1 Disability Supprt Services EMS Assessr Accreditatin Framewrk Cmmunicatin Assistive Technlgy Cmpetency Framewrk Intrductin The Cmmunicatin Assistive Technlgy Credential, Levels One and Tw, recgnises that EMS Assessrs undertaking assessments fr peple wh have cmmunicatin impairments and submitting Service Requests fr Ministry f Health cmmunicatin assistive technlgy equipment require specialist knwledge and training. This knwledge allws the EMS Assessr t prvide apprpriate advice and recmmendatins related t the cmmunicatin prcess, the range f ptential interventins available and the mst apprpriate interventin t meet their needs. This Cmmunicatin Assistive Technlgy Framewrk is a cmpnent f the verall Equipment and Mdificatin Services Assessr Accreditatin Framewrk. Level One Credential Assessments may be undertaken and Service Requests submitted by an EMS Assessr wh has a Level 1 Credential when they are wrking with peple: where their sle disability-related need is cmplex cmmunicatin r they are an emergent cmmunicatr, and wh may benefit frm lw t mid technlgy cmmunicatin slutins, such as: static display devices keybard devices that d nt require cmplex prgramming tablet devices where: the persn is able t direct access (i.e., nt via a switch r eye-gaze system) there are n cmplex envirnmental factrs that may affect the use f the tablet the prpsed Service Request has been discussed with the Ministry s Specialist Assessment Service (Cmmunicatin Assistive Technlgy) befre being submitted t the EMS Prvider and this cnsultatin has been recrded n the EMS Assessr Sectin f the EMS Priritisatin Tl. Level 2 Credential Assessments may be undertaken and Service Requests submitted by an EMS Assessr wh has a Level 2 Credential when they are wrking with peple: wh have cmplex cmmunicatin needs in additin t ther disability-related needs (cgnitive, physical, sensry etc) which requires a multi-disciplinary team apprach wh spend a significant amunt f their time in envirnments that require a high level f cllabratin between team members 1

2 wh may benefit frm mre cmplex cmmunicatin slutins including fllw-up r nging supprt where successful implementatin requires highly specialist knwledge f prducts and prcesses. Examples f situatins where the Level Tw credential may apply: Trial r implementatin f highly cmplex equipment that requires specialist technical knwledge and supprt Schl students wh require jint assessments accrding t the Therapy and Assistive Technlgy/Equipment Operatinal Prtcls between the Ministry f Health and Ministry f Educatin because cmmunicatin assistive technlgy is being cnsidered t meet bth their face-t-face cmmunicatin needs and t remve barriers t their educatinal achievement. Peple living with thers in a cmmunity residential supprt setting r in residential care. Peple wh have deterirating cnditins where their needs are changing ver time and they may require slutins that will cntinue t meet their changing needs. Requirements fr Cmmunicatin Assistive Technlgy Credentials Level 1 Credential Speech Language Therapist; r Occupatinal Therapist with a current Annual Practising Certificate Prfessinal membership with Assistive Technlgy Alliance New Zealand Trust (ATANZ) Cmpleted EMS Cre Mdule Successful cmpletin f the Assistive Technlgy Learning & Develpment n-line Prgramme as ffered by ATANZ Emplyer declaratin supprts achievement f cmpetencies Level 2 Credential Speech Language Therapist; r Occupatinal Therapist with a current Annual Practising Certificate Prfessinal membership with Assistive Technlgy Alliance New Zealand Trust (ATANZ) Hlds a Level 1 Credential in Cmmunicatin Assistive Technlgy A minimum f ne year s experience wrking with a specific fcus n the prvisin f cmmunicatin assistive technlgy Emplyer declaratin supprts achievement f cmpetencies Successful cmpletin f tw case studies reviewed by the Credentialing Panel Supervisr Each EMS Assessr will be required t nminate a Supervisr under the EMS Assessr Accreditatin Framewrk. If yur emplyer cannt prvide a suitable Supervisr r yu are self-emplyed, TalkLink (http://www.talklink.rg.nz) may be able t prvide yu with a recmmendatin. 2

3 Therapists seeking t be credentialed fr the first time r after a three year gap in practice will fllw the prcess as utlined in the fllwing diagram: Therapist Supervisr Therapist EMS Credentialed Assessr Meets prerequisites Cmpletes Cre Mdule fr EMS Assessrs Cmpletes Cmmunicatin Assistive Technlgy Learning & Develpment Prgramme requirements including cmpetency tasks and assessments set within the prgramme Observes therapist's practice Prvides feedback and requests changes as required Signs ff cmpetency tasks Cmpletes emplyer declaratin Submits applicatin fr credentialing t Enable New Zealand (nte if a Level 2 credential this includes submitting tw case studies that are reviewed by a Credentialing Panel) Cntinues prfessinal develpment activities Meets n-ging requirements t cmplete a minimum f three assessments per year as verified by the emplyer Applies t be recredentialed every three years Cmmunicatin Assistive Technlgy Level 1 Credential Cmpetencies Required: mpetencies Cmpetencies RequCmpetencies Requiredired 1. Knwledge: Aware that there is a cmmunicatin prcess that every client will fllw and understands when Assistive Technlgy shuld be cnsidered alngside ther pssible interventins. Understands the cmmunicatin prcess and assessr rle in the prcess. Identifies the cmmunicatin prcess specific t individual client need. Knwledge f when t refer peple wh have mre cmplex needs n t an apprpriately skilled EMS Assessr wh has a Level 2 credential in Cmmunicatin Assistive Technlgy. Gathers all relevant infrmatin. Identifies specific team members wh need t be invlved in the client assessment prcess. Identifies a pathway fr clients and a range f interventins and ptential utcmes within a cllabrative framewrk. 2. Recgnises and demnstrates the need fr n-ging individual prfessinal develpment and maintaining knwledge f cmmunicatin assistive technlgies. 3

Integrates varius aspects f the cmmunicatin prcess int a meaningful whle. Uses specialist skills t cntribute t the team t prmte best cmmunicatin utcmes fr clients Leads team arund cmmunicatin needs and acknwledges and utilises all team members Can make adaptatins t the prcess t meet individual cmmunicatin needs and achieve psitive utcmes. 2.
