3 SITUATIONS THAT COULD REQUIRE AN EVACUATION: Localized flooding from a rain storm Tsunami Levee failure Dam failure Hazardous substance that is airborne or may explode 3

4 STEP 1: Define the Area and Secure Usually determined by field personnel at the scene Post resources along the evacuation routes Secure the perimeter to minimize movement into the danger area 4

5 STEP 2: Alert and Warning VC Alert Emergency Alert System Posting in social media (Nextdoor.com, Facebook, etc) Press release Mobile public address system Door to door 5

6 STEP 3: Traffic Control Police Department manages Goal: Move people the shortest distance to get them out of the danger area as quickly and safely as possible Resources will be strategically placed on evacuation routes to maximize efficiency and effectiveness 6

7 STEP 4: Collection Points Location where people are directed to in an evacuation Used for short term, temporary holding for people who have no where else to go Pre-Identified in some cases Transportation to shelter may be provided 7

8 STEP 5: Sheltering Red Cross would manage shelter operations Red Cross generally shelters people for 72 hours The City would work with Red Cross to support shelter operations longer than 72 hours. Shelter operations longer than 72 hours require extensive coordination with numerous agencies and nongovernmental organizations 8

9 STEP 6: Recovery When the area is deemed safe, residents would be allowed to return to their neighborhoods. If homes are severely damaged, residents would need to find alternate housing while damage assessment inspections are completed. If a home is red-tagged, necessary repairs will need to be made before a resident can return to living there. 9

10 REGIONAL COORDINATION - City and County Emergency Operations Centers would be activated to support response efforts - Field responders would coordinate through the Incident Command Structure - Regional conference calls with the County Office of Emergency Services and area stake holders would take place regularly - A regional Joint Information Center would be established to manage the media 10

11 SPECIFIC SITUATIONS We have five pre-identified evacuation plans Three are adjacent to the Santa Clara River One is coastal One is in South Oxnard Evacuation maps have been developed Collection Points have been identified 11

12 SPECIFIC SITUATION Santa Felicia Dam Failure 12

13 Santa Felicia Dam Failure Scenario Although highly unlikely, an earthquake could damage the dam There are two sirens to alert residents of Piru Notifications would go to the Sheriff s Department and then to all impacted cities There are two inundations maps that we use for planning: Fair Weather and Maximum Probable 13

14 Fair weather inundation map with lake full. About 6 hours to reach our northern border near Vineyard and Central Impacted neighborhoods: Riverpark, South Bank, Victoria Estates, Windsor North and coastal neighborhoods 14

15 Fair Weather Scenario Oxnard will be flooded with slow moving water Average depth will be a couple of feet in most areas Some low spots could be flooded above roof level Flood waters would recede in about 8 hours 15

16 Probable Maximum inundation map with lake full. About 4 hours to reach our northern border near Vineyard and Central Impacted neighborhoods: All Water could be at roof level in areas furthest north and closest to the river bank. 16

17 CURRENT SITUATION The lake is about 20% full and dropping The water level is more than 75 feet below the spill way It would take weeks of consistent heavy rain to fill the lake 17

18 CURRENT PREPAREDNESS ACTIVITIES United Water Conservation District s annual dam failure exercise United Water has plans and procedures in place to inspect the dam after an earthquake The City s Emergency Operations Center Team will participate in two exercises this year that include scenarios that require evacuation Preparedness Fair on October 3 rd exhibited all of our flood maps and provided evacuation, preparedness and response information Disaster Preparedness Coordinator is attending neighborhood council meetings to provide specific information to community members 18

19 FUTURE PREPAREDNESS ACTIVITIES Continue to work with other agencies to respond to any situation, including evacuations Continue to train emergency operations staff Continue to meet with neighborhood groups and provide information specific to each neighborhood Conduct at least four Community Emergency Response Team training classes in 2016 Hold the 2 nd Annual Disaster Preparedness Fair 19
