2 BROADWAY THEATRE CAFE & BARS TENDER INFORMATION 1. Catford Broadway Theatre Cafe & Bars Tender Opportunity Lewisham Council is inviting tenders from experienced and dynamic catering companies to operate the Broadway Theatre cafe and bars on a three year licence. Not only does the cafe serve theatre audiences but is also open to the public and can be accessed directly from Catford Road. A new operator at the cafe will mark the beginning of an ambitious wide scale regeneration plan in Catford. 1.1 Space dimensions The main café area on the ground floor is approx. 111m2 / 1,195 sq ft. Downstairs area roughly equivalent, divided into smaller segments (please refer to plans). 1.6 Opportunities The operator will be in control of the trading name for the space. Pedestrianised area to rear of cafe, opening onto pedestrianised Catford Broadway can possibly used for trade. Some Council funding may be available for investment in building infrastructure e.g. ventilation and sound proofing, subject to negotiation. 1.2 Rent: offers are invited in the region 40,000/an for the cafe. P.O.A for theatre bars. 1.3 Term: c. 3 year term, subject to negotiation. 1.4 Premises licence: regulated entertainment and late night between 9am 11pm. 1.5 Broadway Theatre service requirements The venue needs the cafe area as a foyer for Studio and Main House events therefore the café would need to be an 8am-5pm operation, cleared by 6pm, otherwise all the bars should be tendered and operated by the café licence-holder. The preferred option of theatre staff at this time is to hand over all the theatre bars as part of the café package and instead have a rental income from these areas. Café to be open at all performances for pre-show and interval drinks if catering and bar service is tendered entirely. If the entire bar/catering service is not being offered for tender the café should close by 6pm and revert to a bar for theatre operation.

5 2. Background 2.1 Broadway Theatre, Catford Broadway Theatre is an art deco building adjoining the town hall. It is a curved stone structure decorated with shields and heraldic emblems and topped with a copper-green spire. It was opened in 1932 as the Concert Hall and is now a Grade II listed building. The interior is in art deco style. It has two auditoriums, an 800-seat main theatre and a small 80-seat studio theatre. Its programme consists of a diverse mix of theatre and music, including a pantomime season (although this has not taken place over the past two years the intention is to reinstate it in the future) featuring star names, stand-up comedy, nostalgia shows, drama and children's theatre. 2.2 Catford Regeneration Lewisham Council have been granted 30M Housing Zone funding and are aiming for 2500 new homes in the Catford area, at least 1000 of which will be delivered over the next 10 years. The Council has acquired the Catford Centre and Milford Towers, and plans to redevelop this site, as well as the existing Council offices at Laurence House and the old Town Hall and Civic Suite (behind the theatre) to make way for new mixed use development. The site adjacent to the theatre (Civic Suite and Old Town Hall) is most likely to be redeveloped as the new Civic heart of the borough, with new Council offices and Town Hall combined. A whole new retail offer will also be part of the regeneration plans, focused on improving the evening economy and food and beverage provision. New public realm, especially around the theatre, will be delivered. All of this is in masterplanning stage, and will not start being built until 2020/21 at the earliest. The masterplan will be designed over the next 12 months (as at October 2016), and a development delivery and phasing strategy will follow. In the meantime, the Council wants to start regenerating Catford by investing in the theatre and making sure vacant space in the Town Centre is enlivened by appropriate meanwhile uses Broadway Theatre The Council has committed to bringing forward positive change for the Broadway Theatre. The following items are currently being progressed: A Minor Works Programme identifying and prioritising repair and refurbishment works, has been compiled. Costs are due to be sourced, and works undertaken accordingly. The need for a Conservation Management Plan has been identified, and quotes are being obtained. This will ensure that any works undertaken are in line with the conservation requirements for the building, which is Grade II Listed.

6 The Minor Works Programme will be undertaken with regards to the Conservation Management Plan, and the Access Audit, which has already been obtained. A new operator for the café/bar will be found and will aim to be open to the public in May Work has begun on a bid for Heritage Enterprise Funding, which will support the more major investments in the building fabric required Meanwhile Use implementation within Catford Town Centre The Council are currently investigating short and medium term plans for the implementation of meanwhile uses within the town centre, including pro-active management of assets and a creative approach to empty retail and other units within the Catford Centre. Meanwhile use is also being considered for a number of other sites around Catford town centre, with the aim of implementation in Catford Broadway Catford Broadway and Catford Market already play a significant role in terms of the local economy. In 2011, the Council successfully obtained 125,000 from Round 1 of the Mayor of London's Outer London Fund to develop designs and carry out feasibility surveys to explore how Catford Broadway could provide a better environment for businesses, residents and shoppers.this funding resulted in: a complete refurbishment of the Broadway, with new lighting and seating, and a brand new, level 'shared' surface that has improved accessibility and resolved issues such as drainage pedestrianisation of the Broadway while still allowing vehicular access for businesses, market traders and residents living on Catford Broadway, improving the condition and overall look of a number of shop fronts providing better facilities for the market and attracting new market traders The Catford Supper Club which frequently sold out during its successful summer 2013 run, and the Catford Canteen. 3. Transport Links Catford benefits from two railway stations, Catford and Catford Bridge providing good transport links into central London with services to Cannon Street and Charing Cross in Central London within 20 minutes. Lewisham DLR is approximately five minutes away by rail and the many bus services provide connections to Shoreditch, Bromley and Sidcup. 4. Customer Potential Over 2100 staff work from the Council offices in Catford. There are two theatre companies on site. Audiences vary according to the programme but can be as much as 800 for a full house performance in the main auditorium. 4.1 Catford Demographics The current residential catchment for Catford is 216,249. The majority of the resident population falls in the age bracket of years old illustrating its young population and popularity with first time buyers. The largest proportion of the demographic is classed as Professional Occupations (26%) and the second largest demographic is Associate Professional & Technical (16.8%), both substantially higher than the GB average of 17.7% and 12.7% respectively. Catford has a low unemployment rate of 5% and 48% of residents are educated to degree level or higher. This market traditionally generates demand for 1 and 2 bedroom apartments in the local area. Catford as a residential location is becoming increasingly popular with local agents reporting strong demand in the locality supported by Catford s proximity to London via the rail links, good schools and green spaces. Catford has profited from the growing ripple effect which has developed as a result of people continuing to seek affordability having

7 been priced out of more central locations. Land Registry House Price Index May 2016 report shows that in 12 months the average house prices in LB Lewisham have increased 18.8% and strong HPI growth is forecast by local agents in the medium to long term. Land Registry shows that the average residential property price across the whole of the London Borough of Lewisham is 408,559 albeit this will be impacted by more affluent or up and coming locations (such as Blackheath, New Cross and Deptford), which means that prices may be overstated for the Lewisham area. According to Zoopla, which provides analysis at a local (rather than borough) level, Catford values have increased by an average of 6.8% in the last 12 months. Zoopla house prices shows the average house prices in Catford in August These are shown as between 500, ,000 for a detached house, just above 500,000 for a semidetached house, between 400, ,000 for a terrace house and slightly below 300,000 for apartments. 5. Applicant Criteria Experienced and dynamic caterers, with proven track record of delivering a quality product. 6. Tenders Deadline Interested parties should submit tenders by Monday 5 December Tenders must comprise: Proof of concept Space design approach Menu examples Operating times Approach to relationship with theatre operator Define café only offer, and / or combined café/bar offer Biography and relevant experience Business plan financials/projections. Bidders will need to ensure that they that have the financial resources available when tendering. Proof of funds will be required. High quality food and beverage offering. Bidders will be required to demonstrate their funding ability to complete and manage the facility. Ethical business operators with a focus on positively impacting the local community. Lewisham Council has made a commitment to the Living Wage and therefore the terms of this commitment will also apply to these contracts.
