13 York Region s New Communities Guidelines Chapter 6 Energy Efficiency - Requires planning for new community areas to include the preparation of a Community Energy Plan - Demonstrate leadership on energy conservation and innovation - Encourage coordinated, efficient, and safe integration of utilities to better serve residents and businesses - Plan for required utility infrastructure in new community areas to support future energy demand with: - Innovative technologies - Renewable energy systems - Energy conservation practices

14 Markham s Official Plan Section 6: Urban Design and Sustainable Development - Achieve sustainable management of energy resources - Maximize energy conservation and reduce the production of GHGs and local air pollutants Section : Requires the preparation of a Community Energy Plan in support of all secondary plan areas to: - Minimize the use of electricity, natural gas and gasoline consumption through compact urban design - Address energy-efficient building orientation, design and construction - Identify opportunities for on-site energy generation, district energy and renewable energy options

15 What is the Purpose of a Municipal Energy Plan (MEP)? Long-term citywide energy plan aligned to the Greenprint Identifies local energy planning opportunities Supports local economic growth and development Integrates energy, infrastructure, and land use planning Considers the impact of energy in future growth areas Incorporates multi-stakeholder engagement throughout the plan development Community Energy Plan and Municipal Energy Plan are currently interchangeable terms

16 MEP Project Outcomes Building Markham s Future Together Identify opportunities to achieve net zero energy, water, waste and emissions by 2050 Recommend actions and short/medium term targets Set out frequent monitoring and reporting processes to guide implementation Integrate Communication & Engagement and Implementation Plans Implement a framework for new community development to include a community energy plan component Incorporate and guide other Markham strategies, plans, policies and actions to increase energy efficiency and overall sustainability Seek 2016 and future capital project funding and/or partnerships to start implementation Continue engagement with stakeholders to steward MEP implementation

17 Phase 1 Stakeholder Engagement May 2014 to November 2014 Building Markham s Future Together Municipal Energy Plan (MEP) Program $90k funding approved from the Ministry of Energy, Markham will invest another $90k for a total program cost of $180k Form MEP Stakeholder Working Group with key stakeholders Organize local stakeholder meetings and presentations to introduce the MEP and seek community input Identify current energy issues, opportunities, trends, needs, conservation objectives, etc. Draft Request For Proposal to hire consultant for MEP Phases 2&3 Develop draft Municipal Energy Plan framework for Official Plan and Secondary Plan needs

18 Phase 2 Energy Mapping & Study December 2014 to May 2015 Building Markham s Future Together Hire consultant to organize and gather energy data from utility partners Create an energy intensity map with energy data, which includes: Energy supply and distribution throughout the municipality Energy consumption by sector and location Overall GHG emissions and projections Pilot draft Municipal Energy Plan framework Continue to engage MEP Stakeholder Working Group throughout all phases of the energy plan

19 Phase 3 Energy Plan Development June 2015 June 2016 Building Markham s Future Together Establish current and future energy trends based on energy intensity map with MEP Stakeholder Working Group Identify energy conservation opportunities and solutions Determine MEP targets and recommendations with municipal staff to integrate other strategic plans Develop community engagement strategy with Stakeholder Working Group to educate on MEP objectives Update Municipal Energy Plan framework as needed Seek Council support for the final MEP document

Corporate Carbon Neutral Plan This Carbon Neutral Plan will guide the District of 100 Mile House decision making process in terms of reducing corporate energy consumption and greenhouse gas emissions and in achieving carbon neutrality.
