2 Introduction The Ontario Consulting Engineering Awards were initiated in 2003 to recognize the knowledge, skills and expertise of consulting engineers in Ontario and to showcase the importance of consulting engineering to improving the economic, social and environmental well-being of Ontarians. Continuing the tradition of recognizing the industry s contributions, Consulting Engineers of Ontario (CEO) invites entries for the 2016 Ontario Consulting Engineering Awards. Featuring the prestigious Willis Chipman Award, the program recognizes projects that have enhanced the quality of life of people living across Ontario and around the globe. In addition, up to five Awards of Excellence and six Awards of Merit will also be presented. Projects are judged by a panel of eminent professionals representing client groups, professional associations and academia who are not currently engaged in consulting practice. Please note that CEO may retain all submitted materials for public relations purposes. Winners will be honoured at the Awards Gala on Saturday, April 16, 2016 at the International Centre, Toronto. 3 Rules of Entry Entries must conform to the following requirements: Submissions shall be by an owner or employee of a firm that is a member in good standing with CEO. Member firms may submit projects that involve other CEO members. Joint submissions involving non-ceo members are acceptable only if the CEO member(s) did more than 50 per cent of the work and submit in their name. All members and non-members must be recognized (including other consultants and contractors) and their contribution explained. A member may submit a maximum of five entries per year. This includes joint submissions. A member may submit no more than two projects per category. CEO and its judges reserve the right to make the final decision as to a project s category. Projects entered must have been completed to the client s satisfaction in the period from January 1, 2014 to September 30, Client confirmation of completion and approval to submit must accompany the submission. Projects must have been managed out of an Ontario office. There is no limitation or restriction on project size. Entries will conform to the Panel and Report Specifications. No additions or modifications to the entry are allowed after delivery to CEO. Judges may however seek clarification from the entrant. Judging results and their publicity are confidential until the awards dinner. Projects that have won a Canadian Consulting Engineering Award are not eligible for the Ontario Consulting Engineering Awards. Entries must not have been submitted previously in this program.
4 The Willis Chipman Award Awards & Judging The Willis Chipman Award will be presented to the submission that best demonstrates the contribution of consulting engineering to the economic, social and environmental quality of life in Ontario. The judging panel will consider the project which excels in all areas of the rated criteria and is also an Ontario-based project. The criteria will include four different but related aspects of the submitting firm s role in the project: project objectives, solutions and achievements; technical excellence and innovation; level of complexity and project challenges; and contribution to economic, social and/or environmental quality of life. Only Ontario-based projects are eligible for the Willis Chipman Award. Award of Excellence An Award of Excellence will be presented according to the firm size categories. Criteria are the same as for the Willis Chipman Award. However, projects outside of Ontario are eligible for an Award of Excellence provided they were managed out of an Ontario office. Firm size is based on the N value (number of employees in Ontario) that was provided on the CEO membership renewal form. For joint submissions, firm size will be based on the combined N values. Firm size categories for the Awards of Excellence are: Firms with 1 to 25 employees Firms with 26 to 50 employees Firms with 51 to 100 employees Firms with 101 to 350 employees Firms with 351+ employees Award of Merit Projects are also eligible to be recognized with an Award of Merit. The judging criteria are the same as for the Awards of Excellence. At their discretion, judges may award up to six awards of merit in the following categories: Building engineering and science: includes all engineering projects related to electrical, mechanical, structural, foundations, acoustics, ergonomics, fire protection/prevention, preliminary/final design, repair/restoration, roofing and waterproofing, walls and cladding, and heating systems. Environment: includes all engineering projects related to air quality management, environmental assessments, groundwater resources/hydrogeology, industrial wastewater treatment, noise and vibration, solid/hazardous waste management, and surface water resources. Industry, energy and resources: includes all engineering projects related to agriculture, fisheries, forestry, electrical power generation, geophysics, geotechnical, mining, metallurgy, oil
5 and gas production/storage, petrochemical, solar energy, steam power generation and wind energy. Project management: includes all engineering projects related to construction management, construction quality control, contact administration, management of design, procurement management, project control and risk management, related management services, and value engineering. Studies and research: includes all engineering projects related to planning and feasibility studies. Transportation: includes all engineering projects related to airports, roads and highways, rail, pavement design and management, ports and harbors, terminals and service centres, traffic engineering and control, transportation planning and urban public transit. Please note that the category descriptions have been provided as examples for each category. They are by no means exhaustive lists.

7 Details & Specifications a) Executive Summary: Deadline: Friday, November 27, 2015 The Executive Summary should be maximum 3 pages in length and written in the 3 rd person, using a clear, concise and plain language. Avoid technical jargon where possible. Executive Summary is the only section of the Project Report that is ed. The Executive Summary will include the bolded headings below and address the following: a. Project Description (max. 250 words) Provide an overview of the project that describes the submitting member firm s role in the project, what was done and was achieved. b. Project Objectives, Solutions and Achievements Describe how the project meets the judging criterion. c. Technical Excellence and Innovation State and justify how the project meets the judging criterion. d. Level of Complexity and Project Challenges State and justify the assessment of complexity and describe material project challenges to satisfy the judging criterion. e. Contribution to Economic, Social and/or Environmental Quality of Life Describe how the project meets the judging criterion.
8 b) Exhibition Panel: Deadline: Friday, November 27, 2015 Details & Specifications (cont d) The engineering component of the project must be clearly identified on the Exhibition Panel. Someone who is unfamiliar with the project should be able to quickly relate the text, graphic and photographic information provided and grasp the project s essential nature. The project titles should be understandable by non-engineers. Exhibition Panel specifications are as follows: a. Panel Dimensions 29.5 high x 39.4 wide. Exhibition Panel must be horizontal. Single thickness of 5 mm foam core; not framed by wood or metal beading, etc. b. Text & Labels Print size of text and labels should be no less than 5 mm vertically (24 point size). The names of the client and non-members involved in the design process should be at least 5 mm vertically (24 point size). c. Graphics Graphic and photographic information is strongly encouraged. CEO logo: 62 mm vertically (electronic version available at Packing the Exhibition Panel: To ensure that the Exhibition Panel is received in good condition, it must be packaged appropriately. Please consider the following tips to ensure it is received safely. 1. Paper sleeving: protect the printed side by placing it between archival sleeving ( glaccine paper). 2. Slide protection: seal it between two substrates such as ½ thick cardboard (or foam board) prior to packing. 3. Cover edges with pipe insulation: pipe insulation is a styrofoam-type product that looks like a long tube with a slit down the side and can be easily cut to size for placing around the edges of the panel. 4. Bubble wrap: if using bubble wrap for the shipment it is always helpful to place cardboard on both sides of the panel before wrapping it and taping. This will help prevent the panel from being damaged when the wrap is removed as well as give an extra layer of protection. All submitted Exhibition Panels will be on display at the Awards Gala on April 16, 2016.
9 Details & Specifications (cont d) c) Project Report: Deadline: Friday, November 27, 2015 The Project Report is a key component of the project submission and is important in establishing the eligibility of the project for an award. It should be written in the 3 rd person, using a clear, concise and plain language. Avoid technical jargon where possible. Project Report: 8.5 x 11 report (no binders spiral binding is acceptable) that is no more than one inch thick. In the interest of the judges time, materials such as frontispieces, content sheets, blank sheets, dividers, additional photographs and plans are not required. Submitting member firm(s) and project name must be clearly identified on the outside front cover. Report should be maximum 16 pages in length. Include the following 11 pages in the Project Report (the remaining pages are to be used at the submitting firm s discretion): 1 page: Project Sheet PDF fillable form on p. 12 of the Awards Guide Additional pages are permitted only for the purposes of identifying other project participants that are not part of the submission (i.e. other consultants and contractors) and their respective roles in the project. 1 page: Contact Information Key contact information (full name & title, address, phone, fax, ) for the following: Project Owner Project Client (if different than owner) Consultants Contractors 1-2 pages: Letter of Acknowledgement Letter of acknowledgement and consent signed by an authorized person(s) on behalf of the submitting firm(s) clarifying and confirming that: The submission accurately reflects the role of the submitting member firm(s) in the project. Other consultants and contractors and their respective roles are indicated in the Project Sheet and that they are aware of the submission (no consent required). 1-2 pages: Owner s letter The Owner s Letter should include the following: Permission to enter the project into the competition. Confirmation that the consulting engineering services were provided and sufficiently completed to the client s satisfaction. Confirmation that the overall objectives of the project were met within the approved timeframe and budget.
10 1-3 pages: Executive Summary The Executive Summary must be ed separately but also included in the Project Report. Project Description (max. 250 words) Provide an overview of the project that describes the submitting member firm s role in the project, what was done and was achieved. Project Objectives, Solutions and Achievements Describe how the project meets the judging criterion. Technical Excellence and Innovation State and justify how the project meets the judging criterion. Level of Complexity and Project Challenges State and justify the assessment of complexity and describe material project challenges to satisfy the judging criterion. Contribution to Economic, Social and/or Environmental Quality of Life Describe how the project meets the judging criterion. 1-2 pages: Sketches & Drawings This page may be either one 11 x 17 page (folded) or two 8.5 x 11 pages. 4 pages: Photographs & Graphics Up to eight high resolution 4 x 6 photographs or other graphic representations showing key aspects of the submission, one should be an overview suitable for publicity purposes. If a third-party photographer is used, include photo credit and verify in writing that CEO is authorized to use the photos. 1 DVD/FLASHDRIVE Consulting Engineers of Ontario requires high resolution images for marketing purposes. They are not part of the judging process. Where possible, at least one image should capture the essence of the project and convey to a non-technical audience the contribution of the project to economic, social and/or environmental quality of life. USB/DVD must contain: A minimum of four photographic images (in high and low resolutions). A high resolution colour JPEG version of the company logo (and if applicable, logos of the joint submitting firms). An electronic copy in JPEG format of the Exhibition Panel. USB/DVD may also contain: No more than eight PowerPoint slides or images. These images can be electronic copies of the 4 x 6 prints referred to above; or they can be entirely different images, or a combination of both. No more than two video clips (with or without audio). Total video time should not exceed 10 minutes.
