1 EROSION AND SEDIMENT CONTROL PROCEDURES This document is intended to set guidelines on project submittals, as it relates to Erosion & Sediment within The City of Lauderdale Lakes. The City of Lauderdale Lakes adheres to FDEP and NPDES requirements prohibiting the discharge of pollutants including sediment and construction debris into lakes, storm drains or any part of the storm conveyance system. All erosion and sediment control practices shall be implemented in accordance with the FDEP inspector s manual (first edition) and FDOT Roadway and Traffic Design standards. Approval from other governmental agencies may be required prior to the City s approval for construction. It is the Engineer of Records and the contractor s responsibility to determine which approvals are needed and to supply the City s Department of Public Works and Engineering Services with copies of the approval notices. All documentation must be in possession of the Department a minimum of fifteen (15) working days prior to scheduled inspections. EROSION AND SEDIMENT CONTROL GUIDELINES FOR CONSTRUCTION SITES A. Construction Entrance/Exit 1. The entrance/exit must provide an area where mud can be removed from construction vehicle tires before they enter a public road. 2. The entrance/exit shall be maintained in a condition that will prevent tracking or flowing of sediment onto public right-of-way. 3. As required, wheels shall be cleaned prior to entrance onto public right-of-way. 4. When washing is required, it shall be done on an area stabilized with crushed stone that drains into an approved sediment trap or sediment basin. 5. The aggregate layer must be at least 6 thick. 6. The entrance must extend the full width of the vehicular ingress/egress area (12ft mm). 7. The length of the entrance must be at least 50 feet. 8. The entrance must be widened at its connection to the roadway in order to accommodate the turning radius of large trucks. 9. A geotextile should be laid down to improve stability and simplify maintenance. 10. The gravel shall then be placed over the geotextile to the specified dimensions. 11. The area of the entrance should be cleared of all vegetation, roots and other objectionable material. ECM NW 36th Street, Lauderdale Lakes, FL Page 1 of 16

2 B. Silt Fences 1. Install within 24 hours of land disturbance. 2. Install on down slope sides of site parallel to contour of land. 3. Extend end up slope enough to allow water to pond behind fence. 4. Bury 8 inches of fabric in trench. 5. Use one stake every 6 to 8 feet of fencing. 6. Leave no gaps. Overlap sections of silt fence, twist end of silt fence together. 7. Inspect once a week and after every ¼ (inch) of rainfall. Remove sediment if deposits reach one-third the fence height. 8. Maintain and repair as required by City s Engineering Inspector C. Straw Bale Fences 1. Install within 24 hours of land disturbance. 2. Use two stakes per bale. 3. Leave no gaps. Stuff loose straw between bales. 4. Replace bales every 3 months. 5. Maintain as required by City s Engineering Inspector. D. Soil Piles 1. Locate away from any down slope street, driveway, stream, lake, wetland, ditch or drainage way. 2. Keep soil piles covered with plastic sheeting. 3. Wet down exposed soil with a light spray or sprinkler to keep dust and erosion at a minimum. E. Storm Sewer Inlet Protection 1. Protect on-site and near-by storm-sewer inlets with straw bales, filter fabric, silt fence drop inlet sediment filter or other approve method. 2. Inspect, repair and replace as outline in SWPPP and remove sediment deposits after every storm event. F. Sediment Clean Up 1. At the end of each workday, sweep or scrape up soil tracked onto the street. 2. At the end of each workday and following a storm event, clean up the soil washed offsite. G. Preserving Existing Vegetation 1. Wherever possible, preserve existing trees, shrubs, and other vegetation. 2. To prevent root damage, do not grade, place soil piles, or park vehicles near trees marked for preservation. 3. Place plastic mesh around trees to protect the area below their branches. 3 H. Revegetation 1. Seed, sod or mulch bare soil as soon as possible. Vegetation is the most effective way to control erosion. I. Seeding and Mulching 1. Spread and compact 2 to 4 inches of topsoil. 2. Fertilize, if necessary, in accordance with label instructions. 3. Seed with an appropriate mix for site. 4. Rake lightly to cover seed with ¼ inch of soil. Roll lightly. 5. Mulch with straw (70-90 lbs. or one bale per 1000 sq. ft.) 6. Anchor mulch by punching into the soil, watering or by using netting or other measures on steep slopes. 7. Water gently every day or two to keep soil moist. Less watering is needed once grass is 2 inches tall. J. Sodding 1. Leave or replace 4 inches of topsoil. 2. Fertilize, if necessary, in accordance with label instructions. 3. Lightly water the soil. 4. Lay sod. Tamp or roll lightly. 5. On slopes, lay sod starting at the bottom and work towards the top, laying in a brickwork pattern. Peg each piece down in several places. 6. Initial watering should wet soil 6 inches deep. Then water lightly every day or two to keep soil moist but not saturated for two weeks. CONTRACTOR S RESPONSIBILITY It is the contractor responsibility to implement the erosion and turbidity controls as shown on the sediment and erosion control plan. It is also the contractor responsibility to ensure these controls are properly installed, maintained and functioning properly to prevent turbid or polluted water from leaving the project site. The contractor will adjust the erosion and turbidity controls shown on the sediment and erosion control plan and add additional control measures, as required, to ensure the site meets all federal, state and local erosion and turbidity control requirements. The contractor will implement the best management practices as outlined above and as required by the erosion and sediment control plan and as required to meet the sediment and turbidity requirements imposed on the project site by the regulatory agencies. 4 EROSION AND SEDIMENT CONTROL INSPECTION AND MAINTENANCE PRACTICES The following are inspection and maintenance practices that will be used to maintain erosion and sediment controls. No more than 10 acres of the site will be denuded at one time without prior notifying the City. All control, measures will be inspected by the superintendent, the person responsible for the day to day site operation or someone appointed by the superintendent, at least once a week and following any storm event of 0.25 inches or greater. All turbidity control measures will be maintained in good working order; if a repair is necessary, it will be initiated within 24 hours of report. Built up sediment will be removed from silt fence when it has reached onethird the height of the fence. Silt fences will be inspected for depth of sediment, tears, to see if the fabric is securely attached to the fence posts, and to see that the fence posts are firmly in the ground. The sediment basin will be inspected for the depth of sediment, and built up sediment will be removed when it reaches ten percent of the design capacity or at the end of the job. Diversion dikes/swales will be inspected and any breaches promptly repaired. Temporary and permanent seeding and planting will be inspected for bare spots, washouts, and healthy growth. A maintenance inspection report will be made after each inspection. A copy of the report form to be completed by the inspector is attached. The reports will be kept on site during construction and available upon request to the owner, engineer, or any federal, state or local agency approving sediment and erosion plans, or storm water management plans. The reports shall be made and retained as part of the storm water pollution prevention plan for at least three years from the date that the site is finally stabilized and the notice of termination is submitted. The reports shall identity any incidents of non-compliance. The site superintendent will select up to three individuals who will be responsible for inspections, maintenance and repair activities, and filling out the inspection and maintenance report. 5 from the site superintendent. They will be trained in all the inspection and maintenance practices necessary for keeping the erosion and sediment controls used onsite in good working order. NON-STORM WATER DISCHARGES It is expected that the following non-storm water discharges will occur from the site during the construction period: Water from water line flushing Pavement wash waters (where no spills or leaks of toxic or hazardous materials have occurred). Uncontaminated groundwater (from dewatering excavation). All non-storm water discharges will be directed to the sediment basin prior to discharge. NOTE TO THE CONTRACTOR The inspection reports will be as mandated by the EPA s National Pollution Discharge Elimination System (NPDES), storm water pollution prevention plan for construction activity that impacts one acre or more than one acre. This certification must be completed weekly and after every rainfall event over 0.25 inches. It is suggested that the inspection forms be duplicated as needed by the contractor. This may require top dressing, repairs and/or cleanout of any measures used to trap sediment. 2. When necessary, wheels shall be cleaned prior to entrance onto public right-of-way. 3. When washing is required, it shall be done on an area stabilized with crushed stone that drains into an approved sediment trap or sediment basin. Dwg: Fig: Specific Application This method of inlet protection is applicable where the inlet drains a relatively flat area (slopes no greater than 5 percent) where sheet or overland flows (not exceeding 0.5 cfs) are typical. The method shall not apply to inlets receiving concentrated flows, such as in street or highway medians. Dwg: Fig: Chapter 6 - Best Management Practices Vegetation for Erosion Control 6.85 TREE PRESERVATION AND PROTECTION (ES BMP 1.85) Definition Protection of desirable trees from mechanical and other injury during land disturbing and construction activities Purpose To ensure the survival of desirable trees where they will be effective for erosion and sediment control, watershed protection, landscape beautification, dust and pollution control, noise reduction, shade, and other environmental benefits while the land is being converted from forest to urban-type uses Conditions Where Practice Applies Tree-inhabited areas subject to land disturbing activities. Specifications 1. Groups of trees and individual trees selected for retention shall be accurately located on the plan and designated as tree(s) to be saved. Individual specimens that are not part of a tree group shall also have their species and diameter noted on the plan. 2. The limits of clearing shall be located outside the drip-line of any tree to be retained, and in no case closer than 5 feet (1.5 m) to the trunk of such a tree. (See Plate 6.85a).
