1 RIGHT TO INFORMATION ACT, 2005 MANUAL FOR AGRICULTURE DEPARTMENT ( Administrative Department ) 1. (A) Organisation : Agriculture Department is one of the major Development Departments under Government of Mizoram. It is an Administrative Department for Directorate of Agriculture (Crop Husbandry & Minor Irrigation) and Directorate of Agriculture ( Research & Education.) The Secretary to the Government of Mizoram, Agriculture Department is an Administrative Head of Department and assisted by Joint Secretary, Deputy Secretary, Under Secretary and Superintendent with 7 (seven) nos. of supporting Ministerial Staff and 3 (three) nos. of Group D Staff. (B) Functions and Duties : The Department is responsible for assisting the Minister of Agriculture Department in policy making, modification of policies, Co-ordinating implementation of policies & programmes/schemes/projects executed by the Department of Agriculture. In addition, pursuing Schemes/ Projects and Funds lying pending with Government of India, sanctioning fund and constituting various Committees/Board/Commission for implementation of Schemes whenever the necessity areas is also one of its main duty as well as taking care of all the service matters of the Officers and other Sub-ordinate Officers including cases in the High Court and Supreme Court and making sure that all the Rules, Regulations, Norms, etc. issued by the Government of Mizoram from time to time are strickly followed by the Department : Minister Secretary Joint Secretary Deputy Secretary Under Secretary Superintendent Assistant - 3 nos. 2 II. THE POWER & DUTIES OF OFFICERS AND EMPLOYEES : (1) Secretary : He is the Administrative Head of the Department and is the Chief Adviser of the Minister of Agriculture Department. He is responsible for the overall functioning of the Department and represents the Department in/before various Committees. Taking action for successful implementation and execution of various Department Policies/Programmes and Schemes and timely disposal of urgent matters. Thinks & Plan ahead for successful administration of the Department. (2) Joint Secretary : The Joint Secretary assist the Secretary in all spheres of Department transaction and activities by studying the case thoroughly and making alteration/giving suggestions/comments wherever necessary. He is the Nodal Officer for Supreme Court Cases. (3) Deputy Secretary : The Deputy Secretary assist the Joint Secretary and scrutinize the Departmental business case by case and make necessary correction/ suggestions where necessary to enable the higher officials to make prompt decisions in accordance with prevailing Rules/Norms. He is the Nodal Officer on all Court Cases in the High Court. (4) Under Secretary : The Under Secretary function as Head of Office and responsible of its efficiency and timely disposal of a case and is his discretion to dispose minor cases on his own. Issues all the decisions/instructions/orders/ Notification/Office Memorandum and convey all expenditure sanction under the direction of the Secretary and also communicates with the Office of Director of Agriculture and other Subordinate Officers as directed by the Secretary. He is a State Public Information Officer for proper implementation of Right to Information Act, (5) Superintendent : The Superintendent is in-charge of the section and his duty is supervisory in nature. His duty is to execute Government standing orders and instructions regarding punctuality, discipline and regularity in the section. Also ensures that no cases are kept pending by the staff and arranged alternative for solving gap in the day to day administrative of the Office in consultation with the Under Secretary. Act as a link between Officer and Staff. (6) Assistants/UDCs/LDCs : They are all clerical staff and responsible for timely disposal of cases dealt by them under the supervision of Superintendent. They are responsible to keep their respective Guard Page 2 of 7
3 File/Register/Records efficiently and up dated at all times and seek immediate guidances from higher officials wherever necessary. (7) Group D : Their main duties are Dak and File runner, Office Peon under the Supervision of Superintendent. III. THE PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION & ACCOUNTABILITY: All matters requiring decisions are entered in the Log Book of the dealing hand and process it in its respective concerned file and submit the case to the Superintendent, who will after studying the case forward it to the Under Secretary, Deputy Secretary and then Joint Secretary for further examination of the case whether there are any flaws and examine with all relevant rules and regulations, procedures and execute orders in force as the case may be at their own level. The case is then submitted to the Secretary for Decision or Order or Appeal and may also submit the case to the Minister concerned if it requires his approval or decisions in matters involving policies of the Government. IV. THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS: There are no separate norms for discharge of functions in the Department. The norms of Government of Mizoram are being followed for discharge of functions. V. THE BUDGET ALLOCATED TO EACH OF ITS AGENCY, INDICATING THE PARTICULARS OF ALL PLANS, PROPOSED EXPENDITURES AND REPORTS ON DISBURSEMENTS MADE : No separate Budget is allocated since the Establishment is under the control of Secretariat Administration Department. XII THE MANNER OF EXECUTION OF SUBSIDY PROGRAMMES INCLUDING THE AMOUNTS ALLOCATED AND THE DETAILS OF BENEFICIARIES OF SUCH PROGRAMMES : The execution of subsidy and its relative activity is directly dealt by the Director of Agriculture and its various Circles & Divisions. Normally, proposals are received from the Director of Agriculture for obtaining Government approval. XIII PARTICULARS OF RECIPIENTS OF CONCESSIONS, PERMITS OR AUTHORISATION GRANTED BY THE DEPARTMENT: Does not arise. XIV DETAILS OF INFORMATION, AVAILABLE OR HELD BY THE DEPARTMENT, REDUCED IN AN ELECTRONIC FORM: No such arrangement made so far.
