2 REQUEST FOR EMPANELMENT (RFE) OF CONSULTANT FOR ROOFTOP SOLAR PV POWER PLANT CEL invites RFE from individuals/ Autonomous body/ Institutions/ registered firm or company for providing consultancy services for Rooftop Solar PV Power Plant. 1. Details on the services to be provided are mentioned in the Scope of work in this document 2. Applicants eligible as per qualifying conditions will be short listed based on the information provided by them. The short listed applicant may be invited to make a presentation to the Evaluation committee. The notice for shortlisting of applicants for technical presentation will be intimated individually. 3. Proposal must be submitted at CEL, Sahibabad in a sealed envelope marked as RFE of Consultant for Rooftop Solar PV Power Plant, The name and contact details of the firm should be on the envelope. 4. The agency will be selected as per the evaluation mechanism of this RFE. 5. 4 SECTION I: BACKGROUND 1.1. Background Central Electronics Limited (known as CEL), is the pioneer in the field of Solar Energy and the torch bearer of Indian Solar Photovoltaic industry for the last several decades. An ISO 9001:2008 & ISO 14001:2004 certified company, CEL, was established in 1974, as a Public sector enterprise under the Department of Scientific and Industrial Research, Ministry of Science and Technology, Government of India with an objective to commercially exploit the indigenous technologies developed by National Laboratories and R&D Institutions in the country. CEL is situated at Sahibabad Industrial area of Ghaziabad District in the state of Uttar Pradesh & spread over 50 acres area with modern infrastructure, CEL is one of the few companies with a solar cell and solar module production capability as well as systems design, engineering manufacture and support capability, built and nurtured entirely through in-house R&D efforts over the last 40 years Solar Photovoltaic Group As one of the pioneer manufacturers of Solar Photovoltaic, with a product portfolio of over 30 different types of SPV systems ranging from: industrial to rural & remote area, CEL has immense strengths in all aspects of Photovoltaics. CEL has installed a new state-of-art Solar PV Module Manufacturing plant which was dedicated to the nation by Dr. Harsh Vardhan, Hon'ble Union Minister, Ministry of Science & Technology and Ministry of Earth Sciences on CEL s Solar PV modules Range from10 watts up to 300 watts conforming all international benchmarks of quality, reliability and safety. IEC 61215, IEC and IEC certified by NISE, MNRE are few of the benchmark certificates gives the CEL much needed quality assurance.

5 SECTION II: SCOPE OF WORK 2.1. Purpose Government of India has set a target of 40 GW for Grid Connected Solar Rooftop Power Projects under National Solar Mission. CEL is one of the Central Public Sector Enterprise nominated/selected by MNRE - to take up the rooftop solar power projects across the country in various government establishments under this mission to achieve target set by Government of India. CEL is looking for dynamic professionals working in the field of solar energy with specialization in roof top solar installations to work as consultant Scope of Work for the consultant The Consultant shall take overall responsibility of the overall rooftop solar project. The details are as below Site Survey as per the standard format provided by CEL/ End Customer Study of the load requirement and captive consumption of the establishment at the site Collection, verification and evaluation of solar radiation resource data and localmeteorological data and calculation of energy yield based on analysis of direct anddiffused solar radiation, seasonal and daily characteristic, load factor Estimate the power generation potential depending on the site conditions Brief Feasibility Report Design the layout of the grid connected solar plant as per MNRE specifications including all civil, structural, electrical & all related works Description of technical features and specifications of solar PV power plant components including PV modules, inverter, transformer, cables, switchyard etc. ofpower plant The consultant shall provide cost estimates associated with the project including the costs involved as below: i. Basis of cost estimates ii. Phasing of expenditure iii. Possible costs and revenues for emission reduction certificates iv. Remote Monitoring System, SCADA v. Operation and maintenance costs vi. Escalation in O&M costs and its basis vii. Taxes, duties and levies applied to equipment for solar power projects viii. Financial analysis and economic analysis of the project The consultant will prepare the DPR/ proposal for the End Customer /MNRE/ CEL as per their specific formats The consultant shall have to prepare the complete Bid Documentation including agreement, tendering, preparing draft agreement between the EPC

6 and End Customer. Bid Document for design, manufacture, Supply, Erection, Testing & Commissioning, completion of solar power project and subsequent O&M of solar power project covering all technical requirements for overall design, components, vendor/subcontractor selection, performance assessment protocol, compliances of various rules and regulations etc. The scope of work should cover but will not be limited to the following. 1) Short tender notice & prequalification criteria 2) Detailed tender notice & prequalification criteria 3) Brief description of works & scope of work 4) Objective of the works covered under this work 5) Detailed itemwise specifications 6) General conditions of contract 7) Special conditions of contract 8) Form for performance guarantee 9) Outline skeleton of design & design parameters. (A) Solar insolation /irradiance data as per NASA regular programme (B) Drawing i) General site map showing the building & PV project ii) Proposal layout of solar PV panel installation iii) Module Mounting Structures (MMS) Design certified by CEng (Charted Engineer) iv) Single line diagram v) Detailed circuit diagram, layout plan, sectional layout for panels, Transformer, Inverter etc vi) Cable route/cable trenches layout vii) Feeder pillar/junction box layout viii) Substation layout & single line diagram showing the earthing, import-export metering arrangements etc. ix) Single line diagram & detailed circuit diagram for Relay and controlcircuit/equipment s/panel The Consultant shall develop the Bid Document based on best industry practices, latest technical developments, prevailing market situation and, their experience with other projects Bid Document shall cover, design standard for equipment to be supplied, manufacture, Supply, Erection, Testing & Commissioning of solar power plant compliant to relevantlaws, Acts, grid codes, regulations, notifications, rules; ensuring quality of supply andepc with necessary checks, and inspections; along with associated Civil Works, ElectricalInstallations, etc.; and for carrying out Operation and maintenance of the project for thelife of the project on Turnkey basis The Scope of Work for preparation of Bid Document shall also include preliminary system design and necessary engineering for the project, eligibility criteria s, technical as well as financial evaluation/ elimination criteria, scope of work for the developer, tech specifications, payment milestones, penalty/incentives and any other related issues, etc.

7 Scrutiny of Bids The Consultant shall examine the bids for its completeness and prepare lists ofinformation/clarifications to be asked for various Bidders The consultant shall evaluate responsive offers in consultation with CEL based on evaluation criteria approved by CEL/End Customer The Consultant shall submit hard copy and soft copy of the Evaluation Report Project Management Consultancy - The Scope of Job includes overall Project Management comprising Management of Supply/Construction, Quality Management, Site(s) supervision, overall supervision of Engineering Procurement & Construction (EPC) Project execution including review & approval of all documents submitted by the EPC Contractor, Commissioning, Completion and stabilization of the project(s) as per the timelines mentioned in the Tender.

8 SECTION III: ELIGIBLITY CRITERIA 3.1. Educational Qualifications The organisation/ Individual should have a qualified team of professionals having Bachelor s Degree in Engineering from a recognized University. MBA/PhD will be an advantage. (CV of team leaders and at least 2 key members to be submitted along with the offer) 3.2. Experience # Criteria Documentary Proof Required 1 Minimum 05 years of relevant professional Copies of PO/ experience in the field of Development/ Completion Certificate. Design/Working in the area of renewable energy/ power sector. (At least 5 projects must have been successfully completed) 2 Minimum 02 years of experience in providing consultancy services for projects in the field of Rooftop Solar Power Plants to various government agencies, handling grid connected solar power projects/ grid connected solar roof top projects. (At least 2 projects must have been successfully commissioned and must be running for at least 3 months, in the slab applied) 3 Knowledge of Project Management. Certificate Preferred Copies of PO/ Completion Certificate Project Management Training Attended/ PMP Certification/PM Certification. 4 Excellent documentation skills in English. At least 2 completed/ accepted Detailed Project Report (DPR) including financial to be submitted both in soft & hard copies Language Fluent in English and Hindi.

9 SECTION IV- EVALUATION AND EMPANELMENT PROCEDURE The interested applicants should apply as per the format attached in Annexure A. In order to empanel consultant, the CEL will constitute an Evaluation Committee to evaluate the proposals submitted for detailed scrutiny. During evaluation of proposals, CEL, may, at its discretion, ask the bidders for clarification on their applications. The process for empanelment is as given below Evaluation process Scrutiny of eligibility criteria mentioned in section III for responsiveness to the RFE will be done by the Evaluation Committee to determine whether the documents have been properly signed, qualification criteria fulfilled and all relevant papers submitted and whether the response to RFE is generally in order. The Evaluation Committee can seek additional information from the applicants, if needed. The response to the RFE not conforming to requirements and past work record will be rejected. The technical evaluation will be done on the basis of eligibility criteria mentioned in section III 4.2. Empanelment Applicants shortlisted for empanelment will be required to sign an agreement with CEL, accepting the terms and conditions laid down by CEL. After signing of the agreement, no variation or modification in the terms of the agreement shall be made except by written amendment signed by both parties The consultant shall be emplaned for following broad categories of the rooftop power plant specific to the geographical area. i. Small Rooftop PV Power Plants with capacity upto 25 KWp ii. Medium Size Rooftop PV Power Plants with the capacity more than 25 KWp upto 100 KWp iii. Large size Rooftop PV Power Plants with the capacity more than 100 KWp upto 1000 KWp iv. Very Large size Rooftop PV Power Plants with capacity greater than 1 MWp The City/State wise panel of consultants shall be formed Offers should mention Consultant preferred choice of categories of Rooftop PV Power Plant as defined in section Offers should mention Consultant preferred choice of City/State where he/she has the best resource to deliver the work in time. An offer not mentioning this shall be rejected Consultant can be offered empanelment maximum of 3 states.

10 Specific enquiries shall be floated among empanelment consultants. Financial Offers shall be sought from the empaneled consultants within 3 days of floating the enquiry There shall be a system of ongoing performance monitoring and evaluation of the empaneled consultants Those consultants who do not regularly participate in the enquiries (5 enquiries continuously) or do not deliver the assigned work on time (Any single work) shall be De-Empanelled after giving due notice and opportunity to explain.
