1 SPECIAL FINANCIAL SUPPORT ON EXPORT OF MANGOES TO EUROPE DURING 2006 SEASON 1. The Scheme a. The purpose of the scheme is to increase export of mangoes to Europe. b. The scheme will be effective from 1 st of July c. Financial support will be Rs.15 per kg by air and Rs.10 per kg by sea shipments to Europe only (for all airlines and shipping lines). d. The period of export for the purpose of foresaid financial support will be from 1 st July to 15 th October Procedure for Claiming Freight Subsidy The exporters will lodge their claim for subsidy with the Director General, Plant Protection, Ministry of Food, Agriculture & Livestock within 60 days of realizations of export proceeds of shipments concerned, on the prescribed form as per Annex-I, accompanied by a summary of the claim as per Annex-II, supported by the following documents: a. A copy of commercial Invoice. b. Phytosanitary Certificate issued by Department of Plant Protection. c. Pre-shipment Inspection (PSI) Report d. Fourth copy of shipping Bill/GD in original, which must bear the exporters rubber stamp Under Freight Subsidy Claim, with one photo copy set which will be certified by the Manager of the dealing bank branch (bank issuing BCA) and retained by Director General, Plant Protection, MINFAL. The original fourth copy of Shipping Bill/GD will be returned to the exporter after making an endorsement Freight Subsidy Claimed in hand or rubber stamp. Where original fourth copy is not available, a photocopy attested by the concerned Assistant Collector of Customs concerned may be accepted. e. Copy of the bill of lading/airway bill duly certified by the shipping company/shipping agent/airline. In case of freight booked by a freight forwarder/air cargo agent, a certificate from the concerned association of freight forwarder/air cargo agents on their letterhead certifying the freight paid on the shipment. f. Original freight paid receipt issued by shipping company/shipping agent/airline or by the freight forwarder/cargo agent. g. A copy of Bank Credit Advice (BCA) 2. Procedure for Payment of Freight Subsidy A separate account will be maintained for freight subsidy (Rs.250 million) out of EDF funds. The process of approval and disbursement of freight subsidy will be as follows: 1

Exporter lodges claim with the Director General, Plant Protection, Ministry of Food, Agriculture & Livestock through the office from where phytosanitary certificate was issued in the prescribed form as per Annexure I, alongwith a summary of claim as per Annexure II, within 60 days of realization of export proceeds, alongwith above mentioned supporting documents. In case of advance payment, the period of 60 days for claiming the freight subsidy will be counted from the date of shipment instead of the date of realization of export proceeds. b. The Director General, Plant Protection, examines claim and supporting documents to ensure its eligibility and validity. c. If the claim is valid, the payment will be released in the form of crossed cheque in favour of the exporter within 15 days of the receipt of claim. d. Incomplete cases will be referred back to the exporter within 15 days of the receipt of claim clearly mentioning deficiencies/discrepancies with the advice to rectify and resubmit claim within 15 days. e. If the claim is not valid, it will be returned to the exporter alongwith reasons thereof. A copy will be retained by the Director General, Plant Protection. f. The Director General, Plant Protection will maintain record of all claims received, paid and refused (with reasons). 2

5 PRE-SHIPMENT INSPECTION FOR SUBSIDY ON MANGO EXPORT TO EUROPE In order to boost export of mangoes to Europe, Ministry of Food, Agriculture & Livestock has been provided Rs.250 million for grant of financial support at the rate of Rs.15 per kg on export by air and Rs.10 per kg on export by sea to Europe. This will be applicable for shipments on all airlines and shipping lines. The purpose of the financial support is to increase exports both in volume and value. Therefore, it has been linked with preshipment inspection by international quality certifying agencies in order to encourage export of good quality produce. The pre-shipment inspection will be focused on general quality parameters based on physical health of the produce only. The other parameters like standardized weight will be preferred but not be mandatory. The pre-shipment inspection company will attend on first-come-firstserved basis. The inspection will be done at pack house and the charges would be Rs.1.5 per kg or Rs.1500 per ton with a minimum of Rs.5000/- and will be paid by the exporters. These charges are for normal working days Monday to Friday from 0900 to 1700 hrs. On holidays, the charges would double. Similarly, company will charge Rs.1000/- per man hour from 1700 to 2000 hrs and Rs.1500/- per man hour beyond 2000 hrs.
