1 OIL INDIA LIMITED (A Govt of India Enterprise) Pipeline Headquarters Noonmati, Guwahati, Assam Fax No TENDER NOTICE NO: G218918L11 OIL INDIA LIMITED invites SEALED TENDERS from experienced and approved contractors/firms along Pipeline or its equivalent in other spheres of OIL Registered Contractor for the following work: DESCRIPTION OF WORK/SERVICE Hiring services of ROW Patrolling from PL.KM (0)to PL.KM 34 for M/L stretching through Dibrugarh District of Assam & PL.KM (0) to PL.KM 35 for B/L stretching through Tinsukia District of Assam under PS-1 Sector in the state OF Assam, once in a week, for two years. LOCATIO N TIME OF COMPLETION TENDER PAPER COST 1. EARNEST MONEY/ 2. SECURITY DEPOSIT PS1 TWO YEARS RS 500/- 1.Rs 3650/- 2. NIL 1.0 The interested contractors / firms should send the applications for issue of tender documents addressed to Dy. Chief Engineer, PS1. Prescribed Tender Documents (non-transferable) are to be purchased from the office of Dy. Chief Engineer, PS1 within office working hours from 16 th Aug 2010 to 8 th Sept 2010, along with non-refundable Crossed Demand Draft of Rs 500/- in favour of Oil India Limited payable at Guwahati as tender paper cost. 2.0 SEALED ENVELOPES containing the Tender shall be marked with the above Tender Number and description of work and addressed to the : Chief Manager (Admin), PL OIL INDIA LIMITED, P.O :Udayan Vihar Pin , Assam, 3.0 Tenders will be received upto PM (IST) on and opened on the same day at PM (IST) at Chief Manager (Admin), PL s office. Tenders can be dropped in the tender box placed in the office of the Chief Manager (Admin), PL. However, if the above mentioned closing/opening day of the tender happens to be non-working day due to Bandh /Strike or any other reason, the tenders will be received and opened on the following working day at the same time except on Saturday. 4.0 The applications along with the above documents should reach to the office of Chief Manager (Admin), PL on or before OIL General Conditions of Contracts, the Standard Specifications and relevant drawings relating to this tender may be seen in the office of the Dy. Chief Engineer, PS1 on working days during the office hours. The Company reserves the right to reject any/all application(s) without assigning any reason. 5.0 The rates shall be quoted per unit as specified in the Schedule of Work (Part-II) and shall be in words as well as in figures. No overwriting shall be allowed, but all corrections may be inserted in the blank space above the corrected word/figure and must be initiated. In case of discrepancy the NIT rate quoted in words shall be considerate to be correct.
2 6.0 Before tendering, the tenderer is advised to inspect the work site with permission from the Dy. Chief Engineer, PS1 or his representative to assess the nature and extent of the work and the conditions under which it will be carried out, may also seek such clarification from this office as deemed necessary. 7.0 The Company reserves the right to reject any or all tenders or accept any tender in part or in full without assigning any reason. 8.0 (a) No Tenderer must withdraw the tender after its public opening. Any such withdrawal will make the tenderer debarred from further tendering, which shall be at the sole discretion of the Company and the period of debarment in no case shall be less than 6 (Six) months. (b) Once a withdrawal letter is received from any bidder, the offer will be treated as withdrawn and no further claim/correspondence will be entertained in this regard. 9.0 The tender must be valid for 180 (one hundred and eighty) days from the date of opening of the tender Conditional tenders are liable to be rejected at the discretion of the Company The work shall have to be started as per the date mentioned in the work order Time will be regarded as the essence of the Contract and the failure of the part Contractor to complete the work within the stipulated time shall entitle the Company to recover liquidate damages and/or penalty from the Contractor as per terms of the tender/contract The selected tenderer will be required to enter into a formal contract, which will be based on their tender i.e. OIL s Standard Form of Contract Salient Features of Eligibility Criteria : BEC/BRC A) BID REJECTION CRITERIA (BRC): I) The bids shall conform generally to the terms and conditions given in the bidding documents. Notwithstanding the general conformity of the bid, the following requirement will have to be particularly met by the bidders without which the same will be considered non-responsive and rejected. i) Basic Qualification: The bidder shall be a Regd. Security Agency by Govt. Authorities with valid credentials. If the validity of such Registration does not cover the entire proposed service period the party must give an undertaking to renew the same regularly in time till the completion of the contract. Documentary evidences in support of valid Registration and fulfilling the requirement as spelt out here must be submitted along with bid. ii) Experience: Bidder must have relevant experience in providing security services with PSUs / Central Govt. /State Govt. Organization in last 5 (five) years reckoned from the Bid Closing Date(BCD). Should have successfully executed similar works of value 1. Single contract of minimum value of Rs. 8,30,496/- (80% of EC)
3 OR 2. Two contracts of minimum value of Rs. 5,19,060/- each. (50% of EC) OR 3. Three contracts of minimum value of Rs. 4,15,248/- each. (40% of EC) iii) Financial Turnover: Average Annual financial turnover during the last 3(Three) years, ending 31st March 2009, should be at least Rs.3,11,436/- (30% of EC) iv) Bidder must submit all necessary documents related to experience and turnover in duplicate. However, the originals of these documents shall have to be produced by the bidder, as and when asked for. Documentary Evidence: Bidder with above mentioned experience criteria shall have to submit the following with the tender document. (1) Copy of 'Certificate of Completion (COC)'/ Work Orders / 'Service entry Sheet (SES)' of jobs successfully completed/running, showing gross value of job done. (2) For proof of Annual turnover, any one of the following document/photocopy to be submitted: - i) A certificate issued by a practicing Chartered/ Cost Accountants Firm, with membership no. certifying the Annual Turnover and nature of business. ii) Audited Balance Sheet and Profit and Loss account. (3) For proof of requisite Experience, any one of the following document/photocopy to be submitted: - i) Certificate issued by any other Public Sector Undertaking/ Govt. Department in last seven years ending bid closing date showing: (a) Gross value of job done; and (b) Nature of job done; and (c) Time period covering the financial year(s) as per the NIT. OIL shall be entering into an Integrity Pact with the bidders as per format enclosed annexure of the tender document. Each page of this Integrity Pact Performa has been duly signed by OIL s competent signatory. The Performa has to be returned by the bidder (along with the technical bid) duly signed by the same signatory who signed the bid i.e. who is duly authorized to sign the bid. Any bid not accompanied by Integrity Pact to be signed by the bidder s authorized signatory who sign the bid, shall be rejected. (4) Bidder(s) must also furnish the followings. a). NAME OF FIRM : b). (IF AVAILABLE) (5) Solvency Certificate from Bank (6) Non- submission of the documents as specified in BRC above will result in rejection of bids. COMMERCIAL: a) Bidder shall furnish EMD as Bid Security along with Bid. Bid security shall be furnished in the form of Demand Draft/ Banker s cheque from any Nationalised Bank as a part of the Bid in a separate sealed envelope. Any bid not accompanied by a proper bid security will be rejected. b) Any bid received in the form of Telex / Cable /Fax / / Telephone call will not be accepted. c) Bid shall be typed or written in indelible ink and original bid shall be signed by the Bidder or their authorized representative on all pages failing which the bid will be rejected. d) Bid shall contain no inter-lineation, erasures or overwriting except as necessary to correct errors made by Bidder, in which case such corrections shall be initialed by the person(s) signing the bid. Any bid not meeting this requirement shall be rejected. e) Any bid containing false statement will be rejected. f) Bidders must quote clearly and strictly in accordance with the price schedule of Bidding Documents; otherwise the bid will be rejected. g) The Bid Documents are not transferable. Bids made by parties who have not purchased the Bid Documents from the Company will be rejected. h) Any Bid received by the Company after the deadline for submission of bids prescribed by the Company will be rejected. i) Price quoted by the successful Bidder must be firm during the performance of the Contract and not subject to variation on any account. A bid submitted with an adjustable price will be treated as non-responsive and rejected. j) The quoted price in the bid must be written clearly both in figures & words. k) The quoted price in the bid shall include service tax and other applicable taxes/liabilities including State liabilities. GENERAL: a) In case, any of the clauses in the BRC contradict with other clauses of Bid Document elsewhere, then the clauses in the BRC shall prevail. b) In case Bidder takes exception to any clause of Tender Document not covered under BEC/BRC, then the Company shall exercise its discretion to load or reject the offer on account of such exception if the Bidder does not withdraw/ modify the deviation when/as advised by the Company. The loading so done by the Company will be final and binding on the Bidders. c) To ascertain the substantial responsiveness of the bid the Company reserves the right to ask the Bidder for clarification in respect of clauses covered under BEC/BRC also and such clarification fulfilling the BEC/BRC clauses must be received on or before the deadline given
5 by the Company, failing which the offer will summarily rejected. d) Any additional information/terms/ conditions furnished in sealed Price Bid will not be considered by Company for evaluation /award of contract. e) The successful bidder /contractor shall undertake to indemnify the company against all claims which may arise under the under noted Acts during signing of the contract: a) The Mines Act b) The Minimum Wages Act 1948 c) The Workman s compensation Act 1923 d) The payment of wages Act 1963 e) The payment of Bonus Act 1965 f) The Contract Labour (Regulation and Abolition) Act 1970 and the rules framed there under. g) Employees Pension Scheme h) Interstate Migrant (regulation of Employment and Condition of Service) Act 1979 i) The Employees Provident Fund and Miscellaneous Provisions Act 1952 j) AGST Act/VAT k) Service Tax Act B) BID EVALUATION CRITERIA (BEC): The bids conforming to the terms and conditions stipulated in the bid documents and considered to be responsive after subjecting to the Bid Rejection Criteria will be considered for further evaluation as per the Bid Evaluation Criteria given below: 1. To ascertain the inter-se-ranking, the comparison of the responsive bids will be made on the basis of total amount quoted for the items of Part-II (i.e. schedule of works, units, quantity, rates) of the tender. 2.
