1 Hokkaido University Regulations Concerning Academic Degrees September 10, 1958 HU Doc. No. 12 Article 1 (Purpose) Pursuant to Article 13 of the Regulation Concerning Academic Degrees (Ministry of Education Ordinance No. 9, 1953), academic degrees conferred by Hokkaido University (hereinafter referred to as HU) in addition to what is prescribed in the provisions of the General Rules of Hokkaido University (HU Doc. No. 2, 1995) and the General Rules of the Graduate Schools of Hokkaido University (HU Doc. No. 3, 1954, hereinafter referred to as the General Rules of the Graduate Schools ) shall be specified by these Regulations Concerning Academic Degrees. Article 2 (Names of major fields of study) For bachelor s, master s and doctoral degrees conferred by HU, the names of the major fields of study prescribed in Appended Table 1 shall be stated. Article 2-2 (Degrees to be conferred to those completing professional degree programs) Professional degrees to be conferred to those completing the professional degree programs provided in Article 3 of the General Rules of the Graduate Schools shall be as prescribed in Appended Table 1. Article 3 (Submission of theses/dissertations, etc. by graduate students) When a student in a HU master s program intends to have their thesis or the results of research on a specific theme reviewed, the student shall submit the thesis concerned or the results of research on a specific theme to the dean of the relevant Kenkyu-ka or Gakuin (hereinafter referred to as Graduate Schools). * Kenkyu-ka and Gakuin are graduate schools to which students belong. (2) When a student in a HU doctoral program intends to have their dissertation reviewed, the student shall submit the dissertation concerned, a dissertation bibliography, a dissertation abstract, and a Curriculum Vitae (CV) to the dean of their graduate school. Article 4 (Application for conferral of a doctoral degree by submitting a dissertation) An individual who intends to apply for the conferral of a doctoral degree pursuant to the provision of Article 25, paragraph (2) of the General Rules of the Graduate Schools shall submit the degree application form prescribed in the provision of Article 18, with a dissertation, a dissertation bibliography, a Curriculum Vitae (CV) and the dissertation examination fee to the President. (2) The provision in the preceding paragraph shall also apply when an individual who enrolled in a HU doctoral program for the number of years required for completion of a course of study and

2 accumulated the required number of credits for completion, but withdrew from HU intends to apply for a doctoral degree without readmission to the university. If the person submits a dissertation within one year of withdrawal from the university, it is not necessary to pay a dissertation examination fee. (3) The amount of the dissertation examination fee shall be specified by the Hokkaido University Regulations Concerning the Application Fee for Auditors (HU Doc. No. 15, 1978). (4) Any dissertation examination fee that has already been paid shall not be refunded. Article 5 (Theses/dissertations and materials) Copies of the single thesis/dissertation shall be submitted pursuant to the provisions of Article 3, Article 4, paragraph (1), or Article 4, paragraph (2). However, other papers may be attached to the thesis/dissertation as reference materials. (2) When reviewing theses/dissertations, HU may require the applicant to submit translations of the thesis/dissertation, model(s), specimen(s) or other materials if these are deemed necessary for the reviewing. (3) Theses or the results of research on a specific theme that are submitted pursuant to the provision of Article 3, paragraph (1) shall not be returned. The same shall apply when a dissertation is submitted pursuant to the provision of Article 3, paragraph (2), Article 4, paragraph (1), or Article 4, paragraph (2). Article 6 (Review, etc. of dissertations) Upon the submission of a dissertation, the dean of the relevant graduate school in the case pursuant to Article 3, paragraph (2) and the President in the case pursuant to Article 4, paragraph (1) or paragraph (2) in accordance with the name of the major field of study prescribed in Article 2 shall refer the review of the dissertation, examinations and defenses (or in the case pursuant to Article 3, paragraph (2), review and examinations; the same shall apply hereinafter) (hereinafter referred to as the review, etc. ) to the Faculty Council of the relevant Graduate Schools (including the Board of Representatives and a committee on special issues, etc. comprised by some of the Faculty Council members; the same shall apply hereinafter). (2) Examinations shall be centered on the dissertation, and also include its relevant academic field. (3) Defense of the dissertation shall be conducted orally and in a written format for applicants that have submitted a dissertation pursuant to the provision of Article 4, paragraph (1) or paragraph (2). In these cases, a foreign language examination shall be included, and the type of foreign language

3 examination shall be specified by the Faculty Council of the relevant Graduate Schools. (4) Cases in which exemption from defenses may be granted pursuant to the proviso of Article 25, paragraph (2) of the General Rules of the Graduate Schools shall be those in which a dissertation candidate who has withdrawn from HU pursuant to the provision of Article 4, paragraph (2) submits a dissertation within the period specified by the Faculty Council of the relevant graduate school. (5) The method other than defenses prescribed in the proviso of Article 25, paragraph (2) of the General Rules of the Graduate Schools shall consist of a review of the applicant s career and achievements other than the dissertation submitted. The relevant review may be performed when specifically permitted by the Faculty Council of the relevant Graduate Schools. (6) Necessary matters concerning the review of the thesis or the results of research on a specific theme that are submitted pursuant to the provision of Article 3, paragraph (1), as well as necessary matters concerning examinations, shall be specified separately by the dean of the relevant Graduate Schools. Article 7 (Dissertation examination officers) The Faculty Council of the relevant Graduate Schools shall select three or more Dissertation Examination Officers from among the professors in charge of education at the relevant Graduate Schools (including visiting professors and specially appointed professors from collaborative chairs and fields) to perform the review, etc. prescribed in paragraph (1) of the preceding Article. (2) The Faculty Council of the relevant Graduate Schools prescribed in the preceding paragraph may appoint any of the persons described below to be one of the Dissertation Examination Officers in cases where it is found to be necessary for the review, etc. (i) An associate professor, lecturer or assistant professor in charge of education at the relevant Graduate Schools (including visiting associate professors, specially appointed associate professors, specially appointed lecturers and specially appointed assistant professors from collaborative chairs and fields) (ii) A professor, associate professor, lecturer or assistant professor from another Graduate School (iii) A member of the teaching staff from a graduate school or a research institute of another university Article 8 Deleted Article 9 (Period of review) The Dissertation Examination Officers shall complete the review, etc. within one year of the date of

4 dissertation submission pursuant to the provision of Article 3, paragraph (2), Article 4, paragraph (1), or Article 4, paragraph (2). However, under special circumstances, the period of review may be extended by up to one year following deliberations by the Faculty Council of the relevant Graduate Schools. Article 10 (Report from the Dissertation Examination Officers) Upon completion of the review, etc., the Dissertation Examination Officers shall immediately report the results to the Faculty Council of the relevant Graduate Schools. Article 11 (Deliberations by the Faculty Council) Based on the report prescribed in the preceding article, the Faculty Council of the relevant Graduate Schools shall deliberate awarding certification of program completion for applicants who submit dissertations pursuant to the provision of Article 3, paragraph (2), and shall deliberate the approval or denial of degree conferral for applicants who submit dissertations pursuant to the provision of Article 4, paragraph (1) or paragraph (2). (2) The quorum for deliberations of the Faculty Council prescribed in the preceding paragraph shall be two-thirds of its members. (3) Members of the Faculty Council of the relevant Graduate Schools who are unable to attend the Council meeting for reasons specifically permitted by the Council, including those on overseas business trips and those on leave of absence, shall not be included in the total number of members used to calculate the quorum prescribed in the preceding paragraph. (4) The agenda items of the Council meeting concerning the provision of paragraph (1) shall be voted on by at least two-thirds of those present. (5) Certification of graduation shall be deliberated by the Faculty Council of the relevant undergraduate school, certification of completion of a master s program shall be deliberated by the Faculty Council of the relevant Graduate Schools, and certification of completion of a professional degree program shall be deliberated by the Faculty Council of the Kenkyu-ka or Kyoiku-bu that have the relevant program. (6) The quorum and resolution method of the Faculty Council prescribed in the preceding paragraph shall be specified separately by the dean of the relevant undergraduate school, Graduate Schools, or Kyoiku-bu. Article 12 (Report) When the Faculty Council of the relevant Graduate Schools deliberating the approval or denial of degree conferral pursuant to the provision of paragraph (1) of the preceding Article votes on a

5 resolution prescribed in paragraph (4) of the preceding Article, the dean of the relevant Graduate Schools shall report to the President those dissertations, abstracts of the dissertations, summaries of the review, summaries of the results of examinations and performance in the defenses by the doctoral candidates. (2) When the Faculty Council of the relevant undergraduate school awards certification of graduation, when the Faculty Council of the relevant Graduate Schools awards certification of the completion of a master s program, doctoral program or professional degree program, or when the Faculty Council of the relevant Kyoiku-bu awards certification of the completion of a professional degree program, the dean of the relevant undergraduate school, Graduate Schools, or Kyoiku-bu shall report to the President those students that were awarded certification. (3) In reporting those students that were awarded certification of completion of a doctoral program prescribed in the preceding paragraph, their dissertations, abstracts of dissertation, summaries of the review, and summaries of the results of examinations shall also be reported. Article 13 (Conferral of degrees) Based on the report prescribed in paragraph (1) of the preceding article, the President shall confer a Certificate of Degree to those for whom the conferral of a doctoral degree has been approved prescribed in the provision of Article 25, paragraph (2) of the General Rules of the Graduate Schools. The President shall also inform those for whom the conferral of a doctoral degree has been denied of the decision. (2) Based on the report prescribed in paragraph (2) of the preceding article, the President shall confer a Certificate of Degree to those who have been granted certification of graduation or completion of a master s program, doctoral program or professional degree program. Article 14 (Publication of theses/dissertation abstracts, etc.) When HU confers a doctoral degree, the abstract of dissertation and a summary of the dissertation review shall be published within three months of the date of conferral of the degree. Article 15 (Publication of dissertations) Those who have been conferred a doctoral degree shall print and publish the dissertation within one year of the date of conferral of the degree. However, this shall not apply when the dissertation has already been printed and published. (2) Notwithstanding the provision of the preceding paragraph, if there are unavoidable reasons, those who have been conferred a doctoral degree may print and publish an abstract of the dissertation concerned in lieu of the dissertation s entire text with the approval of HU. In such cases, HU shall provide the entire text of the dissertation for public reading upon request.

6 (3) When the entire text or an abstract of the dissertation is published pursuant to the provisions of the preceding two paragraphs, it shall be clearly indicated that the dissertation was reviewed at Hokkaido University. Article 16 (Revocation of conferral of a degree) If it is found that a graduate has gained their degree by illicit means, the President shall revoke the conferral of a degree following deliberations by the Faculty Council of the relevant undergraduate school, Graduate Schools, or Kyoiku-bu, have the degree recipient return the Certificate of Degree, and announce the revocation. (2) When the Faculty Council of the relevant undergraduate school, Graduate Schools, or Kyoiku-bu makes a resolution prescribed in the preceding paragraph, the provisions of Article 11, paragraph (2) through paragraph (4) shall apply mutatis mutandis. Article 16-2 (Prohibition of accepting property benefits, etc.) Dissertation Examination Officers prescribed in Article 7, paragraph (1) shall not accept offers of entertainment or a treat, money, goods, and other property benefits from students who are subject to dissertation examinations. Even after the Officers are no longer employed in thus capacity, they shall not accept offers of what has been mentioned above beyond what is considered the reasonable level of social courtesy. Article 17 (Registration) When a doctoral degree is conferred at HU, the President shall report the conferral to the Minister of Education, Culture, Sports, Science and Technology and register it in the degree list. Article 18 (Forms of the Certificate of Degree and other documents) The forms of the Certificate of Degree, degree application form and other related documents as well as the numbers of copies to be submitted shall be as indicated in Appended Table 2. Supplementary Provisions (1) The Regulations Concerning Academic Degrees shall come into force as from March 20, However, the provisions regarding master s degrees shall apply as from January 1, (2) Notwithstanding the enforcement of the Regulations Concerning Academic Degrees, the Hokkaido University Regulations Concerning Academic Degrees (HU Doc. No. 6, March 22, 1921) shall remain in force until March 31, 1962 (or until March 31, 1960 for the provisions concerning Doctor of Medicine certification). (3) The conferral of doctoral degrees to those who have not been enrolled in a HU doctoral program shall take place after that of the same kind of degree to those who have completed a HU doctoral program.

7 Supplementary Provisions (HU Doc. No. 14, September 17, 1958) The Regulations Concerning Academic Degrees shall come into force as from April 1, Supplementary Provisions (HU Doc. No. 17, April 15, 1970) The Regulations Concerning Academic Degrees shall come into force as from April 15, Supplementary Provisions (HU Doc. No. 13, May 15, 1974) The Regulations Concerning Academic Degrees shall come into force as from May 15, 1974, and shall apply as from April 1, Supplementary Provisions (HU Doc. No. 6, March 19, 1975) The Regulations Concerning Academic Degrees shall come into force as from April 1, Supplementary Provisions (HU Doc. No. 12, April 21, 1976) The Regulations Concerning Academic Degrees shall come into force as from April 21, 1976, and shall apply as from April 1, Supplementary Provisions (Extract) (HU Doc. No. 11, May 18, 1977) ( of enforcement) (1) The Regulations Concerning Academic Degrees shall come into force as from May 18, 1977, and shall apply as from April 1, Supplementary Provisions (HU Doc. No. 12, March 22, 1978) The Regulations Concerning Academic Degrees shall come into force as from March 22, However, the provisions of Article 1 revising Article 25, paragraph (1) of the General Rules of the Graduate Schools of Hokkaido University and the provisions of Article 2 revising Article 2, paragraph (2) of the Hokkaido University Regulations Concerning Academic Degrees shall apply as from March 1, Supplementary Provisions (HU Doc. No. 32, November 24, 1982) The Regulations Concerning Academic Degrees shall come into force as from November 24, 1982.

No. 12, April 1, 1993) (1) The Regulations Concerning Academic Degrees shall come into force as from April 1, (2) When students have been enrolled in the Graduate School of Environmental Science prescribed in paragraph (2) of the Supplementary Provisions of the regulations partially revising the General Rules of the Graduate Schools of Hokkaido University (HU Doc. No. 56, 1993) and have completed the required courses, the name of the major field of study to be specified for their master s and doctoral degrees shall be Environmental Science, notwithstanding the revised provisions of Appended Table 1 in the Hokkaido University Regulations Concerning Academic Degrees. 9 (2) When students have been enrolled in the Division of Behavioral Science in the Graduate School of Letter prescribed in paragraph (2) of the Supplementary Provisions of the regulations partially revising the General Rules of the Graduate Schools of Hokkaido University (HU Doc. No. 22, 2000) and have completed the required courses, the name of the major field of study to be specified for their master s and doctoral degrees shall be Behavioral Science, notwithstanding the revised provisions of Appended Table 1 in the Hokkaido University Regulations Concerning Academic Degrees. Supplementary Provisions (HU Doc. No. 136, December 20, 2000) The Regulations Concerning Academic Degrees shall come into force as from January 6, Supplementary Provisions (HU Doc. 10 (3) When students have been enrolled in the Graduate School of Science, the Graduate School of Pharmaceutical Sciences or the Graduate School of Agriculture prescribed in paragraph (2) of the Supplementary Provisions of the regulations partially revising the General Rules of the Graduate Schools of Hokkaido University (HU Doc. No. 24, 2006) and have completed the required courses, the name of the major field of study to be specified for their master s and doctoral degrees shall be Science, Pharmaceutical Sciences and Agriculture, respectively, notwithstanding the revised provisions of Appended Table 1. Supplementary Provisions (HU Doc. No. 3, January 22, 2007) The Regulations Concerning Academic Degrees shall come into force as from April 1, Supplementary Provisions (HU Doc. In the same way, Medicine shall be specified for degrees conferred upon graduates from the School of Medicine s Department of Medicine, and Nursing and Health Sciences shall be specified for degrees conferred upon graduates from the Department of Health Sciences of the same school. Pharmaceutical Sciences and Pharmacy shall be specified for degrees conferred upon graduates from the School of Pharmaceutical Sciences and Pharmacy s Department of Pharmaceutical Sciences and Department of Pharmacy, respectively. 2.
