clear f trees. Wildlife and their habitats may be disrupted.

17 Public Health Impacts Related T Gas Pipeline Ruptures A break r leak in a gas pipeline can result in fires r explsins, resulting in the ptential fr lss f life r prperty. Crps/land may be cntaminated. Water is less likely t be cntaminated. Evacuatins and air quality issues may ccur. Gas pipeline rupture n September 16, 2014 in Berrien Cunty, MI resulted in 500 persn evacuatin fr apprximately hurs.

18 Public Health Impacts Related T Oil Pipeline Ruptures A break r leak in an il pipeline can result in cntaminatin f land and water. Evacuatins and air quality issues may als ccur. Clean up can take years t cmplete. Oil pipeline rupture n July 20, 2010 near the Talmadge Creek in Marshall, Michigan resulted in ver ne millin gallns f il cntaminating the grund, creek and Kalamaz River area. Clean up csts exceeded $765 millin and cntinued thrugh the summer f 2014.
