1 University of Leeds Lifelong Learning Centre Admissions Policy This document outlines the Lifelong Learning Centre s (LLC) Admissions Policy for 2010 entry. It supports the admissions principles and policies of the University of Leeds, as outlined in the 2010 University of Leeds Undergraduate Admissions Policy ( and should be considered alongside this document. This policy will be reviewed on an annual basis. Application Forms and Deadlines Admissions to part time programmes are not handled through the UCAS process. Applications should, rather, be made using the forms that are available from the LLC. Those applying to part time degrees in Childhood Studies or History of Art must submit applications by 30 th June 2009 (late applications are not accepted for these programmes). Candidates for all other programmes are advised to submit forms by 31 st July 2009 to be sure of consideration in the 2009 recruitment round. Although later applications will normally be considered until mid September, we cannot guarantee this beyond July. Candidates who wish us to consider the award of credit for prior learning (see section 22) should apply as early as possible to allow time for consideration of their case. Anyone in doubt about making a late application should contact the LLC for advice. 2

3 2. Mature and Younger Students Most part time students apply to university following a break from formal education and, where possible, admissions processes take account of the skills that such students have acquired through life and work experience. Part time programmes are, however, also an option for those moving directly from school or college. In such cases, achievement in prior qualifications will be given greater weight in assessing the suitability of the candidate. 3. Preparatory Programmes The LLC is committed to widening access to ensure we admit those who have the potential to study at the University of Leeds regardless of background. For those returning to learning who need to develop the knowledge, skills and confidence for successful study in higher education and to build evidence to support their application, the LLC provides the following programmes : Preparation for Higher Education a 1 year, part time programme that systematically develops academic skills and gives support in the application process; Open Study a flexibly structured opportunity to experience higher education through short courses and to gain knowledge, study skills and an appreciation of what is involved in different academic disciplines. Further information about each programme is available on the LLC website. The university also runs the Access to Leeds scheme for younger learners as a means of identifying applicants who may not have been able to demonstrate their academic potential as readily as others. All applicants who are eligible and apply through Access to Leeds are guaranteed special consideration. Successful applicants receive an alternative offer alongside the standard offer. Further information is available at 4. Deferred applications The Lifelong Learning Centre will accept applications for deferred entry. 5. Re sit applications The Lifelong Learning Centre will accept a further application from those who have been unsuccessful in gaining a place on a previous occasion. We will also consider those who are re sitting examinations. 6. Internal transfers The Lifelong Learning Centre will accept applications from candidates who wish to transfer internally from other programmes at the University of Leeds. 7. Joint Honours applications The Lifelong Learning Centre handles admissions for part time Joint Honours Arts programmes. 3

4 8. Applications from minors and vulnerable persons The University of Leeds Undergraduate Admissions Policy details our policy on dealing with applications from minors and vulnerable persons. Age and vulnerability of itself is not generally a bar to admission. However it is recognised that careful consideration may need to be given to someone s age and vulnerability where applying for certain programmes. 9. International/ Overseas students Part time study does not carry eligibility for a visa. Applications are not, therefore, received from international students outside of the EU. Where applicants from abroad already have UK residency and have gained qualifications outside of the UK, these are considered in line with our standard entrance requirements (expressed as English A level qualifications). For those for whom English is a second language, proof of English Language proficiency will be required. Minimum levels and approved tests are detailed in the University of Leeds Undergraduate Admissions Policy. The exception to this latter requirement is our Cert HE in Business Management with Foundation Year which is designed for migrant workers. The language level requirement for this is set out in the table in section Applicants with a disability The University of Leeds Undergraduate Admissions Policy details our policy concerning applicants with a disability. The LLC welcomes applications from disabled people. In line with the University s obligations under the Disability Discrimination Act, 1 disabled applicants will not be treated less favourably than other applicants are, or would be, treated. The LLC will strive to make reasonable adjustments, to help ensure that disabled applicants have full and equal access to our admissions procedures and courses. The judgment about an individual candidate s academic suitability will be kept separate from any consideration of the applicant s disability related support requirements. Applicants are asked to indicate their disability status on their application form and we encourage applicants to disclose any disability. Where candidates choose not to disclose their disability this may make it more difficult, or in some cases impossible, for the University to make adjustments. Disabled candidates are advised to contact the University s Disability Team (part of the University s Equality Service), once an application has been submitted, to discuss any support requirements they may have in relation to the programme for which they have applied. Part time applicants are also welcome to approach the LLC directly via the contact details found at the end of this document. 11. Applicants with a health related issue or other mitigating circumstance The University of Leeds Undergraduate Admissions Policy details our policy concerning applicants with a health related issue. 5 the LLC as soon as possible if their health is likely to impact on their ability to engage with the admissions process. If a candidate feels that their prior ill health or personal circumstances other than ill health (for example, bereavement or other difficult home or family circumstances) may have affective their previous education, or may have affected the grades they received in past examinations, then they are also welcome to contact the LLC to discuss this further. All formal requests for mitigating circumstances to be taken into account in the admissions process should be supported by a full declaration about the nature of the circumstances and whether or not these were declared to the exam board of the qualifications concerned. This declaration should be made by sending directly to the relevant Admissions Tutor verified documentation from the referee. Admissions intake 12. Admissions intake All of the programmes covered by this policy are designed for part time students. Most already live or work within travelling distance of Leeds. Since part time study does not grant visa eligibility, these programmes are not accessible to international fee paying students. Typically part time applicants have had a break from formal education. They may also be in a situation where their abilities and potential exceed the evidence of qualifications taken earlier in life. Our admissions policy reflects this in giving opportunities for applicants to demonstrate their academic potential through the Alternative Entry Scheme (see section 17). Where relevant for the proposed area of study, careful consideration is also given to the skills and knowledge that applicants have gained through their work and life experience. 13. Competition for places Student numbers on part time programmes are not generally restricted and we are, therefore, usually able to offer places to those applicants who meet the entry criteria. The Preparation for Higher Education Programme is the exception to this pattern in having a limited number of places which are, in some years, oversubscribed. Selection process 14. Selection Process Applications must be made via the standard forms that are available from the LLC (i.e. not through the UCAS process). Academic grades normally form only one part of the final decision and sections 17 to 20 set out how applicants may demonstrate that they have the skills, knowledge and attributes that we believe will enable them to become a successful student. 15. Selection Criteria Applications are considered by the relevant admissions tutor for the programme. The admissions tutor is looking to establish whether the candidate : is equipped for successful study on the programme in terms of their academic ability, knowledge and potential; 5

6 shows an informed commitment to their chosen course of study at the University of Leeds; has relevant professional experience (where this is required for work related programmes and noted in the table in section 16). These selection criteria are designed to treat all students fairly and not discriminate unlawfully on grounds of marital status, gender, gender re assignment or transsexual status, race (including colour, nationality, national origin or ethnic origin) disability, sexual orientation, age, religion or belief, political or other opinion, social origin, association with a national minority, property, birth or other status. 16. Academic entrance requirements The formal minimum entrance requirement for Cert HE, BA (Hons) and BSc (Hons) programmes is equivalent plus 2 A levels or equivalent. Unless indicated in the table below, we consider A Levels in Critical Thinking and General Studies equally alongside all other A Level subjects. We also accept a wide range of alternative qualifications such as HNDs, BTECs, NVQs, Access to HE Diplomas (60 credits) or equivalent access qualifications, Open University Foundation Year Credits and many professional qualifications. Applicants will be required to provide formal certificates as evidence of prior qualifications. Any applicant who is unsure whether their qualifications are appropriate should contact the LLC for further advice. Programme specific variations or additional requirements are noted below. Programmes marked with an asterisk do not accept the Alternative Entry Scheme described in section 17. Please note that entrance requirements may be reviewed and amended at the end of an admissions cycle based on the performance of the previous year s cohort. Applicants write a brief piece ( words) on why they want to join the course and describing their relevant work experience. Applicants must be employed at a senior level in a child and family welfare setting. 8 Learning and Teaching Foundation Degree in Learning & Teaching BA (Hons) Professional Studies in Teaching & Learning Applicants must be engaged in some form of teaching or learning support work, paid or voluntary, for a minimum of 60 hours per year over the duration of the course, and need to identify a workplace mentor who can offer advice and support during the course. For the Foundation Degree normally we require a level 3 qualification. For the BA degree applicants must also hold a relevant Foundation Degree, or an equivalent HND or Diploma in Higher Education. Selection is made via review of the application form and discussion at interview. Decisions are made on the basis of whether the applicant : Is likely to be able to achieve their progression goal through completion of PHE (this will take account of an entry requirements for the anticipated study beyond PHE); Shows informed readiness to commit to the programme; Demonstrates evidence of commitment and potential for achievement in higher education through their life /work experience; Has not had opportunity earlier for progression to higher education; Is resident in, or close to, West Yorkshire. No formal qualifications or experience are needed. Applicants will normally be interviewed in order to judge whether they have potential to succeed on their chosen course of study. Alternative ways of Meeting Entrance Requirements The Alternative Entry Scheme allows applicants who do not have the relevant formal qualifications to draw on their life and work experience to demonstrate their potential for success. This involves satisfactory completion of work which is set and marked by the relevant admissions tutor. The assessment may take the form of one or more essays chosen from a selection of titles and designed to allow candidates to show their aptitude for structured thinking and writing in relation to their chosen discipline/s. In some cases it may also involve a short test to assess specific knowledge or skills in, for example, mathematics. Applicants who wish to see examples of the kind of assignments that are set should contact the LLC. Applicants are supplied with guidance notes which set out the assignment task and procedures for handing in. Work is normally set following an interview although, in some instances, applicants are asked to complete an assessment first in order to determine whether to proceed to an interview. Assignments are sometimes to be done at home within a given time frame and sometimes involve attendance here at the University. The University Matriculation Scheme is an alternative way in which applicants without GCSE Maths and English can demonstrate their ability to meet these particular requirements. Candidates must be referred to this scheme by the relevant admissions tutor. 18. Progression Agreements Progression Agreements, approved by the West Yorkshire Lifelong Learning Network, provide a ready made progression route between designated programmes. At present, a progression route exists between the Preparation for Higher Education and part time Cert HE in Business Management. 19. The Application Form and Personal Statement The Application Form provides information about the candidate s prior qualifications and experience as well as inviting a personal statement in support of the application. Applicants should complete the personal statement fully and carefully, remembering that this is a vital opportunity to give evidence against the criteria set out in section 15. We are looking for informative Statements that tell us about the candidate s interest in the proposed subject of study and show relevant knowledge, training, skills and personal or professional experience. Candidates are also required to name two referees and should note that these references will be followed up. Forms are considered in their entirety by the admissions tutor. 9

10 20. Interviews It is standard policy for applicants to part time programmes to be interviewed. In most cases, all applicants will be called for interview although, in some instances, the Application Form and other evidence such as the Alternative Entry Scheme are used to determine whether a candidate reaches the interview stage. Interviews are normally conducted by the admissions tutor for the programme and are structured to provide fuller evidence of the candidate s academic potential, aptitude for the programme and, where relevant, professional experience. As with the personal statement, applicants should be ready to discuss each of these areas, remembering the importance of skills and knowledge that they have acquired through informal as well as formal learning. The interview also provides opportunity for an applicant to ask questions about their proposed programme of study and for the admissions tutor to be sure that the candidate has made a properly informed choice. 21. Offers Offers are made on the basis of merit and the ability of each applicant to meet the academic and non academic criteria for admission to the relevant programme of study. Decisions are based on the information supplied in the Application Form and gained through interview and any additional tests. The University of Leeds Undergraduate Admissions Policy gives further details of the type of offers that are made. 22. Accreditation of Prior Learning (APL) Active participation in the programme of study is core to the learning experience provided by our part time programmes. In some cases this explicitly draws upon the experience, skills and knowledge that members of the group bring from prior experience and learning. Exemption from any part of a course through the granting of credits from prior learning is, therefore, considered only in a limited number of cases set out below: Programme APL Arrangements Foundation Degree in Learning & Teaching 20 credits (i.e. exemption from a specified module) are allowed for those with the HLTA (Higher Level Teaching Assistant Qualification). 120 credits are allowed for those with a relevant Certificate of Education (120 credits) or equivalent. Foundation Degree in Family Support APL may be considered in relation to specific modules on an individual student basis Cert HE in Business Management APL may be considered in relation to specific modules on an individual student basis In making judgements about the award of credit for prior learning we are looking for a close match between the outcomes, content and level of the earlier study and any unit/s of the proposed programme from which exemption is sought. Prior learning claimed for credit 10

11 should normally have been achieved not more than 5 years before commencement of the University of Leeds programme. All applications for APL must be made using the standard forms available from the LLC and are considered formally by the LLC Accreditation of Prior Learning Committee which is responsible for determining whether advance standing can be granted. Unsuccessful applicants 23. Feedback Any candidate who is unsuccessful in their application will receive written notification from the LLC with brief feedback on the reasons for this decision. All unsuccessful applicants are offered an appointment with an Advice and Guidance officer. The University s policy on providing feedback to applicants can be found in the University of Leeds Undergraduate Admissions Policy. 24. Complaints The LLC will consider all applications fairly and effectively in line with the procedures outlined in this document and the University of Leeds Undergraduate Admissions Policy. Applicants who wish to challenge a decision to reject their application should write to the Director for Lifelong Learning Centre, Dr Stella Cottrell at the address given in section 28, detailing the nature of their complaint. Full details of the complaints procedure can be found in the University of Leeds Undergraduate Admissions Policy. Opportunities to visit 25. Experience of HE for prospective part time students The LLC is committed to promoting part time university study for people who have not had opportunities for higher education at an earlier stage in life. We offer a wide range of opportunities for potential students to learn about university study and to visit the campus. The following are examples of this provision: Outreach to adults in the community a range of open events and study days both on and off campus for communities under represented in higher education to help adults to attain at GCSE, raise aspirations and improve understanding of university study; Information and Guidance (IAG) pre entry information and guidance from highly experienced, qualified staff to help those who are considering university study to make informed choices; Short Courses opportunity for potential applicants to experience university study before committing to a longer certificate or degree through both on and off campus provision; Preparation for Higher Education a one year, part time programme designed to develop skills for university study and support students in the application process. Further information about each of these is available from the LLC website. We also welcome individual enquiries and can arrange for anyone interested in part time study to visit the University and meet for informal discussion with a member of the LLC staff. 11

12 26. Induction and welcome events for new part time students The LLC offers three days of events, drop ins and campus tours to help familiarise new students with the university. These provide opportunities to meet staff and other students, see the library and other facilities, receive study tips and discuss any issues or concerns. Further details are available from the LLC website. Scholarships & funding 27. The Leeds Bursary for part time students A University of Leeds bursary, equal to half the cost of the full time fee, is available to parttime students. In order to qualify, students must be self financing, studying at an intensity of at least 50% of their full time counterparts (i.e. 60 credits per year) and enrolled for a course that is not equal to or lower than a qualification that they already hold. Further funding may be available for part time students on low incomes in the form of nonrepayable grants from local authorities. The combined effect of these two is that some students may be able to cover the full cost of fees and have some contribution towards their study costs. The LLC provides details of the financial support that is available to part time students through its website and part time prospectus. Contact details 28.
