3 What is Light Pollution? Urban Sky Glow: the brightening of the night sky over inhabited areas Light trespass: light falling where it is not intended, wanted or needed Glare: excessive brightness that causes visual discomfort (high levels of glare can decrease visibility) Clutter: bright, confusing and excessive groupings of light sources, commonly found in over-lit urban areas; the proliferation of clutter contributes to urban sky glow, trespass and glare

42 Recommendations, Ideas, Next Steps Light pollution is a regional issue: Think Regionally, BUT ACT LOCALLY! A County Resolution A promise to raise awareness and seek solutions An Dark-Sky & Starlight Awareness Week (or Month) - If the State of Illinois did, why can t we? Form an Outdoor Lighting Advisory Board - To analyze the problem, seek input from experts and stakeholders and develop an ordinance - Review existing and IDA/IESNA MLOs, including lessons learned by others Review current county/ regional sustainable initiatives - Take advantages of these windows of opportunity to light up responsibly - Are any recommending unnecessary, intrusive, harmful lighting?
43 Recommendations Make use of lighting modeling software tools
44 Is a Street Complete if it has excess, wasteful, harmful lighting? If it lights beyond where intended? If it trespasses to another property? If it causes glare and makes driving, walking unsafe? If it contributes to sky glow, spills into our national parks? If it endangers wildlife, causes health issues? Let s make our Streets Truly Complete my Lighting them Responsibly.
