3 GREEN CROSS / Jan/Feb Crisis Management Team Drill Fire Drill In August 2003, major blackouts have occurred in the US and the Canadian east coasts and have been followed by more minor incidents in London and the Scandinavia. These incidents have highlighted not only the importance of a reliable electricity supply network but also the timely response to emergency situation of such a dimension. CLP Power Hong Kong Ltd. ( CLP Power ) being the supplier of electricity to over two million customers, about 80% of Hong Kong s population, across 1,000 square kilometers in Kowloon, the New Territories, and most of the outlying islands in Hong Kong SAR, is well aware of this
4 GREEN CROSS / Jan/Feb 2004 and has endeavoured to build and maintain its power system on par with world-class standards and practices. Despite such a robust power system, there are unpredictable incidents such as system disturbance, adverse weather or third-party damages to our supply network. In light of this, CLP Power has put in place a comprehensive framework to manage all probable crisis situations in the Company in a proper and orderly manner in order to reduce the impact on personnel, environment and properties. Categorization of Incident Incidents occurring in Company premises and operations can easily escalate into disasters if they are not properly handled. One of the key components in incident response management is to establish clear definitions on incident categorization in order to plan ahead for appropriate measures and assign responsibilities to the appropriate parties. In CLP Power, a total of four levels of incident (as shown in Fig.1) is defined with reference to the severity and nature of the incident, which can be quite diverse: such as personal injuries, fire, explosion, toxic release, environmental spillage, interruption of electricity generation or supplies, business interruption, flooding, earthquake, severe storm, transport accident etc. Incident Response Organization A three-tier organization ( as shown in Fig.2 ) is established to deal with different category of incidents. In general, a Crisis Management Team (CMT) is established at CLP Power Hong Kong Limited level, whereas appropriate Emergency Management Teams (s) at the business group level and Emergency Control Teams (ECTs) at the business unit levels are established. The emergency control teams are responsible for operational control at the incident site. The CMT is to be activated at the corporate level to provide strategic directions to the field response teams. Communication Framework Communication plays a critical part in efficient and effective handling of emergency incident. Two centres operating roundthe-clock basis act as the System Control Centre focal points in CLP Power for internal and external communication. Customer Telephone Services Centre: Receives and inputs customer/ external notifications to the Trouble Calls and Outages Management System (TCOM). System Control Centre: Dispatches emergency services team to respond to the customer/ external notifications and system alarms through the TCOM. Initiates the activation of the emergency response organization for managing various crisis & emergency situations. 5 GREEN CROSS / Jan/Feb 2004 departments, and if necessary notifies contractors, authorities and utilities. In the event of major incident, a Media Communication Support Team fielded by PA experts of the company will be established to facilitate the communication with the media and the general public. On Line Information Systems Under all emergency situations, timely supply restoration is one of the prime objectives for CLP Power. As such CLP Power has tailor-made the below information system to provide access to the necessary information and to enable remote surveillance and control of equipment within the power system in order to take the necessary action within the shortest time. Automated Mapping & Facilities Management System (AM/FM) AM/FM provides on-line record of facilities, such as cables, overhead line, etc. Distribution Management System (DMS) On-line network system installed at System Control Centre to analyze system performance and status data and to provide remote control function. Crisis Communication Billboard (CCB) To provide effective communication and coordination among the CMT,, ECT and the site-staff at different locations for major incidents. Emergency Equipment Supply interruption will affect all walks of life in the community. Our emergency services team has equipped with emergency mobile generators of capacities ranging from 50kVA to 3MVA, one of the largest capacity mobile generators used in Asia, to provide temporary power supply for essential customer such as hospital. In view of the need for essential customer at outlying islands and remote locations, 4 light-weighted generators of smaller capacity for deployment by helicopter. Competent Staff The emergency services teams operate in 3-shift (about 30 staff at each shift) with additional 30 backup staff to attend customers urgent requests and handle emergency services including supply restoration. Both competence on system control and site handling are crucial for speedy electricity recovery. Hence, all work teams attend regular trainings to enhance their skills and uplift the awareness in emergence response. These trainings include: Training for Emergency management for incident commander Media Training Training on the Use of Emergency Equipment Familiarization of emergency procedures - periodic briefings. Set-up of emergency command center etc. Drills at all Levels Practice makes perfect. Operational drills of different scale on the emergency plans throughout the hierarchy of the company and of different incident Jetty Oil Spillage Drill Emergency Generator Set-up Drill natures such as first-aid, fire evacuation, chemical spillage, typhoon, major crisis etc. are conducted throughout the year to uplift the proficiency of every individual within the emergency organization and to test the readiness of the response teams and effectiveness of the mitigation actions within the corresponding plan. This has demonstrated CLP Power commitment and concern on emergency preparedness and response and our drive for continuous improvement in our customer services. Conclusion Nowadays, electricity supply has become a necessity of modern life. Major and prolonged incidents on our power supply network and facilities could impose serious impact on the community and economy of Hong Kong. Throughout the long history of the company, we have also been at the forefront in Hong Kong of operating in a way that shows care and respect for the people whose lives we touch. To this end, we have already implemented a comprehensive emergency response plans and management system to cater for probable emergency scenarios. Through training and drills, all responsible parties can handle the emergency incidents in a fast, professional and caring manner. CLP Power will further strive for innovative ideas and concepts to go beyond our customer s expectations.
