(the Client ) retained Stantec Consulting Ltd. (Stantec) to complete a Phase One Environmental Site Assessment (Phase One ESA) of the property located on the southwest corner of Audley Road and Kerrison Drive in Ajax, Ontario (the Phase One Property or the Site ). The Phase One ESA was conducted for Picov Downs Inc. for the submission to the Town of Ajax to support the planned zoning change for the property. The purpose of the Phase One ESA was to assess if evidence of potential and/or actual environmental contamination exists at the Phase One Property as a result of current and/or past activities at the Phase One Property and/or neighboring properties located wholly or partly within 250 m of the Phase One Property (the Phase One Study Area ). Phase One Property Information The Site is bounded by Kingston Road East to the south, by Audley Road to the east, by Kerrison Drive East to the north, and by a commercial property (Ajax Downs) to the west. The Site comprises an agricultural parcel of land with a residential dwelling (320 Audley Road), a detached garage, and a storage shed on the northeast portion and an access road (Alexander s Crossing) on the west portion. A small airplane (scrapped) was present inside the garage at the time of the site visit. The garage appeared to be used for maintenance of the plane. The Site has a total area of approximately 21 hectares (52 acres). The site location is shown on Figure No. 1. A site plan showing the Phase One Study Area is provided as Figure No. 2. The Site is located within the Town of Ajax in an area of mixed residential, agricultural, and commercial land uses. The Site is bounded by residential land uses to the north, a commercial property (Ajax Downs) to the west, and by agricultural land to the east and south. Based on the reviewed historical records, the Site has been used as a farm complex since at least the mid 1940s. Based on historical aerial photographs, the current site building has been present on the Site since at least 1946, and the garage was constructed in the mid/late 1970s. Based on historical aerial photographs, several buildings, which appear to be farm barns and storage buildings, were present on the northeast portion of the Site from at least 1946 to at least Based on the 1988 aerial photograph, several silos were present adjacent to the north property boundary. A building was present on the southwest portion of the Site from at least 2004 to At the time of the site visit, staining was observed on the concrete floor in the vicinity of the drums inside the garage. The concrete floor in the vicinity of the drums was observed to be in good condition; however, the condition of the floor directly beneath the drums could not be assessed due to the presence of drums and other equipment. The presence of the stained areas does not appear to represent a Potential Contaminating Activity (PCA) that has contributed to an Area of Potential Environmental Concern (APEC) at the Phase One Property. The Site gradually slopes from the northeast down to the southwest. Several small berms are present on the north and east portions of the Site. The ground surface of the Site is comprised of sand and gravel, low-lying vegetation, grass, asphalt, and trees. Stormwater is anticipated to drain by infiltration and/or by overland flow towards a drainage ditch located along the north side of the Kingston Road East or the catch basins along Alexander s Crossing on the west portion of the Site. Conclusions and Recommendations In assessing and developing the conceptual site model for the Phase One Property and the surrounding Phase One Study Area, the physical characteristics/pathways identified in the following table were evaluated to assess whether PCAs contributed to one or more APECs at the Phase One Property. sr v:\01222\active\ picov downs ajax\31 - reports\o.reg report\rpt_ _phaseoneesa_audleyrd_fin.docx 1.2

7 PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AUDLEY ROAD AND KERRISON DRIVE EAST, AJAX, ONTARIO FINAL Executive Summary August 26, 2015 Table 1-1 Conceptual Site Model Physical Characteristics/Pathways Physical Characteristics/Pathways Subsurface Soils Bedrock Surface Water Bodies Anticipated Groundwater Flow Direction Underground Utilities Description The native surficial soils at the Phase One Property generally consist of glaciolacustrine deposits, principally comprised of silt and clay with minor sand. The characteristic permeability of these soils is moderate to low. Based on an available bedrock geology map, bedrock in the area of the Phase One Property likely consists of Middle and Lower Silurian formation, predominantly comprised of sandstone, shale, dolostone or siltstone. The depth to bedrock is not indicated on the reviewed map. According to information obtained from the water well information system contained in the ERIS report, bedrock was encountered at depths ranging from 5.2 m to 18.9 m below grade in the area of the Site. Small ponds are present within the Phase One Study Area to the west and southeast of the Phase One Property. The nearest major water body to the Phase One Property is Carruther's Creek, which is located approximately 500 m west of the Site. Based on our review of Geological Survey of Canada Topographic Map 30 M/14 and the topography observed in the vicinity of the Phase One Property, the regional surface drainage appears to be to the west towards Carruther's Creek, located approximately 500 m west of the Site. The elevation of the local groundwater table can generally mimic the local topography and may not reflect the regional trend in drainage. The local shallow groundwater flow pattern also can be influenced by subsurface structures in the vicinity, such as building foundations, weeping tiles, and utility trenches. The residential dwelling on the Phase One Property obtains potable water from a water well located on the east-central portion of the Site. A septic system associated with the building is reportedly present on the Phase One Property. No other information about this system was provided to Stantec. The building has no natural gas services. Overhead electric services are provided to the building. Underground utilities, associated with the former building on the southwest portion of the Site, may still be present on the Site. The conceptual site model for the Phase One Property is illustrated on Figure No. 2. Based on the historical information reviewed and observations made during the site reconnaissance, the Phase One ESA did not identify PCAs contributing to APECs at the Phase One Property. Based on the findings of the Phase One ESA described herein, it is Stantec s opinion that no further environmental site assessment at the Phase One Property is required at this time. 10 PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AUDLEY ROAD AND KERRISON DRIVE EAST, AJAX, ONTARIO FINAL Scope of Investigation August 26, SCOPE OF INVESTIGATION The purpose of the Phase One ESA was to identify potentially contaminating activities (PCAs) at the Phase One Property and within the Phase One Study Area with the potential to contribute to areas of potential environmental concern (APECs) at the Phase One Property. As specified in O.Reg.153/04, the general objectives of the Phase One ESA were as follows: Develop a preliminary determination of the likelihood that one or more contaminants have affected any land or water on, in or under the Phase One Property. Determine the need for a Phase Two Environmental Site Assessment (Phase Two ESA). Provide a basis for development of a Phase Two ESA scope of work, if required. Provide adequate preliminary information about environmental conditions in the land or water on, in or under the Phase One Property for the preparation of a Risk Assessment, if required, following completion of a Phase Two ESA. A Phase One ESA is intended to reduce, but not necessarily eliminate, uncertainty regarding the potential for contamination at a property. The Phase One ESA undertaken by Stantec at the Phase One Property was consistent with the requirements of O.Reg.153/04, and included the activities listed below. A review of records that included, but was not limited to, the following where available: o Selected publicly available city directories, aerial photographs, fire insurance plans (FIPs), geological and topographic maps o Records on file with the Ontario Ministry of the Environment and Climate Change (MOECC) pertaining to the Phase One Property and selected adjacent/neighbouring properties o Records from the Technical Standards and Safety Authority (TSSA) pertaining to the Phase One Property and selected adjacent/neighbouring properties, if available o An Environmental Risk Information Service (ERIS) report consisting of a search of databases within a 250 m search radius from the perimeter of the Phase One Property provided by ERIS Ltd. o A current land title search o Other available environmental databases and records, as applicable o Previous environmental reports and existing title searches, if available Interviews with persons having specific knowledge of the Phase One Property, if available Site reconnaissance to identify PCAs associated with: o Current on-site operations o Waste generation o Fuel, chemical and waste storage o Exterior conditions including surface features, fill material and wells sr v:\01222\active\ picov downs ajax\31 - reports\o.reg report\rpt_ _phaseoneesa_audleyrd_fin.docx 3.1

11 PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AUDLEY ROAD AND KERRISON DRIVE EAST, AJAX, ONTARIO FINAL Scope of Investigation August 26, 2015 o Off-site activities and operations Evaluation of information from records reviewed, interviews and site reconnaissance Preparation of the Phase One ESA report, and The submission of the Phase One ESA report to the client of the Phase One Property This Phase One ESA did not include sampling or testing of air, soil, groundwater, surface water or building materials. This assessment did not include a review or audit of compliance with any environmental legislation applicable to the Phase One Property, or of any environmental management systems that may exist for the Phase One Property. A site reconnaissance was conducted by Mr. Ashkan Arefi, M.Sc., P.Eng., of Stantec on June 10, The Phase One Property and readily visible and publicly accessible portions of adjoining and neighboring properties within the Phase One Study Area were observed for the presence of PCAs. Stantec was accompanied by Mr. Jeff Denholm (Ajax Downs Facility Manager) during the June 2014 site reconnaissance. An interview was carried out with Mr. Denholm to obtain or confirm information on the current and/or historic operations and activities at the Site. Details of the site reconnaissance are presented in Section 6.0. A follow-up site reconnaissance was conducted by Mr. Arefi on July 29, 2015 that included a visit of the Alexander s Crossing located on the west portion of the Phase One Property. Stantec was unaccompanied during the July 2015 site reconnaissance. There were no physical impediments or denial of access to any portion of the Site that precluded meeting the objectives of the Phase One ESA. 3.1 REGULATORY FRAMEWORK In Ontario, the roles and powers of the MOECC when dealing with contaminated sites are outlined primarily in the Environmental Protection Act (R.S.O. 1990). The MOECC has a mandate to address conditions where there is an adverse effect, or the likelihood of an adverse effect, associated with the presence or discharge of a contaminant. O.Reg.153/04 identifies the roles and responsibilities for property owners and consultants when assessing the environmental condition of a property, when determining whether restoration is required, and in determining the kind of restoration needed to allow continued use or reuse of a property. The regulation includes reference to the generic numerical standards for soil and groundwater quality for specific land and groundwater uses. A Phase One ESA is an initial step in the site assessment process, which may lead to the requirement for restoration work if areas of potential environmental contamination are identified. 12 PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AUDLEY ROAD AND KERRISON DRIVE EAST, AJAX, ONTARIO FINAL Records Review August 26, RECORDS REVIEW 4.1 GENERAL Phase One Study Area Determination The Phase One Property is located within the Town of Ajax in an area of mixed residential, agricultural, and commercial land uses. The Phase One Property is bounded by Kingston Road East to the south, by Audley Road to the east, by Kerrison Drive East to the north, and by a commercial property (Ajax Downs) to the west. The Phase One Study Area included the Phase One Property, properties immediately adjoining the Phase One Property, and neighboring properties located wholly or partly within 250 m from the nearest point on the boundary of the Phase One Property. The Phase One Study Area is shown on Figure No. 2. Based on a review of database records, aerial photographs, and available mapping, no additional PCAs with the potential to affect the Phase One Property were identified greater than 250 m from the property boundary. Therefore, the 250 m search distance from the Phase One Property boundary was considered sufficient; however, it is noted that a search radius of 1 km was used to assess the presence or absence of landfills and/or coal gasification plants First Developed Use Determination The first developed use of the Phase One Property was determined through a review of the following historical sources: Aerial photographs taken in 1946, 1954, 1959, 1960, 1964, 1976, 1981 and 1988 Google Earth images from 2004, 2005, 2009, 2013, 2014, and 2015 City directories - A search of city directories dating back to the 1960s in the Toronto Reference Library Based on the reviewed historical records, the Site has been used as a farm complex since at least the mid 1940s. Based on historical aerial photographs, the current site building has been present on the Site since at least 1946, and the garage was constructed in the mid/late 1970s. Based on historical aerial photographs, several buildings, which appear to be farm barns and storage buildings, were present on the northeast portion of the Site from at least 1946 to at least Based on the 1988 aerial photograph, several silos were present adjacent to the north property boundary. 13 PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AUDLEY ROAD AND KERRISON DRIVE EAST, AJAX, ONTARIO FINAL Records Review August 26, Fire Insurance Plans The response from ERIS indicated no Fire Insurance Plans (FIPs) were available for the Phase One Property or adjacent/neighbouring properties within the Phase One Study Area. In addition, no FIPs were available for the Site at the Toronto Reference Library Chain of Title Land title information for the Phase One Property was provided by the Client (see copy provided in Appendix A-4). According to the information provided, the main agricultural/residential portion of the Site and Alexander s Crossing were owned by Picov Farms Inc. on February 25, The main agricultural/residential portion was transferred to Picov Holdings Inc. on October 31, 2013, while Alexander s Crossing was transferred to the Regional Municipality of Durham on October 7, The southwest portion of the Phase One Property was owned by Picov Cattle Co. Inc. on February 15, Based on the reviewed historical records during the Phase One ESA, the Site has been used as a farm complex since at least the mid 1940s. Based on this information, the historical chain of title search was sufficient based on the known land uses prior to 1980, and it was Stantec s opinion additional historical chain of title would not further contribute to the overall understanding of the Site Environmental Reports No previous environmental reports were provided to Stantec for review City Directories Selected city directories were reviewed at the Toronto Reference Library to assist in determining the development history of the Phase One Property and those properties within the Phase One study area, as well as to assist in identifying PCAs. City directories published in 1969/1970, 1980, 1985, 1990, 1999 and 2000 were selected for review. Relevant information gleaned from these city directories is included in the applicable sections of this report. 4.2 ENVIRONMENTAL SOURCE INFORMATION Stantec and/or ERIS searched the following environmental databases and records to determine if the Phase One Property or properties within the Phase One Study Area were listed. Search results pertinent to the Phase One Property are summarized in the following subsections. See Figure No. 2 for the locations of properties discussed. No PCB records were identified for the Phase One Property or for properties located within the Phase One Study Area MOECC Regulation 347 Public Information Dataset Hazardous Waste Generators and Receivers ERIS searched the Ontario Regulation 347 Waste Generators and the Ontario Regulation 347 Waste Receivers databases for properties within the Phase One Study Area. No hazardous waste generation or storage was identified to be conducted on the Phase One Property. Solid wastes observed to be generated at the Phase One Property included non-hazardous domestic garbage, recyclables, and organic waste. A licensed waste hauler (i.e., BFI) removes these wastes on a scheduled basis. Based on ERIS search, the Ontario Lottery & Gaming Corporation, located on the adjacent property to the west (i.e., 50 Alexander s Crossing), has been registered with the MOECC since 2010 as a generator of hazardous waste classes heavy fuels and pathological wastes. In addition, Picov Watergarden Centre as well as Picov Farms Inc. have also been registered with the MOECC since 1996 to generate halogenated pesticides, non-halogenated pesticides, waste crankcase oils and lubricants, light fuels, etc. Based on the characteristic subsurface soil permeability (moderate to low) and the anticipated groundwater flow direction (westerly), the reported waste generations are not anticipated to represent a PCA contributing to an APEC at the Phase One Property Ontario Waste Disposal Site Inventory, dated June 1991 Stantec searched the Ontario Waste Disposal Site Inventory (MOE, 1991). The search identified no active or closed waste disposal sites on or within 1 km of the Phase One Property. Based on the characteristic subsurface soil permeability (moderate to low) and the anticipated groundwater flow direction (westerly), the generation of these waste materials is not anticipated to represent a PCA contributing to an APEC at the Phase One Property. Copies of the request and response letters are provided in Appendix A Coal Gasification Plant Waste Sites Stantec reviewed the Inventory of Coal Gasification Plant Waste Sites in Ontario (MOECC, 1987). The document provides an inventory of all known coal gasification plants historically operated in Ontario. Based on a review of this report, no properties within 1 km of the Phase One Property were listed as former coal gasification plants. ERIS did not identify coal gasification plants within the Phase One Study Area Inventory of Industrial Sites Producing or Using Coal Tar and Related Tars Stantec reviewed the Inventory of Industrial Sites Producing or Using Coal Tar and Related Tars in Ontario (MOECC, 1988). The document provides an inventory of known industrial sites that produced and/or continue to produce or use coal tar and other related tars. Based on a review of the inventory, no properties within 1 km of the Phase One Property were listed as industrial sites producing or using coal tar. ERIS did not identify industrial sites producing or using coal tar within the Phase One Study Area Technical Standards and Safety Authority (TSSA) Based on the current and historical activities on the Phase One Property, no search of the TSSA database was requested for the Phase One Property. ERIS searched the TSSA Commercial Fuel Oil Tanks database, the List of TSSA Expired Facilities database, the TSSA Fuel Storage Tanks database, the TSSA Historic Incidents and TSSA Incidents databases, the TSSA Pipeline Incidents database, and the TSSA Variances for Abandonment of Underground Storage Tanks database for records within the Phase One Study Area. No TSSA records were identified within the Phase One Study Area. Further, a BESR search completed by ERIS did not identify any RSCs for the Phase One Property and/or properties located within the Phase One Study Area ERIS A request was made to ERIS for searches of environmental databases pertaining to the Phase One Property and Phase One Study Area. The ERIS search also included the properties within 250 m of the adjacent property to the west (i.e., 50 Alexander s Crossing); however, only the findings for the Phase One Property and Phase One Study Area were discussed in this Phase One ESA. Records of environmental significance were summarized in Sections to The remaining listings in the ERIS report do not represent a significant environmental concern based on the nature of their operations and/or the separation distance of these properties from the Site. The ERIS report, including a drawing illustrating the search area and records identified, is presented in Appendix A PHYSICAL SETTING SOURCES Aerial Photographs Aerial photographs were obtained from Stantec s in house library (1946, 1954, 1959, 1960, 1964, 1976, 1981 and 1988), and Google Earth satellite imagery (2004, 2005, 2009, 2013, 2014, and 2015). A review of the aerial photography is provided in Table 4-1. The aerial photographs were selected as the period between photographs (i.e., approximately five to ten years) was deemed adequate to assess the historical features using aerial imagery available for the Phase One Property. Several small berms are present on the north and east portions of the Phase One Property. According to Mr. Denholm, the excavated topsoil from the central portion of the Site was temporarily placed in the north and east portions of the Site to be re-used following the completion of the infilling/site levelling activities. Based on our review of Geological Survey of Canada Topographic Map 30 M/14 and the topography observed in the vicinity of the Phase One Property, the regional surface drainage appears to be west towards Carruther's Creek, which is located approximately 500 m west of the Site, as shown on Figure No. 2. The elevation of the local groundwater table can generally mimic the local topography and may not reflect the regional trend in drainage. 19 PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AUDLEY ROAD AND KERRISON DRIVE EAST, AJAX, ONTARIO FINAL Records Review August 26, Hydrology and Surface Water Drainage The ground surface of the Phase One Property is comprised of sand and gravel, low-lying vegetation, grass, asphalt, and trees. Stormwater is anticipated to drain by infiltration and/or by overland flow towards a drainage ditch located along the north side of Kingston Road East (Figure No. 2) or the catch basins located on the west portion of the Site along Alexander s Crossing Surficial Geology Based on an available surficial geology map, native surficial soils in the Phase One Study Area consist of glaciolacustrine deposits, principally comprised of silt and clay with minor sand. The characteristic permeability of these soils is moderate to low. A site-specific determination would be required in order to obtain detailed soil profile and permeability information Bedrock Geology Based on an available bedrock geology map, bedrock in the Phase One Study Area likely consists of Middle and Lower Silurian formation, predominantly comprised of sandstone, shale, dolostone or siltstone. The depth to bedrock is not indicated on the reviewed map. According to information obtained from the water well information system contained in the ERIS report, bedrock was encountered at depths ranging from 5.2 m to 18.9 m below grade in the Phase One Study Area Fill Materials The central portion of the Phase One Property appeared to be in-filled and levelled. According to Mr. Denholm, this area of the Site had a V-Shape topography and the area was filled and graded for replanting purposes. According to Mr. Denholm, the quality of the fill material was monitored by an environmental consulting company (i.e., Golder Associates). No other evidence of imported fill materials (e.g. earthen berms, elevated grades, etc.) was observed on the Phase One Property Water Bodies and Areas of Natural Significance Two small ponds are present in the Phase One Study Area (see Figure No. 2). Based on available mapping, the closest natural water body to the Phase One Property is Carruther's Creek, which is located approximately 500 m west of the Site Well Records Water well records were obtained as part of the ERIS database search. The search results identified 20 wells installed within the Phase One Study Area. 22 PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AUDLEY ROAD AND KERRISON DRIVE EAST, AJAX, ONTARIO FINAL Site Reconnaissance August 26, SITE RECONNAISSANCE 6.1 GENERAL REQUIREMENTS A site reconnaissance was conducted by Mr. Ashkan Arefi, M.Sc., P.Eng., of Stantec on June 10, Mr. Arefi s qualifications are provided in Appendix C. The Phase One Property and readily visible and publicly accessible portions of adjoining and neighboring properties within the Phase One Study Area were observed for the presence of PCAs. Stantec was accompanied by Mr. Denholm during the June 2014 site reconnaissance. The weather was sunny with some overcast during the site reconnaissance. Observation of the ground surface was unimpeded. No access limitations were encountered during the site reconnaissance. A follow-up site reconnaissance was conducted by Mr. Arefi on July 29, 2015 that included a visit of Alexander s Crossing located on the west portion of the Phase One Property. Stantec was unaccompanied during the July 2015 site reconnaissance. A photographic record of the site reconnaissance is presented in Appendix B. 6.2 SPECIFIC OBSERVATIONS AT PHASE ONE PROPERTY Property Information The Phase One Property is located on the southwest corner of Audley Road and Kerrison Drive, and is comprised of an agricultural parcel of land with a residential dwelling (320 Audley Road), a detached garage, and a storage shed on the northeast portion and an access road (Alexander s Crossing) on the west portion. A small airplane (scrapped) was present inside the garage at the time of the site visit. The garage appeared to be used for maintenance of the plane. The west portion of the garage is used for storage of scrap farm equipment. The Site has a total area of approximately 21 hectares (52 acres). Vehicular access to the Phase One Property is from Audley Road Property Buildings and Structures The Phase One Property is currently occupied by a residential dwelling, a detached garage and a storage shed. According to Mr. Denholm, the west portion of the dwelling was added to the building in approximately the 1960s. Based on historical information reviewed (i.e., aerial photographs, city directories and site interviews), the dwelling has been present on the Site since at least sr v:\01222\active\ picov downs ajax\31 - reports\o.reg report\rpt_ _phaseoneesa_audleyrd_fin.docx 6.1

23 PHASE ONE ENVIRONMENTAL SITE ASSESSMENT AUDLEY ROAD AND KERRISON DRIVE EAST, AJAX, ONTARIO FINAL Site Reconnaissance August 26, Above Ground and Underground Storage Tanks No chemical or fuel USTs were observed or reported to be present at the Phase One Property. Further, no vent or fill pipes indicating the potential presence of an abandoned or decommissioned UST were observed. At the time of the site reconnaissance, a 900 L steel AST containing fuel oil was observed in the basement of the building. The tank was reportedly installed in 1990 and supplied fuel for the furnace. Minor staining was observed on the dirt floor underneath the tank at the time of the site reconnaissance. Based on conversation with Service Expert, furnace maintenance company, and Durham Fuel, fuel provider for the AST, no reports of fuel loss/leaks were recorded for the AST. Therefore, the presence of the minor staining does not appear to represent a PCA that has contributed to an APEC at the Phase One Property Underground Utilities and Services Overhead electrical service was observed at the Phase One Property. A septic system associated with the residential dwelling is reportedly present on the Phase One Property. No other information about this system was provided to Stantec. With the exception of floor drains inside the residential dwelling, no other drains, sumps, active septic systems, interceptors, or separators were identified at the Site. The residential dwelling obtains potable water from a water well located on the east-central portion of the Site. The building has no natural gas services. No abandoned or existing wells (e.g., groundwater monitoring, potable water, oil, gas or disposal) were observed on the Phase One Property at the time of the site reconnaissance Sewage Works No wastewater discharges, other than domestic wastewater, were identified to be produced at the Phase One Property Surface Features The ground surface of the Site is comprised of sand and gravel, low-lying vegetation, grass, asphalt, and trees. A small wetland area is present on the north portion of the Site (Figure No. 2). Based on an available bedrock geology map, bedrock in the area of the Phase One Property likely consists of Middle and Lower Silurian formation, predominantly comprised of sandstone, shale, dolostone or siltstone. The depth to bedrock is not indicated on the reviewed map. According to information obtained from the water well information system contained in the ERIS report, bedrock was encountered at depths ranging from 5.2 m to 18.9 m below grade in the area of the Site. Small ponds are present within the Phase One Study Area to the west and southeast of the Phase One Property. The nearest major water body to the Phase One Property is Carruther's Creek, which is located approximately 500 m west of the Site. Based on our review of Geological Survey of Canada Topographic Map 30 M/14 and the topography observed in the vicinity of the Phase One Property, the regional surface drainage appears to be to the west towards Carruther's Creek, located approximately 500 m west of the Site. The elevation of the local groundwater table can generally mimic the local topography and may not reflect the regional trend in drainage. The local shallow groundwater flow pattern also can be influenced by subsurface structures in the vicinity, such as building foundations, weeping tiles, and utility trenches. The residential dwelling on the Phase One Property obtains potable water from a water well located on the east-central portion of the Site. A septic system associated with the building is reportedly present on the Phase One Property. No other information about this system was provided to Stantec. The building has no natural gas services. Overhead electric services are provided to the building. Underground utilities, associated with the former building on the southwest portion of the Site, may still be present on the Site. Figure Nos. 1 and 2 include features and details in relation to the Phase One Study Area and the Phase One Property. In general, the figures illustrate the following (where applicable): 1. No RSC is required to be filed for the Phase One Property at this time. Information is from many sources such as the Ministry of Transportation (MTO) boreholes from engineering reports and projects from the 1950 to 1990's in Southern Ontario. 74 r-drl-b Drill Hole Database: Provincial DRL The Ontario Drill Hole Database contains information on more than 113,000 percussion, overburden, sonic and diamond drill holes from assessment files on record with the department of Mines and Minerals. Please note that limited data is available for southern Ontario, as it was the last area to be completed. The database was created when surveys submitted to the Ministry were converted in the Assessment File Research Image Database (AFRI) project. However, the degree of accuracy (coordinates) as to the exact location of drill holes is dependent upon the source document submitted to the MNDM. Levels of accuracy used to locate holes are: centering on the mining claim; a sketch of the mining claim; a 1:50,000 map; a detailed company map; or from submitted a "Report of Work". The EASR allows businesses to register certain activities with the ministry, rather than apply for an approval. A generator of regulated waste is required to register the waste generation site and each waste produced, collected, handled, or stored at the site. This database contains the registration number, company name and address of registered generators including the types of hazardous wastes generated. It includes data on waste generating facilities such as: drycleaners, waste treatment and disposal facilities, machine shops, electric power distribution etc. This information is a summary of all years from 1986 including the most currently available data. The Mines database is a national database that provides over 290 listings on mines (listed as public companies) dealing primarily with precious metals and hard rocks. Listed are mines that are currently in operation, closed, suspended, or are still being developed (advanced projects). Their locations are provided as geographic coordinates (x, y and/or longitude, latitude). As of 2002, data pertaining to Canadian smelters and refineries has been appended to this database. Government Publication Date: r-mnr-b Mineral Occurrences: Provincial MNR In the early 70's, the Ministry of Northern Development and Mines created an inventory of approximately 19,000 mineral occurrences in Ontario, in regard to metallic and industrial minerals, as well as some information on building stones and aggregate deposits. Please note that the "Horizontal Positional Accuracy" is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. The testing of horizontal accuracy of the source materials was accomplished by comparing the planimetric (X and Y) coordinates of that point with the coordinates of the same point as defined from a source of higher accuracy. 78 r-nees-b National Environmental Emergencies System (NEES): Federal NEES In 2000, the Emergencies program implemented NEES, a reporting system for spills of hazardous substances. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a repository for all previous Environment Canada spill datasets. NEES is composed of the historic datasets ' or Trends ' which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA).
