3 Purpose In Louisiana districts are able to purchase any instructional materials that are best for their local communities. To support districts with their curriculum and purchasing decisions, the Louisiana Department of Education will evaluate the degree of alignment between K-12 English language arts, mathematics, social studies, and early childhood (i.e., birth to five) instructional resources and the state s standards through its online review process. Published results provide districts with information about the degree to which the instructional materials reviewed align to Louisiana s content standards. Annotated reviews, publisher responses, and public comment can be used to support informed curriculum choices and purchasing decisions at the local level.

6 Reviewer Recruitment LDE recruits and trains reviewers July June The application to serve as a teacher leader advisor was released in April 2015 Teacher leader advisors receive valuable training and ongoing support throughout the process Teacher leader advisors represent 75 educators from 60 schools in 30 parishes across the state 6

7 Provider Online Submissions Providers submit digital content for review August - October Vendors may submit their instructional materials for review at any time until midnight on the deadline, October 30, Birth to five-early childhood programs may be submitted until midnight January 1, Only digital materials will be reviewed Early childhood (birth to five) and K-12 English language arts, mathematics, and social studies materials will be reviewed including only: Full curricula Benchmark assessments For additional details on submitting materials see slides

8 Phase 1: Initial Review Screening Phase 1: Initial review screening educator and public review September - June After online submissions are pre-screened for the required components needed for review they are assigned to Teacher Leader Advisors based on the established priorities Requests from districts Interim benchmark assessments Full course curriculums Teacher Leader Advisors review materials using the LDE s released rubrics; citing evidence and providing justifications and feedback supporting their conclusions. Interested citizens can also participate Public comments received by the two week deadline will become part of the published review 8

9 Phase 2: Online State Vetting Phase 2: State vetting and publisher response September June LDE staff evaluate reviews submitted for quality, standards alignment, and determine the associated ranking (i.e., Tier 1, 2, or 3) State reviews are sent to publishers for response prior to publication Publishers will have two weeks to submit a written response using the associated DOE template that will be ed to them. 9

10 Phase 3: Rating and Publication Phase 2: State vetting Phase Mid-October 3: Tiered April rating and publication September June The state will rate and publish the reviews on the website as: Tier I Exemplifies Quality, Tier 2 Approaching Quality, or Tier 3 Does not represent Quality Titles can be resubmitted, but will require a summary of the adjustments that have been made which address the issues identified from the previous review 10

12 Submitting Instructional Content Providers submit digital content for review August - October Digital (open or proprietary) versions only What do we mean by digital?.pdf, online, interactive What do we mean by open? Free to reuse, remix, revise, and redistribute Disclose web accessibility levels NIMAS Standards compliance Materials being submitted are designed to cover Louisiana standards for: ELA and Math Benchmark Assessments K-12 ELA, Math, Social Studies Full Courses/Stand Alone programs High School Courses: ELA I-IV; Math Alg.1, Geom. and Alg. 2; and, Social Studies World Geography, Civics, US History, World History Birth to Five Programs Integrated content across all content Language/Literacy development Math Cognitive Development 2015 Copyrights or later 2010 copyrights acceptable only for birth to five 12

13 Provider Submission Providers submit digital content for review August - October There is no direct contact allowed with Teacher Leader Advisors assigned to review your material There is no process to appeal the findings and final decision made by the Department There is however an opportunity for vendors to respond to the initial review prior to publication Vendors will have two weeks to respond using only the DOE template sent by way of . Vendor response will be incorporated as part of the publication. 13

14 Provider Submission Providers submit digital content for review August - October Public Review and Comment Louisiana residents may select, review and submit public comments about titles made available for review Publishers must provide three-week web access to their materials for this purpose Public comments must be submitted within the three-week deadline established for that title Public comments deemed slanderous or unrelated to the title under review will not be published. 14

15 Provider Submission Providers submit digital content for review August - October Providers who wish to sell their content must: provide a corporate or federal ID number authorizing you to do business in Louisiana, have copyright privileges to submit materials, and be authorized to act on behalf of the publisher. 15
