We re looking for a Temporary Internal Projects Project Manager to join our Operations team. Internal projects relate to any Catapult internal activity that is not business as usual (i.e. is a discreet piece of work with a defined start and end point with a tangible outcome or output). The Catapult develops and delivers a number of internal projects which help us develop commercially, strategically and operationally. Internal projects are not, as a rule, managed by Project Managers from the Project Management team. However, the person assigned to manage an internal project will be responsible for adhering to the Project Management guidelines of the Catapult. The Internal Projects Project Manager will provide support as required to whoever is charged with the project management responsibility and also manage a small number of the internal projects themselves. This role therefore has 2 elements: 1. Overseeing the delivery of the portfolio of internal projects, reporting on progress and coaching the Project Managers responsible for delivery of those internal projects. 2. Hands-on project management of a small number of internal projects in a fastchanging, widely multi-disciplinary environment, managing and integrating project delivery with stakeholders at various levels, resourcing, planning, managing contracts and finance. 1 P a g e
2 What will you be doing? Project Coordination on budget / time / quality Take direct responsibility for mentoring and guiding your multi-disciplinary project teams to achieve your project s objectives successfully, which may include multiple third parties from both commercial and governmental sectors. Responsible for using best practice PMO methodology to create a project plan to fit the stakeholders/customers needs and deliver on time, with-in budget on desired outcomes. Sense check and monitor project progress and delivery across multiple projects simultaneously, ensuring all projects are progressing appropriately towards delivery. Contract change management: Integrate and align the projects within the business environment to ensure overall change impact across the business is understood, managed and embedded, and informs effective stakeholder management. Project Finance: Work in conjunction with the Finance Project Accountant to ensure that project finances/budgets are appropriately profiled, controlled, managed and reported as part of the monthly portfolio performance dashboard and that all relevant reports are delivered to the EMT and the Board. Contract Administration: Own and be accountable for the principles, policies, processes and standards required to govern, prioritise, manage, assure, control and deliver a project in line with the agreed gating methodology and governance arrangements in the contract, ensuring that escalation rules are understood and adhered to. Procurement requests and supply chain: Ensure contract compliance to operational issues and act as the bridge with Procurement team. Project resourcing and planning/ demand: Identify and manage resources required to enable delivery of assigned projects and promote and develop a strong project team culture. Project Reporting: Prepare, maintain and submit clear & concise activity/progress reports and time recording/management reports in order to identify potential problems before they occur. The PM applies this proactive approach in routinely tracking the project team s progress against their project commitments. Collate and analyse monthly status and progress reports to the EMT and the board and make recommendations on action required in areas of stakeholder and change management, risk, dependencies, cost vs benefits and resource conflicts. 2 P a g e
3 Mentoring and guiding: Put in place progress reviews with sponsor, agreeing any remedial actions, ensuring benefits still achievable. Takes a consultative approach to guiding stakeholders through a project. Engenders positive team spirit through good times and bad, is tenacious when dealing with setbacks. Portfolio Support and Reporting: Take responsibility for reporting on internal project progress as a portfolio. Support internal Project Managers in complying with Catapult processes and requirements. Act as an initial escalation point for internal project Project Managers, coaching Project Managers as appropriate and escalating to Senior Project Manager and/or Head of Project Manager and/or EMT Sponsor as appropriate. Help to develop the project management skill set of the internal Project Managers. 3 P a g e
4 How do we measure success in this role? For the projects the Internal Project Project Manager manages, any variance against project plan, budget, quality, time and impact of deliverables will be used to assess performance on the role. Other internal Project Managers demonstrating high levels of compliance in Catapult project management related processes. What kind of person are we looking for? You will have: Significant experience (5+ years) of successful project management as a Project Manager in a lead role in different project environments (customers / partners / scope / countries / etc.) a minimum of 2 year s experience of supporting and coaching junior project managers in project management practice. Project management skills in line with the APM Body of Knowledge, PRINCE2 or PMI PMBoK. Constantly looking for better, more efficient/ effective ways of doing business, encouraging a focus on delivery and improvement. Rigorously estimates the costs and benefits of different courses of action. Commits own and team resources to reach challenging goals or try something new whilst minimising the risks involved. Routinely holds self and others accountable and celebrates successful delivery. Experience with project finance, contract management, project reporting. Top-class relationship development and communications skills, along with the ability to quickly understand, interpret and integrate business requirements from a broad range of stakeholder perspectives. Strong attention to process, detail, documentation and outcomes. An excellent working knowledge of MS Project and MS Office in general. An enthusiasm for leading and mentoring others. It will be great if you also have: Experience of working in or delivering innovations projects, services insight definition work, economic analysis activities and / or digital production operations, particularly in creative or incubator-type environments. Experience of managing the delivery of data science projects based around the manipulation of geographic data. Experience of procuring third party services, including contributing to contract reviews and negotiations. Experience of planning and delivering digital projects involving products and services intended for a city services environment. Have a good understanding of the working processes within a Consultancy firm. Experience of working on large scale public-private and/or academic projects within a UK Government Department or another UK public body. Experience of project managing approval and consultation processes in large scale public/private partnerships for research programmes in cities. 4 P a g e
