PURPOSE The purpose of the Human Health Supporting Plan is to protect the life, health and safety of citizens in the City of Peterborough in the event of a human health emergency and ensure the plan complies with the requirements of the Federal/Provincial Pandemic Contingency Plans. 2. AUTHORITY AND CUSTODIAN This plan is published as a supporting document to the City of Peterborough Emergency Response Plan, as authorized by By-Law ; and the Emergency Management and Civil Protection Act, R.S.O The custodians of this plan shall be the City of Peterborough Emergency Management Program Committee who are responsible for the review, revision, and testing of the plan. 3. HUMAN HEALTH EMERGENCY DEFINITION A human health emergency occurs when a significant quantity of the population become afflicted with the same symptoms, during the same period, over a wide geographical area throughout a region or worldwide. The occurrence of a human health emergency such as a pandemic, bioterrorism, or waterborne, foodborne or communicable disease outbreak in Peterborough County and City will seriously compromise the life, health or safety of our community. 4. NOTIFICATION AND IMPLEMENTATION This plan may be implemented as per the notification procedures outlined in the City of Peterborough Emergency Response Plan. Upon implementation, all participating agencies will respond in accordance with the procedures described within this plan. 5. LEAD AGENCY ROLES AND RESPONSIBILITIES Peterborough County-City Health Unit (P.C.C.H.U.) i. Serve as lead agency. ii. Initiate surveillance activities and provide current information to the Emergency Control Groups. iii. Ensure essential community services have up-to-date information on infection control precautions. iv. Ensure implementation of operational procedures for vaccine and anti-viral drug delivery and administration. v. Ensure implementation of operational procedures for medical care during a human health emergency. vi. Implement the P.C.C.H.U. Health Emergency Communication Plan. (Section 7 of the P.C.C.H.U. Pandemic Plan) Refer to Emergency Response Plan Section 19 (page 40) 3
4 6. CITY OF PETERBOROUGH EMERGENCY OPERATION CENTRE CONTROL GROUP ROLES AND RESPONSIBILITIES A. Policy Group i. Mayor i. Upon recommendation of the control group, declare that a local emergency exists. ii. Provide Council with status updates on a regular basis. iii. Provide information necessary to keep the media and public informed, in accordance with emergency information procedures. iv. Confirm a schedule of media releases in concert with the Liaison and Emergency Information Officers (refer to Pandemic Communication Plan located in E.O.C. binder). v. Approve expenditure of funds to meet requirements of the emergency. vi. Establish liaison with federal and provincial elected officials. vii. Upon recommendation of the control group, terminate local emergency. Refer to Emergency Response Plan Section 7 (page 23) B. EOC Commander i. Chief Administrative Officer i. Shall provide and direct as required, all emergency response or support activities within the Emergency Operations Centre, in close consultation with the Liaison Officer. ii. Shall be the Co-ordinator and convene all meetings of the Emergency Control Group, in consultation with the Liaison Officer. iii. Provide regular updates and act as principal advisor to the Mayor and Council. iv. Approve news releases and public announcements prior to their release. v. Secure the necessary financial support from existing sources or from Provincial or Federal authorities. Support shall be provided by the Finance/Administration section of the Emergency Control Group. vi. Ensure that the appropriate legal and statutory requirements are met. Legal assistance shall be provided by the City Solicitor Refer to Emergency Response Plan Section 8 (page 25) 4
5 C. Command Staff i. Emergency Information Officer i. Shall consult with the Emergency Control Group on the need for news briefing and conferences, the granting of media interviews, the status of media monitoring, recommended responses to media misinformation and rumour, the content of official statements, announcements and other forms of public communication and the release of any disaster-related information to the public. ii. Consult with other members of the control group on the status of the emergency situation and on any need for resources that could be fulfilled for the dissemination of information to the public for assistance. iii. Ensure control group members, public inquiry staff and other city staff are informed when information is released to the media and the content. iv. In conjunction with the County Public Inquiry Officer, the Health Unit and Peterborough Regional Hospital are to activate the Pandemic Communication Plan. (Refer to Pandemic Communication Plan location in EOC binder). Refer to Emergency Response Plan Section 12 (page 29) ii. Liaison Officer (C.E.M.C) i. Assist the C.A.O. to provide and direct as required, all emergency response or support activities within the Emergency Operations Centre, in close consultation with the Liaison Officer. ii. Assist the C.A.O. with co-ordinating and convening all meetings of the Emergency Control Group. iii. Responsible for activating the Public Information Plan (Annex E of the City of Peterborough Emergency Plan). iv. Responsible for organization of media spokesperson(s). v. Working with the Risk Officer ensure proper PPE (protective personal equipment) and supplies are available for all control group members (i.e. antibacterial hand cleaner, gloves, masks, etc.). vi. Ensure staff and control group members are aware of counselling services available through the Employee Assistance Program and critical incident/traumatic mental stress support (formerly CISM - Critical Incident Stress Management), if required. vii. Responsible for scheduling staff in the Emergency Operations Centre. 5
6 viii. Responsible for facilitating control group with the possibility of working from home. Refer to Emergency Response Plan Section 11 (page 28) iii. Public Inquiry Officer i. Responsible for activating the Public Inquiry Centre, if required ii. Responsible for communication to control group members of all significant information and/or questions, concerns, and updated information received by the public. iii. Consult with other members of the control group on the status of the emergency situation and on any need for resources that could be fulfilled by the dissemination of information to the public for assistance. iv. Ensure activation of TTY for those with special needs. Refer to Emergency Response Plan Section 12 (page 29) iv. Risk Officer Refer to Emergency Response Plan Section 9 (page 26) v. Safety Officer Refer to Emergency Response Plan Section 10 (page 27) D. Operations Chief and Support Staff i. Peterborough County-City Health Unit i. Maintains liaison with the Health Unit Emergency Operations Centre (H.U.E.O.C.). ii. Provides direction and supporting advice to the City Emergency Control Group (E.C.G.). iii. Receives request(s) from the H.U.E.O.C Logistics Chief to locate sites for vaccination clinic(s) and/or assessment centres. i. Health Unit Representative to coordinate with Logistics the general location, type, and capacity of facility/facilities required. See P.C.C.H.U. Pandemic Plan. City Logistics Chief contacts the Liaison Officer at the County Operation Centre to request support to identify facility/facilities. ii. County Liaison Officer discusses centre requirements with County Control Group. 6
7 iii. County Liaison Officer contacts City Emergency Operation Centre Logistics Chief with County Control Group recommendations. iv. City Logistics Chief to advise City Control Group of options and the Control Group decision is implemented by the City Logistics Chief. v. Health Unit Representative to advise Health Unit Emergency Operation Centre (H.U.E.O.C.) Logistics Chief of facility/facilities available and public awareness to be promoted by H.U.E.O.C. Communications staff. Refer to Emergency Response Plan Section 14 (page 31) ii. Police Services i. Responsible for security of anti-viral(s), vaccine(s), and medication(s) during storage, transport to and from clinic site(s) and at clinic site(s). ii. Responsible for security and crowd control, both internally and externally at clinic sites. (Note: use of a private security firm may need to be considered) iii. Community Services Officer will notify County Operation Centre Police of clinic location(s) and schedule(s) for their action. Refer to Emergency Response Plan Section 18 (page 35) iii. USD/Public Works i. Responsible for providing transportation of the public to clinic(s)or assessment centre(s). Transit buses will be utilized for transportation as required. ii. Responsible for transportation of supplies and resources as required to clinic(s) and assessment centre(s). iii. Provide portable washroom and other sanitary facilities and provide essential waste disposal, if required. iv. Provide barriers and flashers for crowd and vehicle control at clinic(s) or assessment centre(s). Refer to Emergency Response Plan Section 18 (page 36) iv. PUG Peterborough Utilities Group i. Ensure sufficient supply and distribution of water supply and electricity. ii. Ensure vehicles, equipment and personnel are available to provide assistance. Refer to Emergency Response Plan Section 18 (page 37) 7
8 v. Fire Services i. Ensure adequate staffing levels to provide assistance ii. Ensure staff is equipped with proper PPE (personal protective equipment). iii. Modified response will be in effect as per the Business Continuity Plan. Refer to Emergency Response Plan Section 18 (page 35) vi. Paramedic Services (E.M.S.) i. Ensure there are adequate staffing levels to provide assistance. ii. Ensure staff is equipped with proper PPE (personal protective equipment). iii. Ensure liaison with the receiving hospital(s). iv. Ensure liaison with the Medical Officer of Health, as required. v. Ensure sufficient resources are available and assigned in order to perform triage treatment and transportation. vi. Advise E.C.G. if other means of transportation is required. vii. Ensure balanced emergency coverage is available at all times throughout the community. viii. Obtain Paramedic Services from another County, if required. Refer to Emergency Response Plan Section 19 (page 41) vii. Emergency Social Services i. Ensure adequate staffing levels to provide assistance at clinic(s) or assessment centre(s) in conjunction with designated agencies, if required. ii. Co-ordinate volunteer agencies involved in the Social Services sector, if required. iii. Coordinate Vulnerable Population Support: i. Health Unit Operation Centre (H.U.E.O.C.) information is conveyed to Emergency Operation Centre Health Unit Representative. ii. City Emergency Operation Centre Health Unit Representative contacts County Operation Centre Liaison Officer with information (re: patient); County Liaison Officer requests City Control Group support to address request. Refer to Emergency Response Plan Section 18 (page 37) 8
9 E. Planning Chief and Support Staff Refer to Emergency Response Plan Section 15 (page 32) i. Business Continuity Officer i. Responsible for ensuring staffing levels are maintained in essential services throughout the City of Peterborough. ii. Implement City of Peterborough Business Continuity plan. ii. Documentation Resource Officer i. Support the efficient functioning of the Emergency Operations Centre. ii. Ensure all Control Group Members and/ or visitors sign in and out of Emergency Operations Centre. iii. Ensure Control Group Members and/or visitors sanitize hands upon entry and exit to Emergency Operations Centre or don Personal Protective Equipment, if required. Refer to Emergency Response Plan Section 13 (page 30) iii. Geographic Information System (G.I.S.) Refer to Emergency Response Plan Section 18 (page 39) F. Logistics Chief and Support Staff i. Contact County Operation Centre Liaison Officer regarding opening of City owned facility/facilities and advise of process to open sites. ii. Contact school board directly regarding opening of schools and will advise the County Operation Centre Liaison Officer of status and process to open schools. iii. Notify City Transit for transportation of individuals to clinic(s)or assessment centres, if required. iv. Notify Peterborough Police Services of requirements for security of medication(s), vaccine(s), and anti-viral(s) during transport to and from clinic(s) and on site at clinic(s) (co-ordinate with OPP), if needed. v. Notify Peterborough County-City Paramedics (EMS) at County Operation Centre of clinic(s) location(s) and schedule(s). vi. Notify Health Unit Representative of available facility/facilities. 9
