2 Municipal Energy Plan (MEP) Program The MEP Program is available to all municipalities in Ontario. What is a Municipal Energy Plan (MEP)? A MEP is a comprehensive long-term plan designed to align energy, the built environment and land use planning to identify opportunities to: Improve energy efficiency Reduce energy consumption and greenhouse gas (GHG) emissions Foster green energy solutions, and Support economic development 2

8 Resiliency Municipalities are facing an increasing number of challenges including: Aging energy infrastructure Impacts of climate change, including unpredictable weather Addressing community needs with limited resources 8

9 How Will a MEP Build Resilience in the Community? A MEP will help mitigate the impact of these challenges by: Understanding where and how energy is used in the community Determining opportunities to address energy limitations Iidentifying opportunities to conserve, improve energy efficiency and reduce GHG emissions Identifying opportunities for increased economic development opportunities, community capacity building, workforce growth and diversity This will help to: Reduce vulnerability to changing energy prices Plan for uptake of available programs Attract and retain investment, business and employment within the community 9

10 There is a strong link between better planning and healthier communities. One of the key objectives of a MEP is to create better places to live; sustainable communities that are healthier, more affordable places to live, work and play. Community 10

11 How Will a MEP Create Healthy Communities? A MEP will enhance the quality of life for all residents of the municipality and create a healthier community by providing: Better informed public: by engaging stakeholders and the broader public to raise awareness around energy use in the community. Help identify conservation leaders who can enable a fundamental and permanent change in the way communities view and use energy. Better air quality: by reducing GHG emissions through conservation and energy efficiency, and active transportation which can lead to cleaner air and a smaller carbon footprint. Better places to live: by implementing principles of compact urban form and efficient design which reduces the demand for water and energy, provides options for active transportation and make district energy and distributed generation more viable. Denser growth patterns can save cities, and their tax payers, billions in capital costs and city services. 11

12 Economic Development Municipalities face many competing priorities for funding and need to be competitive to attract investment and jobs. A MEP will help prioritize projects to better utilize limited economic development resources. 12

13 How Will a MEP Support Economic Development? There are a number of ways that a MEP will help support and create economic development in the community: Avoided costs: understanding where and how energy is used in the community can ensure better planning for conservation and smart development. Implementing these measures can result in substantial savings that can then be reinvested into the community. Retain capital in the community: local and community run and supported energy initiatives help keep energy dollars in the community. Energy programs and incentives: can be maximized with energy planning. Development of resilient economy: by creating new employment and investment opportunities, developing options for economic competitiveness, and investing in capacity for green jobs, skills and entrepreneurship. 13

Reg. 397/11 Energy Conservation and Demand Management Plans Ontario Regulation 397/11 Energy Conservation and Demand Management Plans requires Broader Public Sector (BPS) organizations to: Report annually to on their energy use and greenhouse gas emissions and publish the reports on their websites, starting July 1, Develop and publish on their websites a conservation plan every five years, starting July 1, %, 93% and 95% of BPS organizations complied with the energy reporting requirement in 2013, 2014 and 2015 respectively, and 82% of organizations provided links to their five-year conservation plans in will be notifying BPS organizations including municipalities when the reporting portal will be opened. BPS organizations will be reporting on their 2014 annual energy use starting March 15, BPS organizations are to submit their annual energy report to by July 1, will support reporting through a series of webinars (notified via ), along with online guides, tools and videos which are available on the BPS portal: Municipalities can get one-on-one support from through BPSsupport@ontario.ca 17
