1 CITY AND ISLINGTON COLLEGE FEES POLICY 2015/ Policy Objectives: To provide a framework that ensures that consistent and comprehensive guidance and information regarding the financial contributions to the cost of learning in fees subsidised or otherwise is available and accessible to all learners, customers, sub-contractors and other partners, staff, governors and other stakeholders. This policy covers all City and Islington College provision with the exception of courses and qualifications delivered through partnership arrangements with sub-contractors or with London Borough of Islington (LBI). Sub-contractor organisations are responsible for their own policy on fees and financial contributions from individual learners; income rates for LBI-funded provision are negotiated outside of this policy. 2.0 Financial Contributions 1 Guidance produced by the Skills Funding Agency (SFA) and the Education Funding Agency (EFA) indicates the type of financial contribution made by individuals and/or employers to the cost of a learning aim and is contained within this policy. The college will seek to make reasonable charges to an individual and/or employer for the provision of a learning aim in three categories. 2.1 Tuition Fees Reflects the cost of delivery of the qualification or course and normally excludes the cost of materials, learning resources and equipment which are charged separately. 2.2 Examination Fees Fees set by awarding bodies uplifted to incorporate the cost of administration of exams are payable by all adult learners; this also applies to fees associated with re-sitting exams. The applicable fees are those as recorded on the student records system/course file as at the time of enrolment. Examination fees will be waived for learners determined to be fully-funded as part of the Fee Assessment process. Examination fees will be applicable to co-funded learners and unfunded learners. Examination re-sit fees for all learners aged years old will be fully funded except in circumstances where they do not achieve the required attendance and progress targets on their course. 1 For learners following provision funded by the SFA that is not an apprenticeship, and who are not deemed to be fully funded according to SFA Funding Rules, the SFA withholds 50% of the un-weighted base rate of the related learning aim; colleges/ training providers are free to set tuition fees at their own discretion.

2 2.3 Material/Resources Fees Reflects the actual cost of items relevant to the delivery of courses and may include uniforms, specific equipment or consumables. On some courses, these items are considered to be essential to successful completion of the course, i.e., the course cannot be completed without them; in these cases, fully funded learners will be exempt from the essential associated material/resource fees; co-funded and unfunded learners may be liable for material/resource fees associated with their chosen course of study. This will be determined and explained when your eligibility and fees are assessed during the enrolment process. Where the material/resource is not determined to be essential, learners in all categories (fully funded, cofunded, unfunded) may be liable for the related fees. 3.0 Learner Responsive Provision: (SFA/EFA Funded subject to learner eligibility 2 ) The following subsections apply to all learners eligible for EFA/SFA funding; this includes Learners with Learning Difficulties and/or Disabilities as per Agency funding rules. 3.1 Learners Aged Learners within this category must be under 19 years old on 31 st August year old learners are fully funded by the Education Funding Agency and must not be charged tuition or examination fees. Their provision is fully funded including the cost of essential course materials, learning resources and activities; these remain the property of the college, and as such, learners in receipt of essential materials (e.g., but not limited to, Hair and Beauty kits) who withdraw from their programme of study are expected to return said property; for courses where a Disclosure and Barring Service (DBS) check is pre-requisite, the associated fees are waived for year old learners. Optional course materials, equipment and off-site activities can be charged to the individual. Learners aged are eligible for fee remission regardless of whether they would have turned 19 years of age by the end of programme on which they are enrolling. Learners returning for a second year of a two year course will continue to receive fee remission on the same basis as the first year. The Skills Funding Agency funds learners aged for Apprenticeships and learners aged for Traineeships. The following individuals are entitled to full funding for their learning: 2 All policy statements contained within the subsections of Section 3.0 are only valid for learners studying qualifications approved for funding by the Education Funding Agency (EFA) and/or the Skills Funding Agency (SFA), and whom are assessed as eligible for government funding as defined in current 2015/16 Funding Rules set by the EFA and/or SFA, whichever agency is responsible for funding the related provision/learner.

3 Individuals aged 16 to 18 on the day they start: o intermediate-level apprenticeships o advanced-level apprenticeships, or o higher apprenticeships at levels 4, 5 and 6 for their non-prescribed higher education learning aims Individuals aged 16 to 24 on the day they start traineeships, where they have not achieved a full level 3 qualification. We will fully fund these individuals for all of the core elements of their traineeship programme. Refer to table 1 for a summary of the financial contributions made by learners aged toward the cost of their learning aim(s).

Nil Nil Yes where not essential 3.2 Learners Aged Under 16 Young people under the age of 16 enrolling on an evening course funded by the EFA will be charged the hourly fee rate fee of per guided learning hour where the course is unrelated to their school programme. The enrolment of school pupils under 16 requires the prior approval of the school and the parent/guardian. Where school pupils of compulsory age wish to follow part of their programme at college, and the school has indicated their approval, the college will charge the school for the cost of this provision. Such fees must be approved by the Deputy Principal (Finance and Strategic Planning) Bursary Scheme Learners aged who experience hardship and can be identified as being in need of financial support, may be eligible for a bursary. Learners in the following groups may be eligible for and receive the maximum bursary of 1,200 a year: Young people in care. Care leavers. Young people claiming Income Support or Universal Credit in their own name. Disabled young people who receive both Employment And Support Allowance and either Disability Living Allowance or Personal Independence Payment in their own name. To receive the maximum bursary, the learner s course must last 30 weeks or more. For courses of less than 30 weeks, a pro-rata amount will be calculated based on the length of the course. Other students facing genuine financial difficulties may be awarded a bursary at the discretion of the college. The college reviews its approach to the distribution of bursary funds on an annual basis to ensure that the funds are allocated to best support learners facing genuine financial hardship. Bursary payments are made dependent on individual learners maintaining acceptable levels of attendance and progress.

5 3.4 Learners Aged Learners within this category must be aged 19 to 23 (inclusive) years old on the first day that the qualification or course commences. Learners aged years old can be either: Fully Funded Eligible for fee remission, with tuition, examination and essential checks (DBS), materials and resources funded by the relevant Funding Agency (EFA/SFA). Co-Funded Required to pay a financial contribution towards the cost of their learning, including tuition, examinations, checks (DBS) and materials; the cost of the course is partially funded by the SFA. Unfunded Required to pay a full financial contribution toward the cost of their tuition, examinations, checks (DBS) and materials; zero contribution from EFA/SFA towards fees Fully Funded Learners: Eligibility for Fully Funded Status An individual aged years old who meets one or more of the following criteria will be considered a fully funded learner. Traineeships Individuals who have not previously achieved a full level 3 qualification are eligible to be fully funded for all of the core elements of their traineeship programme. Individuals who are not starting an apprenticeship, and: o are starting GCSE English or maths, delivered through classroom learning, where they do not currently have these qualifications at grades A* to C o are progressing towards GCSE English or maths at grade C or above, and are starting English or maths at a level above that at which they have been assessed, or o are trade union representatives aged 19 or older on the day they start Trade Union Congress (TUC) learning aims up to level 3. Individuals who are starting: o entry-level and level 1 learning aims (excluding English, Maths or English for Speakers of Other Languages (ESOL)) delivered through classroom learning where they have a maximum prior learning accreditation of level 1, and are progressing to a full level 2 qualification o level 2 learning aims (excluding English, Maths or ESOL), which are not classed as full, delivered through classroom learning, where they have a maximum prior learning accreditation of level 1, and are progressing to a full level 2 qualification o vocational entry-level and level 1 learning aims (excluding English, Maths or ESOL) delivered through workplace learning where they have a maximum prior learning accreditation of level 1, and are progressing to a full level 2 qualification o vocational level 2 learning aims (excluding English, Maths or ESOL), which are not classed as full, delivered through workplace learning where they have a maximum prior learning accreditation of level 1, and are progressing to a full level 2 qualification o Their first full level 2 qualification

6 o o Their first full level 3 qualification, or Their first level 4 qualification (30 credits or more) without having achieved a first full level 3 qualification Individuals starting learning aims up to and including level 4 who need help to move into work, progress in work or remove a barrier to getting into work, and who are: released on temporary licence (RoTL), undertaking learning outside a prison environment and not funded through OLASS receiving Jobseeker s Allowance (JSA), including those receiving National Insurance credits only receiving Employment and Support Allowance (ESA) and are in the work-related activity group (WRAG), or receiving Universal Credit and mandated (required) to undertake skills training At our discretion (this relates to the learner and not the type of benefit they are receiving), individuals who: are unemployed are receiving any state benefits not listed above (including those on Universal Credit and ESA and not in the groups identified in this section) want to enter employment and believe skills training will help them to do so, and where the learning is directly relevant to both the individual s employment prospects and the needs of the local labour market, and the aim is delivered through classroom learning And any other concessions unpublished at the date of this policy, as may be granted by the SFA in due course, will be applied according to the relevant version of the Agency Funding Rules for 2015/16. Individuals judged to be eligible as fully funded learners at enrolment, as outlined above, would not be expected to pay tuition, examination or essential checks (DBS), materials and resources fees. Individuals judged to be eligible at enrolment as fully funded learners, as outlined above, for an aim or programme, shall be eligible for the whole of their learning aim/programme, even if their circumstances change. Individuals judged to be eligible at enrolment as fully funded learners, as outlined above, following a learning aim or a programme of more than one funding year duration, will be eligible for funding for the whole duration of the aim/programme.

8 vocational entry-level and level 1 learning aims (excluding English, maths or ESOL) delivered through workplace learning where they have previously attained a full level 2 or above full level 2 qualifications delivered through workplace learning, where the learner is employed by a small or medium-sized enterprise (SME) and where they have previously attained a full level 2 or above full level 3 qualifications delivered through classroom learning where they have previously attained a full level 3 or above level 3 learning aims which are not classed as full, delivered through classroom learning their first level 4 qualification (below 30 credits) delivered through classroom learning without having achieved a first full level 3 qualification, or level 4 qualifications delivered through classroom learning where they have previously attained a full level 3 or above Unfunded Learners: Required to Pay a Full Contribution Adults aged on the first day that the qualification or course commences who are neither judged to be eligible for funding under the criteria set out in or co-funding under the criteria set out in are judged to be unfunded. As a result individuals will be expected to make a full contribution to the cost of the qualifications they pursue as detailed in table 3 below Learners Aged 19 and Older Undertaking an Apprenticeship (Work Based Learning) Adults aged 19 and older, on the date the apprenticeship programme starts, are treated as being co-funded and therefore the apprentice s employer is expected to make a contribution to the cost of the apprenticeship programme. Further details of the employer contribution can be obtained from the College s Employability and Employer Engagement Team on

9 3.5 Learners Aged 24 Years and Older Learners aged 24 or older on the first day that the qualification or course commences. Learners aged 24 and older can be either: Fully Funded Eligible for fee remission, with tuition, examination and essential checks (DBS), materials and resources funded by the relevant Funding Agency (EFA/SFA). Co-Funded Required to pay a financial contribution towards the cost of their learning, including tuition, examinations, checks (DBS) and materials; the cost of the course is partially funded by the SFA. Unfunded Required to pay a full financial contribution toward the cost of their tuition, examinations, checks (DBS) and materials; zero contribution from EFA/SFA towards fees Fully Funded Learners: Eligibility for Fully Funded Status Adults aged 24 and older on the first day that the qualification or course commences who meets one or more of the following criteria will be considered a fully funded learner: Individuals aged 16 to 24 on the day they start traineeships, where they have not achieved a full level 3 qualification, will be fully funded for all of the core elements of their traineeship programme. Individuals judged to be eligible as fully funded learners at enrolment, as outlined above, would not be expected to pay tuition, examination or essential checks (DBS), materials and resources fees. Individuals judged to be eligible at enrolment as fully funded learners, as outlined above, for an aim or programme, shall be eligible for the whole of the aim or programme, even if their circumstances change. Individuals judged to be eligible at enrolment as fully funded learners, as outlined above, following an aim or a programme of more than one funding year duration, will be eligible for funding for the whole duration of the aim or programme Co-Funded Learners: Required to Pay a Contribution Adults aged 24 and older on the first day that the qualification or course commences not judged to be eligible as a fully funded learner as set out in 3.5.1, will be required to pay tuition, examination and materials fees as detailed in table 3 below depending on whether they meet the criteria to be co-funded or unfunded. As a result individuals will be expected to make a full contribution to the cost of the qualifications they pursue as detailed in table 3 below. 24+ Advanced Learning Loans From the 1 st August 2013 individuals who are aged 24 and older who are intending to enrol on a level 3, level 4 or higher level qualification (excluding Higher Education qualifications) will be responsible for financing their tuition, examination and materials fees. The Student Loans Company (SLC) is responsible for administering the Advanced Learning Loans which are designed to assist individuals to fund level 3, level 4 and higher level qualifications. Full details of the eligibility criteria for the Advanced Learning Loans and the application process are available from the Student Loans Company website. It is the responsibility of individuals choosing to finance their study via 24+ Loans to secure their loan with the SLC; the college can offer guidance and support, but the responsibility to complete the applications process sits with the learner. Individuals whose loan application is not completed and recorded as fully approved by the SLC within the relevant qualifying period (defined below) will be considered by the college to be self-financing and will be personally liable for the full published course fees for their chosen programme(s) of study. In the event of the loan not being approved, the remaining balance is to be paid via further self-financing arrangements (e.g., direct debit). o Courses < 14 days in duration, qualifying period = 1 attendance o Courses between 2 weeks and 24 weeks (14 days to 167 days) duration, qualifying period = 14 days from learner s first attendance on the course o Courses greater than or equal to 24 weeks (168 days or more) duration, qualifying period = 42 days from learner s first attendance on the course Individuals who withdraw from their course after their qualifying period (as defined above) will be personally liable for any balance of course fees outstanding. 12 Table 3: Financial Contributions Individuals aged 19 and older on the first day that the qualification or course commences are normally expected to make a financial contribution toward the costs of their learning. If the individual falls within one or more of the categories set out in the table below, they will attract the specified reduction in their contribution. The standard hourly rates per guided learning hour for tuition fees are: Co-Funded learners on provision funded by the SFA = 4.80/glh 3 o Capped at 1,950 Un-funded learners on provision eligible for SFA funding (Level 3 or above) will be based upon the SFA published funding rate 4 (max loan amount) plus examination fees and any materials costs. The rates as listed above have been calculated based on SFA published funding rates for 2015/16 to ensure that the college is able to adequately recover cost of delivery to all types of learners. As published on student record system Yes 4.0 Income Generation: Full Cost Recovery Courses Fees for commercial courses or cost recovery will be priced at a level to reflect the full cost to the college plus a 40% margin, with cognisance of the market. Fees are based on the recovery of full costs including overheads and therefore will differ between courses. All commercial courses need to achieve the target financial contribution of 40% unless otherwise agreed by the Deputy Principal (Finance and Strategic Planning). A standard costing pro-forma with standard terms and conditions will be available and can be obtained from the contracts accountant based in the Finance office (Ext 9372). All costings must be signed off by the Deputy Director of Finance. 5.0 Overseas Learners 5.1 Learners who are ineligible for EFA/SFA funding All learners who are ineligible for EFA/SFA funding, regardless of nationality, must pay the overseas tuition fee rate for that course. Overseas learners enrolling on full cost recovery courses (section 4), including part-time English as a Foreign Language (EFL) courses, or bespoke international courses (section 5.3) will be charged the standard tuition fee for that programme. Fees charged to overseas students are fully inclusive of tuition fees and the cost of the first attempt of any approved examination, with the exception of English as a Foreign Language (EFL) courses, where any examination fees are charged in addition. Learners will be charged re-sit fees for any further attempts of examinations. Agreed additional learning support will be charged in addition to this fee. All other courses would be charged as indicated below:

Yes 5.2 International learners International learners are students who require a Tier 4 student visa or a Short Term Study Visa to study at the College, and who are therefore processed by the International team. Subject to fee status assessment, these students will be considered overseas learners as described in section 5.1, with the exception of the courses described in section 5.3 below. (Processing of any refunds will be subject to 30 administration fees.) 5.3 Bespoke International courses The subsection deals with courses created for the international market, but which may attract nonoverseas learners in some cases. There is one fee rate for these courses and this rate applies to all students. Bespoke courses and summer school course tuition fees will be calculated as full cost recovery courses, as outlined in section 4 of this policy. Fees charged for international courses are fully inclusive of tuition fees and the cost of the first attempt of any approved examination, with the exception of English as a Foreign Language (EFL) courses and summer school courses, where any examination fees are charged in addition. Learners will be charged re-sit fees for any further attempts of examinations. Agreed additional learning support will be charged in addition to this fee. All other courses will be charged as indicated below:

16 6.0 Higher Education Provision The college offers Higher Education courses in partnership with City University London and London Metropolitan University. In addition, the College also offers a number of HNC/D courses that are awarded by Pearson Edexcel. The fee levels for Higher Education courses that the College offers are set out below in Table 6. The Higher Education Funding Council for England (HEFCE) definition of full-time/part-time will be used to determine the full-time/part-time status of HE provision and will, therefore, determine the fees chargeable. The course fee for full-time/part-time students is deemed to be payable by the student unless they have full or part sponsorship from Student Finance England (SFE), evidenced by a financial assessment letter showing the contribution to be paid by the SFE. For EU learners from outside the UK, the SFE will supply a letter as evidence of sponsorship (if applicable). In certain circumstances SFE evidence may not be available at enrolment in which case written evidence of an application being made to the SFE is accepted, as an interim measure. Should SFE funding not be approved the student will be liable for all fees due. Students whose fees are being paid by their employer must supply written confirmation of sponsorship at enrolment. The confirmation must be on Company headed paper, be unconditional, state the name of the student & course, and signed by an authorised signatory (not the learner). If a student has to re-sit or re-submit work to complete their year of study, the cost is included within the original fee structure and there is no additional charge. Where a student has used their re-sit/re-submission and has to re-take any of their programme modules, there is a charge for the retake of the module. This charge is calculated on a pro-rata basis based on the course fee for the relevant year of entry and dividing the total course fee by the number of modules that form part of the course.

Nil (included in course fee) 7.0 Fee Payment Options 7.1 FE students All fees become due at enrolment; however the college recognises that some students may be unable to pay their fees in full at enrolment. The college offers a payment plan of instalments by Direct Debit only for courses (not apprenticeships or higher education) as follows: Table 7: Direct Debit Payments Course Length Short course lasting more than 6 weeks but less than 12 weeks Courses lasting between 4 and 6 months Courses lasting between 7 and 10 months No of Instalments 2 (First instalment paid at enrolment equivalent to 50% of the full fee followed by 1 further instalment). 3 (First instalment paid at enrolment equivalent to 50% of the full fee followed by 2 further instalments each equivalent to 25% of the full fee). 6 (First instalment paid at enrolment equivalent to 25% of the full fee followed by 5 further instalments each equivalent to 15% of the full fee). Important note: The final direct debit instalment must be paid no later than the last working day of the Spring Term (10-Apr-2016). 19 7.2 Employer Sponsored Learners Learners whose employers have agreed to pay their fees will be required to produce a letter from their employer at the time of enrolment confirming that they will cover the full cost of the course. 7.3 International Learners International learners are required to make a payment of a 3,000, or full fees if the course is shorter than one academic year, before the College will issue a Confirmation of Acceptance for Studies (CAS) number for Tier 4 visa applications/official letter of support for Short Term Study visa applications. The balance of all fees is payable at enrolment. 8. College Refund Policy Refund of fees may only be approved in the cases where a learner can demonstrate that their application to withdraw has resulted from the failure of the college to deliver the course. Learners with any other reason for withdrawal will still be liable to pay outstanding course fees. Refunds of full tuition, examination and material fees are only given in the following exceptional circumstances: a) Where the college cancels a course, full refunds will be given to students enrolled on that course. These refunds will be given automatically; the learner will not be expected to apply for their refund. b) Where the college changes the venue or date or time of a course after students have enrolled, a full refund will be given on application. Refunds will be given on request in singular cases but when it affects a whole class the refund should be given automatically as above. Partial refunds for tuition fees will only be given in the following circumstances: Medically unfit not able to physically attend with a doctors certificate confirming the learner is not physically fit to attend Please note that refunds will be processed within 14 working days of receipt of the authorised paperwork by the Finance department. All Refunds, with the exception of changes made by the college, will incur a 30 administration charge. Refunds will not be given in the following circumstances (this list is not exhaustive): Learners who do not meet the above criteria Learners on courses that are less than 6 weeks Full Cost Recovery courses Learners who complete and achieve their learning aim(s) before the planned end date.
