1 NIE Wayleave Payments Understanding the payments you receive for electricity equipment on your land
2 What is a wayleave agreement? Northern Ireland Electricity Limited (NIE), the electricity network company, needs to site equipment throughout Northern Ireland in order that the electricity network can deliver a reliable and efficient supply of electricity. A substantial portion of this equipment is located in privately owned land for which NIE requires consent. A wayleave agreement is a contractual license which permits NIE to install, access, repair and maintain its electricity equipment. In consideration of a wayleave agreement being signed an annual payment is made to the owner or occupier as appropriate. About wayleave payments: A wayleave agreement is required when at least one other party takes their electricity supply from the equipment on your land. If the equipment on your land only delivers an electricity supply to your premises you will not be required to sign a wayleave agreement nor will you receive a wayleave payment. Wayleave payment rates can be found on the Schedule of Wayleave Rents on NIE s website ( and in this document. The Energy Networks Association, which represents the electricity networks companies in the United Kingdom, liaises with a number of organisations, including the Country Land and Business Association and National Farmers Union and uses a scientific formula produced by the Agricultural Development Advisory Service to calculate, revise and recommend payment rates on a regular basis. In line with this, NIE reviews its rates annually. Wayleave payments are intended to reflect the impact of electricity equipment on the use of the land. For example the compensation element of the payment includes an amount to cover land lost for crop production and potential extra costs associated with the physical presence of the equipment e.g. time and cost for driving farm machinery around the equipment. Wayleave payments are an essential operating cost of NIE and are therefore ultimately recovered from all electricity customers in Northern Ireland. Understanding your wayleave payment You can check your wayleave payment by taking a note of the NIE electricity equipment on your land and cross referencing it with the information on your wayleave agreement, map and the Schedule of Wayleave Rents. NIE makes wayleave payments by cheque every year subject to a minimum cheque value of A remittance form is attached to the cheque. Each payment detailed on the remittance form refers to a specific wayleave agreement.
3 Example of a wayleave agreement and a remittance form: Wayleave agreement number will match agreement number on remittance form Location of equipment will match location on remittance form Equipment codes are explained on the Schedule of Wayleave Rents * According to Schedule of Wayleave Rents August 2011 The amount on the cheque will correspond with the equipment on the wayleave agreement and the schedule of wayleave rents (see attached) How to calculate your wayleave payments according to the Schedule of Wayleave Rents on next page. Pay Rate 1 = Rent Pay Rate 2 = Compensation to cover land lost for crop production and extra costs associated with the physical presence of the equipment. By looking at the wayleave agreement and the Schedule of Wayleave Rents you can work out your wayleave payments. For example in this wayleave agreement the following equipment is noted: SP = Single Pole, Quantity 1, Pay Rate 1 = 6.60 SY = Stay, Quantity 2, Pay Rate 1 = UG = Underground Cable, Quantity 1, Pay Rate 1 = 2.10 EW = Earth Wire, Quantity 1, Pay Rate 1 = 2.10 When added together the total value of this wayleave agreement is 14.04

UNDERGROUND CABLE - per 100m units UG UNSUPPORTED OVERHEAD CONDUCTOR AND/OR WIRES - per 100m units OH CONDUCTORS AND/OR WIRES ON BUILDINGS - per building SW Steel Tower: Dimensions over concrete at ground level TYPE A up to 3.0 metres square* TA TYPE B over 3.0 to 3.8* TB TYPE C over 3.8 to 4.6* TC TYPE D over 4.6 to 6.1* TD TYPE E over 6.1 to 7.6* TE TYPE F over 7.6 to 9.1* TF TYPE G over 9.1 to 10.7* TG TYPE H over 10.7 to 12.2* TH TYPE I over 12.2 to 13.7* TI TYPE J over 13.7 to 15.2* TJ TYPE K over 15.2 to 16.8* TK TYPE L over 16.8 metres square* TL A *Multi-leg structures - rate payable per leg. Minimum cheque payment value Know your poles The difference between a British Telecom (BT) pole and a NIE pole, is that BT poles will have climbing stirrups as indicated in the photo below but NIE poles will not. 5 Understanding Your Electricity Equipment Single Pole A single pole (normally wooden) used to support overhead electricity wires / conductors and other NIE equipment e.g. a pole mounted transformer. Rate payable is per individual pole. Double Pole A two pole structure (normally wooden poles) used to support overhead electricity wires and other NIE equipment e.g. a pole mounted transformer. Rate payable is per individual pole (sometimes referred to as per leg). Four Pole Structure A four pole structure (normally wooden poles) used to support overhead electricity wires and other NIE equipment e.g. a pole mounted transformer. Rate payable is per individual pole (sometimes referred to as per leg). Stay A steel wire connected to the top of the pole and anchored diagonally to the ground to provide additional support to a wooden pole. Rate payable is per individual stay. Strut - A wooden pole placed at an angle to a vertical pole for the purpose of providing additional support by counteracting the pull of the overhead wires. Rate payable is per individual strut. Mini Pillar A metal cubicle, normally located on the back edge of a footpath, used as a distribution point for the underground cable network. Rate payable is per individual pillar when located on an individual s property. Cable Riser A cable vertically attached to a building for the purpose of connecting an underground cable to surface wiring, for example cable attached to a gable wall. Rate payable is per individual cable riser. Earth Wire A copper wire laid underground which provides additional safety to the NIE network. Rate payable is in units of 100 metres e.g. 120 metres of underground earth wire would be classified as two units. Underground Cable Cable that is laid underground to carry electricity. Rate payable is in units of 100 metres e.g. 130 metres of underground cable would be two units. Unsupported Overhead Wires Wires which are strung between poles or from pole to building for the purpose of carrying electricity but where the poles or building are not on the landowners property. Rate payable is in units of 100 metres e.g. three wires strung between two poles 80 metres apart would be classified as one unit. Conductors and/or Wires on Buildings Wires which are mounted on the wall of a building for the purpose of carrying electricity. Rate payable is per individual buildings regardless of the number of conductors. Steel Tower A metal structure used to support high voltage overhead electricity wires. Steel towers are classified using the area occupied at ground level. Rate payable is based on the area of the base and per individual legs of the tower. Earth Mat An underground copper earth mat placed at the base of a pole to allow NIE engineers to work safely when operating equipment mounted on that pole. Rate payable is per individual earth mat.
6 Reasons to contact NIE and Safety Information: Reasons to contact NIE: - When there is a change of land ownership the new landowner will be entitled to the wayleave rent and NIE should be notified of this change. As a wayleave is a legal document any change of ownership must be confirmed in writing. - If there is a change to your land boundaries, which results in a NIE pole being located in a field rather than a hedge. If you change your electricity supplier you do NOT need to contact NIE. A change of electricity supplier does not change your wayleave agreement. NIE owns the network but is not a supply company.
