For other tranng manuals for law enforcement personnel, see Tool 5.20 and Tool Unted Natons Interregonal Crme and Justce Research Insttute n-servce tranng programme for nternatonal law enforcement personnel UNICRI asserts that strateges to form a comprehensve ant-traffckng framework are fallng short of the demand. The defcences nclude: Uneven applcaton of exstng tranng regmens wthn and across nsttutons Falure to engage local nsttutons n a frutful manner Lack of knowledge of ongong or proposed tranng currcula In 2003, UNICRI, n partnershp wth the Unverstes of Essex and Turn, and the European Insttute for Crme Preventon and Control, afflated wth the Unted Natons, mplemented a European Commsson-funded project under the framework programme for polce and judcal cooperaton n crmnal matters (AGIS) (Councl decson 2002/630/JHA) amed at counterng organzed crme and crmnal networks nvolved n traffckng n peace support msson areas by mprovng nformaton on and awareness of the problem and creatng and bolsterng ant-traffckng capactes through a dedcated tranng manual for nternatonal law enforcement personnel partcpatng n peace support operatons. Although the tranng manual addresses the traffckng stuaton n peace support operatons n the Balkans, the lessons learned n ths regon can be extended to create a tranng programme for members of all other peace support operatons. In 2005, agan wth the fnancal support of the European Commsson through the framework programme for polce and judcal cooperaton n crmnal matters, n partnershp wth the Unversty of Turn, the European Insttute for Crme Preventon and Control and the Dutch Centre for Internatonal Polce Cooperaton, UNICRI delvered a pre-deployment and n-servce tranng programme for nternatonal law enforcement personnel comng from European Unon and canddate countres. In three separate three-day tranng semnars, partcpants from 17 countres receved tranng on traffckng n persons n peace support operatons, targeted n partcular to polce offcers deployed or gong to be deployed n support mssons n South-East Europe. In July 2006, UNICRI updated and revsed the frst edton of the manual on the bass of the feedback receved from traners and partcpants.

Students may enrol n as many courses as they lke, or n the programme leadng to the Certfcate of Tranng n Unted Natons Peace Support Operatons. The courses may be completed by usng onlne resources, but students wthout Internet access can use postal or fax servces. Many of the courses are avalable n a range of languages. Two new courses are of partcular relevance to the preventon of traffckng: Gender Perspectves n Unted Natons Peacekeepng Operatons Released n 2007, ths course teaches conceptual and operatonal ssues nvolved n ntegratng gender perspectves nto peace support operatons. The course explans how gender balance and gender qualty allow women to stop beng vctmzed n conflct. The course also emphaszes the need for women to have a strategc role at all Unted Natons decsonmakng levels and at the msson level, as well as at Government and local levels.

Through case studes and practcal examples, t s ntended to gude peacekeepers n the feld and offer perspectves on aspects of modern-day peacekeepng from an ethcal pont of vew. Topcs covered nclude: The code of conduct Cultural awareness Gender and peacekeepng Human traffckng Chld protecton Human rghts HIV/AIDS awareness Unted Natons gudelnes and procedures on dscplne for unformed peacekeepers For more nformaton about these and other tranng courses, vst: French: Spansh: NATO Advanced Dstrbuted Learnng through the NATO School The NATO School and the Internatonal Relatons and Securty Network n Zurch have produced two courses coverng varous dmensons of human traffckng, ncludng NATO polcy on combatng traffckng n persons and the mpact of the crme on NATO-led operatons. The courses are avalable to anyone, free of charge, va the Learnng Management System hostng the Advanced Dstrbuted Learnng programme. The self-paced courses are undertaken ndependently, wthout the support or nvolvement of any tutor or professor. No certfcate or dploma s awarded after successful completon of the course. The Advanced Dstrbuted Learnng courses offered n relaton to traffckng n persons are: Human Traffckng: Causes, Consequences, Counter-strateges Ths course dstngushes between dfferent types of traffckng (traffckng of women, men and chldren for the purpose of labour or sexual explotaton, the llct trade n human organs and the trade n chldren for adopton), provdes an overvew of the hstory of human traffckng, explores the causes and consequences of traffckng n persons, and dscusses the strateges used to combat the crme.

It also ntroduces the NATO polcy on combatng traffckng and dscusses the mpact of traffckng on NATO-led operatons.
