Climate Resilience Evaluation & Awareness Tool 1

Mission Lead to provide the water sector (drinking water, wastewater, and storm water) with the practical tools, training, and technical assistance needed to adapt to climate change by promoting a clear understanding of climate science and adaptation ti options. 2

Presentation Overview What is Climate Ready? Overview of Climate Ready Water Utilities (CRWU) initiatives Climate Resilience Evaluation and Awareness Tool 3

What is Climate Ready? Climate Ready Water Utilities Working Group 4

Climate Ready Water Utilities Working Group In May 2009, the National Drinking Water Advisory Council (NDWAC) voted on and approved the formation of a working group to evaluate Climate Ready Water Utilities. The charge included: 1.Developing attributes of climate ready water utilities; 2.Identifying climate change-related tools, training and products to address utilities short- and long-term needs; and 3.Identifying mechanisms that would facilitate the adoption of climate change adaptation and mitigation strategies by the water sector. 5

Working Group Members Twenty members of CRWU Working Group 12 from water utilities 3 from state and local governments 5 from academic, environmental, and other organizations Federal partners including US Army Corps of Engineers, Centers for Disease Control and Prevention, and Federal Emergency Management Agency 6

Working Group Status Finalized and reached consensus during five meetings: Key Finding Statements Adaptive Response Framework Enabling Environment Recommendations CRWU Working Group provided final report and recommendations to NDWAC in December 2010 NDWAC provide its recommendations to EPA in January

What does the CRWU Report Mean for EPA? Recommends EPA create and implement a CRWU program Integrate CRWU into existing EPA efforts Coordinate with other federal partners, states, associations, utilities Promote watershed planning and encourage adoption of integrated water resources management Improve decision support models and tools Recommends developing adaptive regulatory capacity 8

Connection to NARUC Represents State Public Service Commissioners who regulate essential utility services, including energy, telecommunications, and water. Providing a venue to set and influence public policy, share best practices, and foster innovative solutions to improve regulation. Renewable energy s importance as part of the overall national (and international) energy supply. Encouraging Renewable Energy Development: A Handbook for International Energy Regulators 9

Current Activities Climate Resilience Evaluation & Awareness Tool Risk assessment tool designed to build climate change knowledge and support adaptation planning in the water sector. CRWU Toolbox Toolbox is searchable resource containing information to support the Climate Ready process, including government and utility activities, workshops, publications, funding, and tools. Tabletop Exercise Tool for Water Systems Customizable materials for designing exercises for utilities to consider long-term planning measures in order to mitigate the potential impacts of climate change. 10
