2 Location The main objective of the Universitat Rovira I Virgili, founded in 1991 by the Catalan Government, has been to provide the region with a knowledge structure with international visibility and recognition.

5 LLL Activities Postgraduate Studies for adults: 35 part-time programmes (between 20 and 60 ECTS) Tailored/ In company courses Summer University Language courses Extensive campus : Towns knowledge network and Citizenship University Classrooms for the elderly Short training programmes for professionals Studies and Guidelines for the lifelong learning sector
6 SWOT-Strengths The admission tests for mature students: 25+ (exam), 40+ (professional experience plus interview) and 45+ (simplified exam plus interview) A tutorial action programme for all our students The courses organized by the lifelong learning centre are flexible and designed to support wide participation and attract adult learners, in faceto-face classes, distance and blended learning methods. Most of our LLL courses are developed in partnership with companies and public institutions, at local, regional and national level. Scholarship for students from minority groups. The training centre is certified with ISO 9001:2008
7 SWOT: Weaknesses Curricula, timetables and general organization of the university services are not properly prepared to attend part-time students. The Spanish university regulations are extremely restrictive and do not allow the recognition of prior learning, especially the training received in non official programmes or from work experience, even for components of a study programme. Most of the lifelong learning courses have no full academic recognition. The study programmes of degrees and masters are not designed to attract adult learners as part-time students. The relationship between research and lifelong learning is very poor. There is not a service to provide information and counselling about our studies to the potential students and general population.
8 LLL Strategy Process Last April, the University set up a working group, constituted by the vicerector for academic planning, the vice-rector for postgraduate studies and lifelong learning, the vice-rector for student and the academic community, the head of quality department, the deputy manager of academic affairs and the director of the lifelong learning centre. They did the SWOT analysis and decided the methodology and timetable for the whole process. Based on the existing strategic plans and the guidelines established in the university government program, the LLL strategy has been organized around five areas of work and ten main objectives: Teaching Third Mission Internationalization Quality Assurance Management

10 LLL Mission and Vision Mission To develop and provide comprehensive and high quality lifelong learning opportunities, services and research, to people and organisations for: The personal and professional development of citizens and professionals throughout life. The social, cultural and economic development of the community. The innovation and knowledge transfer in the region and companies. Vision To become an inclusive and lifelong learning university, research-based, that is recognized for its quality and commitment to improving the knowledge, skills and competencies of its students and partners, through our three main missions: education, research and knowledge transfer.
11 Strategic Guidelines: Axis I - Teaching Aim 1: To meet the lifelong learning needs of individuals, communities and organisations. (Commitments 1, 3, 8) This will be achieved by: Addressing the professional development needs of our graduates throughout their working lives. Recognizing and meeting the educational needs of the society and the working sector. Developing postgraduate programmes, professional continuous training and customized courses. Creating flexible academic programmes structures and use of applied methodologies. Increasing the use of ICT s and extending the blended learning methods.
12 Strategic Guidelines: Axis I - Teaching Aim 2. Widening the access to a more diversified student population. (Commitments 2, 3, 4, 5) This will be achieved by: Reinforcing new pathways to university for people over 25, 40 and 45 years old. Promoting the recognition of prior learning. Facilitating the transition from higher vocational training to degrees. Adapting the study programmes to widen participation and attract returning adult learners. Providing professional career guidance and counselling to a wide range of students.
13 Strategic Guidelines: Axis I - Teaching Aim 3. To strengthen the relations between the B-M-D programmes and LLL. (Commitments 3, 7, 8) This will be achieved by: Using the Bologna tools to create flexible training programmes such competence modules within the masters. Establishing bridges between the lifelong learning courses and masters. Promoting lifelong learning programmes to researchers.
14 Axis II - Third Mission: Innovation and Knowledge Transfer Aim 4 - To contribute to transform our region into a Knowledge region. (Commitments 1, 7, 9) This will be achieved by: Building up solid relationships with our internal stakeholders, that is, the science and technology parks, research institutes, university-industry chairs, associations of alumni and friends of the URV. Strengthening regional collaboration with external stakeholders such as enterprises, other educational providers, professional associations, social partners, trade unions, local and regional authorities and other partners. 15 Axis II - Third Mission: Innovation and Knowledge Transfer Aim 5. To elaborate an annual plan for all lifelong learning activities in conjunction with the Third Mission Commission. (Commitments 2, 9) Coordination with the cultural extension training activities such Campus Extend, Network of Knowledge s Antennas, Summer University courses, classes for Senior Citizens and URV Citizen s Programme.
16 Axis III - Internationalization Aim 6. To boost the international profile of the lifelong learning. (Commitments 2, 9) This will be achieved by: Internationalizing of the curriculum and the public target. Increasing participation in international projects and networks concerning university lifelong learning.
17 Axis IV - Quality Assurance Aim 7. To reinforce the quality assurance strategy related to lifelong learning. (Commitments 1, 6) This will be achieved by: Defining specific quality assurance processes for lifelong learning in the Internal Quality Assurance System. Implementing quality indicators concerning lifelong learning. Increasing the external accreditation of national and international quality standards in the lifelong learning programmes and services.
18 Axis V - Management Aim 8. To create a new structure to manage the entire postgraduate studies and the lifelong learning programmes. (Commitment 1, 8) This will be achieved by: Integrating the Lifelong Learning Centre and the School of postgraduate studies. Establishing specifics lines of communication and coordination with the university campuses, centres, departments, institutes and units of the University.
