4 Manpower Employment Outlook Survey Global Global Employment Outlook Over 4, employers have been interviewed across 4 countries and territories to measure anticipated employment trends between April and June 6. Employers in 3 of the 4 countries and territories surveyed expect to add to their workforces in the second quarter of 6, although 8 of the 4 countries and territories are reporting weaker employment prospects compared to last year at this time. All employers report improved or equal s compared to three months ago, except those in the UK, when seasonal adjustments are taken into account. Employers in Peru joined the survey for the first time this quarter and reported a buoyant forecast, while employers in Germany reported only their second positive Outlook since the survey began in the country in Quarter 3 3. Employers in Japan, India, Taiwan and Peru reported the strongest hiring expectations, with those in Italy reporting the weakest, and only negative, forecast. Across Europe, the majority of markets look set to improve from three months ago, with the strongest hiring expected in Spain, Norway and Sweden. In the United States and Canada, seasonally adjusted data reveals stable and continued buoyant hiring activity. 5 International Comparisons Americas Over 1, interviews have been conducted across Canada, Mexico, Peru and the United States to measure employment prospects for Quarter 6. Across the region, s show employers in all four countries anticipate strong hiring activity during the next three months. Canada Seasonally adjusted data for the United States paints a picture of stability, with the same steady hiring pace seen throughout 5 and the first quarter of 6, continuing in the second quarter. Employer hiring plans in Canada have improved slightly from both Quarter 1 and last year. Strong hiring expectations are also found in Mexico, where the outlook is similar to last year at this time. Employers in Peru joined the survey this quarter with a particularly optimistic. Mexico Seasonally Adjusted Outlook Peru USA Seasonally Adjusted Outlook Peru joined the survey in Q 6. 3

6 Manpower Employment Outlook Survey Global International Comparisons Asia Pacific Nearly 15, interviews have been conducted across Asia Pacific to measure anticipated employment trends between April and June 6. Employment prospects are positive across all countries surveyed in Asia Pacific, with Outlooks improving from the first quarter across all countries surveyed, except in Australia where the forecast remains the same. Australia Japanese employers are reporting the strongest hiring expectations in the region and among the 4 countries and territories surveyed internationally. The second quarter is Japan s peak hiring season. Hiring activity is also expected to be robust in India and Taiwan. Meanwhile, employers in Singapore predict solid hiring activity but continue to be the least optimistic in Asia Pacific. Employers in China, Taiwan, New Zealand and Australia expect reduced hiring activity for the second quarter of 6 when compared to last year at this time. China China joined the survey in Q 5. Hong Kong India India joined the survey in Q3 5. 4

8 Manpower Employment Outlook Survey Global International Comparisons Europe Over 11, interviews have been conducted across 1 European countries to measure anticipated employment trends for the second quarter of 6. Hiring activity throughout Europe remains cautiously optimistic, with many employers predicting an increase in hiring intentions from first quarter and last year at this time. On a yearoveryear basis, the Net Employment Outlooks across Europe have improved in seven of the 1 countries surveyed. When compared to first quarter, hiring expectations have improved in 1 countries. Austria In addition, employers in four countries reported their most optimistic hiring plans to date: Germany, Netherlands, Spain and Switzerland. Across the region, employment expectations are strongest in Spain, Norway, Sweden and Ireland. Italian employers again reported the least optimistic and only negative employment prospects. German employers have reversed their trend for negative expectations and reported a positive Outlook for only the second time since the survey began in the country in Quarter 3 3. When seasonal variations are taken into account, employment prospects in the UK are slightly reduced from the first three months of 6 and last year at this time. Belgium No bar indicates of zero. France Germany No bar indicates of zero. 6

10 Manpower Employment Outlook Survey Global About the Survey The Manpower Employment Outlook Survey is conducted quarterly to measure employers intentions to increase or decrease the number of employees in their workforces during the next quarter. The survey has been running for more than 4 years and is one of the most trusted surveys of employment activity in the world. Various factors underpin the success of the Manpower Employment Outlook Survey: Unique: It is unparalleled in its size, scope, longevity and area of focus. Projective: The Manpower Employment Outlook Survey is the most extensive, forwardlooking employment survey in the world, asking employers to forecast employment over the next quarter. In contrast, other surveys and studies focus on retrospective data to report on what occurred in the past. Focused: For more than four decades, the survey has derived all of its information from a single question. Independent: The survey is conducted with a representative sample of employers from throughout the countries in which it is conducted. The survey participants are not derived from Manpower s customer base. Robust: The survey is based on interviews with more than 4, public and private employers across 4 countries and territories to measure anticipated employment trends each quarter. This sample allows for analysis to be performed across specific sectors and regions to provide more detailed information. Methodology The Manpower Employment Outlook Survey is conducted using a validated methodology, in accordance with the highest standards in market research. The research team for the 4 countries and territories where the survey is currently conducted includes Manpower s Market Intelligence team; the Organization Research and Analysis Division of Right Management Consultants an independent operating division of Manpower Inc.; NOP World, Grupo IDM and DATUM Research. The survey has been structured to be representative of each national economy. The margin of error for all national, regional and global data is not greater than +/ 4.1. Survey Question All employers participating in the survey worldwide are asked the same question, How do you anticipate total employment at your location to change in the three months to the end of June 6 as compared to the current quarter? Throughout this report, we use the term Net Employment Outlook. This figure is derived by taking the percentage of employers anticipating an increase in hiring activity and subtracting from this the percentage of employers that expect to see a decrease in employment at their location in the next quarter. The result of this calculation is the Net Employment Outlook. Seasonal Adjustment Seasonal adjustments have been applied to the data for Canada, United Kingdom and the United States to provide additional insight into the survey data. These adjustments make it possible to review the data without the employment fluctuations that normally occur at the same time each year, thus providing a clearer picture of the data over time. Manpower intends to add seasonal adjustments to the data for other countries in the future, as more historical data is compiled. History of the Survey 16 1st generation of the Manpower Employment Outlook Survey launched in the United States and Canada. 166 Manpower s UK operation launches the equivalent of the United States survey, naming the report the Quarterly Survey of Employment Prospects. The survey adopts the same forwardlooking research format as the United States survey and is the first of its kind in Europe. 16 nd generation of Manpower s Employment Outlook Survey launched in the United States and Canada. Research methodology is updated to evolve with advancements in the field of market research. Manpower UK s Quarterly Survey of Employment Prospects is updated to adopt an enhanced research methodology. Manpower s operations in Mexico and Ireland launch the survey in their respective countries. 3 3rd generation of the Manpower Employment Outlook Survey is launched, expanding the program to a total 18 countries and territories worldwide: Australia, Austria, Belgium, Canada, France, Germany, Hong Kong, Ireland, Italy, Japan, Mexico, Netherlands, Norway, Singapore, Spain, Sweden, United Kingdom and United States. 4 Manpower operations in New Zealand launch the Manpower Employment Outlook Survey. 5 Manpower operations in China, India, Switzerland and Taiwan launch the Manpower Employment Outlook Survey. 6 Manpower operations in Peru join the survey program. 8
