Greenhouse Gas Reporting Program Petroleum and Natural Gas Systems U.S. Environmental Protection Agency Office of Atmospheric Programs, Climate Change Division National Oil and Gas Committee Conference Call October 13, 2016

Agenda Background on Greenhouse Gas Reporting Program (GHGRP) GHGRP Petroleum and Natural Gas Systems: Reporting Year 2015 Data Summary GHGRP Petroleum and Natural Gas Systems: Looking Ahead to Reporting Year

Background on Greenhouse Gas Reporting Program 3

Overview of GHG Reporting Program Launched in response to FY 2008 Consolidated Appropriations Act Annual reporting of GHGs by 41 source categories 33 types of direct emitters 6 types of suppliers of fuel and industrial GHGs Facilities that inject CO 2 underground for geologic sequestration, enhanced oil recovery, or any other purpose Most source categories began collecting data in 2010 An additional 12 source categories began collecting data in 2011 We now have 6 years of data for 29 source categories and 5 years of data for 12 source categories Facilities use uniform methods prescribed by the EPA to calculate GHG emissions, such as direct measurement, engineering calculations, or emission factors derived from direct measurement In some cases, facilities have a choice of calculation methods for an emission source Direct reporting to EPA electronically EPA verification of GHG data 4

Source Categories Covered by GHG Reporting Program Power Refining & Petrochem Other Chemicals Combustion Waste Metals Minerals Pulp & Paper High GWP Gases - Electricity Generation - Electrical Equipment Mfg. - Electrical Equipment Use - Petroleum Refineries - Petrochem. Production - Adipic Acid - Ammonia - Hydrogen Production - Nitric Acid - Phosphoric Acid - Titanium Dioxide - Stationary Combustion - Industrial Waste Landfills - Industrial Wastewater Treatment - MSW Landfills - Aluminum - Ferroalloy - Iron & Steel - Lead - Magnesium - Silicon Carbide - Zinc - Cement - Glass - Lime - Misc. 6 GHG Reporting Program vs. US GHG Inventory Inventory of U.S. Greenhouse Gas Emissions and Sinks (Inventory) tracks total annual U.S. emissions across all sectors of the economy using national-level data GHGRP collects detailed emissions data from large greenhouse gas emitting facilities in the United States GHGRP covers most, but not all, U.S. GHG emissions GHGRP does not include agriculture, land use, and small sources Task Inventory Greenhouse Gas Reporting Program Find total U.S. emissions Review trend data for the past 20 years Browse a map to find largest emitters in your area Compare facility emissions across an industrial sector Find reported emissions by state 6

GHGRP and the Oil and Gas Industry 7

Reporting Year 2015 Data Release On October 4, 2016, EPA released its sixth year of GHGRP data. In 2015, reported emissions from large industrial sources, representing approximately 50% of total U.S. GHG emissions, were 4.9% lower than 2014, and 8.2% lower than Power plants remained the largest source of U.S. GHG emissions, with emissions of approximately 2 billion metric tons CO2e, roughly 30% of total U.S. GHG pollution in Power plant emissions in 2015 declined by 6.2% as compared to 2014, and by 11.3% since Petroleum and natural gas systems were the second largest stationary source of emissions, reporting 231 million metric tons CO2e. Reported emissions for 2015 were 1.6% lower than 2014, but 4.1% higher than : Direct Reported Emissions from Large Facilities GHGRP data as of 8/13/16 8

Petroleum and Natural Gas Systems Data Summary 9

Reported GHG Emissions by Industry Segment EPA received annual reports from over 2,400 facilities Reported emissions totaled 231 Million Metric Tons (MMT) CO 2 e Largest segments in terms of reported GHG emissions were onshore production, natural gas processing, and natural gas transmission Segment Number of Facilities 2015 Reported Emissions (Million Metric Tons CO 2 e) Onshore Production Offshore Production Natural Gas Processing Natural Gas Transmission Underground Natural Gas Storage 53 2 Natural Gas Distribution LNG Import/Export 7 1 LNG Storage 7 < 1 Other Oil and Gas Combustion Total 2, GHGRP data as of 8/13/16 10

Onshore Production Basins Note: For the onshore production segment, the facility includes all emissions associated with wells owned or operated by a single company in a specific hydrocarbon producing basin. A basin refers to a geologic region where sediment infilling has occurred. The GHG Reporting Program definition of basin refers to the geologic provinces as published by the American Association of Petroleum Geologists (AAPG). Emissions in onshore production are reported by basin The map to the left shows reported emissions aggregated for all onshore production facilities by basin The basins with highest reported emissions were: Williston Basin (15.9 MMT CO 2 e) Gulf Coast Basin (12.9 MMT CO 2 e) Anadarko Basin (11 MMT CO 2 e) Permian Basin (10.4 MMT CO 2 e) San Juan Basin (6.5 MMT CO 2 e) GHGRP data as of 8/13/16 14
