2 INTRODUCTION The track record proves a solid foundation and point of excellence for both the HPJRA and TCJBRA. With that said, the evolution of single or limited rodeo event organizations has become paramount in the sport of rodeo. While neither Association can go back in time and recreate history, both can take the opportunity to join together and create history. In a historic move for youth rodeo, the High Plains Junior Rodeo Association (HPJRA) and the Texas Christian Junior Bull Riders Association (TCJBRA) have established an Affiliate Program to provide a mutually beneficial partnership for an initial period of The revolutionary move between the organizations is designed and has the purpose of promoting and providing a Christian based advancement in western lifestyle activities for existing members of both Associations and those potential members for which both want to attract. Setting the standard for which youth rodeo will advance in the years to come, both Associations are committed to this added value option for rough stock athletes who have not reached their 20 th birthday, expanded sponsorship opportunity and reach, enhanced media coverage, and an overall increase of activity for both Associations. HPJRA High Plains Junior Rodeo Association Since 1974, the High Plains Junior Rodeo Association (HPJRA) has provided a solid foundation for youth in the greater southwest, ages 19 & under, who wish to participate in the sport of rodeo. The annual membership of HPJRA ranges from 150 to 300 individuals, representing 75 to 150 families who travel to some 15 sanctioned rodeos, plus an undefined number of affiliate events, throughout the southwest. On average, members travel a minimum of 150 miles per rodeo to compete in HPJRA sanctioned rodeos and affiliate events. Many great organizations and communities engage in the basic objective of the Association to promote Christian-based youth rodeo activities with a direct tie to preservation of the sport of rodeo. The HPJRA provides a wide-array of partnership advertising avenues to maximize the recognition and exposure of partnership involvement with a direct exposure to some 50,000-plus individuals. 2 P a g e

3 Not to mention a documented economic impact which exceeds over $37,000 PER DAY to the communities in which rodeos are held. TCJBR Texas Christian Junior Bull Rider s The Texas Christian Junior Bull Riders Association, referred to as the "TCJBR," represents youth bull riders across the entirety of the state of Texas and was founded in Since Texas is a very large state, the TCJBR divides its activities into five regions: North, West, Southeast, Panhandle and South, with each region having its own Regional Director within the TCJBR. TCJBR is committed to encouraging youth participation in the sport and developing young riders through training and competitions. We are a Christian based Organization and we encourage participation in Cowkids for Christ and have Cowboy Church at many of our events. Each year, the TCJBR is involved in area-wide competitions for young bull riders, culminating in the Texas state finals and the AYBR Finals in Ignacio, Colorado. MEMBERSHIP 1. HPJRA and TCJBR will work in unison to promote increased membership potential for mutual benefit. 2. Participant will be required to purchase a full membership to the TCJBR at the annual membership rate established by TCJBR. Of the membership rate, the greatest of a 30% minimum vs. 40% maximum will be transferred to HPJRA, thus providing each TCJBR member a like membership to the HPJRA. 3. TCJBR and HPJRA will utilize the same January 1 st date for determination of age division placement. MEMBERSHIP BENEFIT & REQUIREMENTS 1. A TCJBR member will have the added benefit of competing for one entry fee and one membership fee, but gain all membership benefits of two (2) Associations. 3 P a g e

In recognition of the dual membership the member will be required to fulfill any fundraising requirements of both Associations in order to compete at the Finals Rodeo and/or be eligible for year-end awards offered by each Association. POINT SYSTEM 1. A TCJBR member will earn points in the HPJRA. 2. Both Association s will retain its standard point award system and will be mapped according to each Association rules. 3. HPJRA will maintain its 80% vs. 20% Rule. Only 80% of points earned at sanctioned or affiliate events will count in the HPJRA Point Award System. A member has to participate in 20% of HPJRA sanctioned or affiliate events to be eligible for HPJRA FINALS RODEO. 4. Only contestants who have a membership, in good standing, will be granted point earnings in each Associations Point Award System. RULES 1. HPJRA will adopt and adhere to the rules and regulations of the TJCBR for affiliate sanctioned events. EVENT OFFERINGS & AGE DIVISIONS 1. The HPJRA will adopt the event offerings and age divisions of TCJBR as follows: a. 6-Under Mutton Bustin b. 8-Under Calf Riding c. 12-Under Steer Riding d. 13-Under Pee Wee Bull Riding e. 15-Under Jr. Bull Riding f. 19-Under Bull Riding ENTRY FEES, STOCK CHARGES, ADMINISTRATION FEES & PAYBACK 1. HPJRA will adopt the entry fees, stock charges, administration fees and payback of TCJBR whereby TCJBR is the sanctioning organization for Affiliate Program. 4 P a g e

5 PAY-OUT 1. HPJRA will adopt the pay-out structure of TCJBR whereby TCJBR is the sanctioning organization for Affiliate Program. CONTRACT PERSONNEL 1. TCJBR to provide the necessary contract personnel at all events. This includes: entry system and rodeo secretary, timers, judges, stock contractors, bullfighters, and the like. RESULTS 1. Both Association s required to provide electronic copy of official books within 24-hours of affiliate event ending. 2. Both Association s will utilize the applicable official books to determine points awarded in their Point Award System. COMMITMENTS 1. TCJBR a. Allow for results sharing of members from events sanctioned by TCJBR. b. Will promote the Affiliate Program and share within all activity to ensure the mutual success of both Association s. c. Will implement and ensure that benefits established by HPJRA for Affiliate Program sponsors are honored at all TCJBR sanctioned events. d. Will sanction and fund a minimum of 10 rodeos which are eligible for the Affiliate Program, to include a double header rodeo held in conjunction with the HPJRA FINALS RODEO, which will be considered the Finals Rodeo for the Affiliate Program. e. Will provide the necessary documents for affiliate program membership on each TCJBR member, to include the established membership dues for each. 5 P a g e

6 2. HPJRA a. Allow for results sharing of members from events sanctioned by HPJRA. b. Will promote the Affiliate Program and share within all activity to ensure the mutual success of both Association s. c. Will implement and ensure that benefits established by TCJBR for Affiliate Program sponsors are honored at all HPJRA sanctioned events. d. Will sanction a minimum of 10 rodeos which are eligible for the Affiliate Program, to include a double header rodeo held in conjunction with the HPJRA FINALS RODEO, which will be considered the Finals Rodeo for the Affiliate Program. e. Will provide some $19,250 to the Affiliate Program, each year of the Agreement to be apportioned on an annual basis as follows: (1) $5,000 added money package (50% to Affiliate Program regular season designated rodeos and 50% to HPJRA Finals Rodeo). (2) $11,000 awards package (15% to HPJRA Finals Rodeo and 85% to HPJRA Year-End for 1 st thru 6 th place). (3) $1,250 for mutually agreed upon advertising of the Affiliate Program. (4) $2,000 to TCJBR for administrative services of the Affiliate Program. (5) Will include Affiliate Program events in the Del Rio Powersports the SHOWDOWN at HPJRA FINALS RODEO, thus allowing the bonus round winners from each event to be eligible to win a Polaris ACE all-terrain vehicle, retail value of $7,500. SPONSORSHIP/MEDIA RIGHTS 1. In order that HPJRA may obtain additional support for its activities in furtherance of the purposes of the organization, certain commercial 6 P a g e

7 entities may be invited to become sponsors of HPJRA activities. On a limited basis, so as to preserve the integrity of the sport of junior rodeo, the HPJRA Board of Directors shall create sponsorship programs which provide a means by which commercial entities may become associated with HPJRA and support its programs. As a condition of membership in HPJRA, each member, subject to the HPJRA By-Laws and Rodeo Rules, must agree to honor HPJRA sponsorship contracts (local, regional and national), and provide certain minimum signage and media exposure to sponsors as required by those contracts. 2. HPJRA retains all rights in and to the filming, taping, radio, or television broadcasting or reproduction in any manner or form or any of its sanctioned events. All proposals for filming, taping, televising, or radio broadcasting of sanctioned events, including local, cable, or educational television and radio, must be cleared through the HPJRA Office thirty days prior to the commencement of the event. Legitimate news coverage is exempted from this requirement. Any organization or committee obtaining HPJRA approval must comply with all rules established by HPJRA with respect to such matters, and must not in any way cast a negative light on the HPJRA, its members, events or the sport of rodeo. a. If HPJRA obtains a right fee for television or radio broadcast or film/video reproduction of a HPJRA approved regular season rodeo, said right fee (net of direct HPJRA expenses) will be apportioned 75% to HPJRA and 25% to the sanctioning body (TCJBR). b. If HPJRA obtains a right fee for television or radio broadcast or film/video reproduction of HPJRA FINALS RODEO, said right fee (net of direct HPJRA expenses) will be negotiated with TCJBR under separate contract a minimum of 120 days prior to HPJRA FINALS RODEO. In the event of failed negotiation, HPJRA will retain 100% of right fee and TCJBR will not enforce any action to prevent the continuance of television or radio broadcast or film/video reproduction. ARENA ADVERTISING & SIGNAGE 1. Each Association will be responsible for the creation and production, within the guidelines provided by HPJRA, for any arena advertising and signage at an Affiliate Program sanctioned event. 7 P a g e

8 2. Regardless of sponsorship type or Association who secured sponsorship, the following requirements will be in force: a. Arena floor signage shall be restricted to a total dimension of 3 x 5 (height x width) each. b. All arena floor signage should be printed on white, Cast PVC vinyl. There shall be no limit to the number of colors used for emblems and lettering each sign. c. HPJRA will determine the appropriate location for arena advertising & signage. TCJBR to provide to HPJRA a complete list of advertising guarantor s of which an arena advertisement is required. APPAREL, MERCHANDISING, TRADEMARKS & LOGOS 1. HPJRA name, logo, or marks may not be utilized for any commercial purposes without the consent of the HPJRA Board of Directors. a. HPJRA is entitled to 100% of the gross profit from any activity associated with the unauthorized use of HPJRA name, logo, or marks utilized for any commercial purpose. 2. Any approved use of HPJRA name, logo, or marks will include a negotiated Rights Fee. 8 P a g e

9 AFFILIATE PROGRAM High Plains Junior Rodeo Association & Texas Christian Junior Bull Rider s 2016 GUIDELINES & PROTOCOL BEGIN DATE. The official begin date of the three (3) year Affiliate Program will be January 1, Both Associations will maintain standard operations and existing point systems until this date. On the begin date, any points awarded to a member for the 2016 season will be transferred accordingly. MEMBERSHIP DUES. TCJBR will administer all memberships with $50 per membership reverting to HPJRA. TCJBR to release membership information and applicable fee to HPJRA on the 15 th day of each month for the same received the prior 30-day period. MEMBER REQUIRED FUNDRAISING. Established fundraising requirements for members will be required by both TCJBR and HPJRA in order to be eligible to enter and compete at each respective Finals Rodeo and Year-End Awards. POINT AWARD SYSTEM. All events sanctioned by TCJBR from October 1, 2015 thru June 30, 2016 (excluding the TCJBR Finals) will be eligible for the HPJRA Point Award System. HPJRA will maintain the 80% rule on points which are used to determine Year-End Championships. For 2016 Year-End Championships in the HPJRA, only the members best eight (8) point earned rodeos, plus points earned at the HPJRA Finals Rodeo will count. TCBR to provide official results for HPJRA to process in the HPJRA Point Award System. ENTRY OFFICE, ADMINISTRATION & CONTRACT PERSONNEL. TCJBR to provide the Entry Office, Administration & Contract Personnel for each affiliate event with HPJRA contributing $2,000. HPJRA HOSTED EVENTS. Regular Season: HPJRA will host TCJBR events (double rodeo each) at the following regular season rodeos sanctioned by HPJRA: Clovis, NM on March 26, 2016; Hereford, TX on April 16, 2016; Lovington, NM on May 14, 2016; and Andrews, TX on June 4, Each double-header performance will be held on Saturday at 2:00 pm (local time). HPJRA responsible for the cost of facility rental, EMS and insurance, plus the guaranteed added money of $600/weekend. Finals Rodeo: HPJRA will host a doubleheader TCJBR event in conjunction with the HPJRA Finals Rodeo on July 15-16, 2016 in Clovis, NM. HPJRA responsible for the cost of facility, EMS and insurance, plus the guaranteed added money of $2,700 which includes both go-rounds and the bonus round. The 1 st go-round will be held on Friday, July 15 th ; the 2 nd go-round on Saturday, July 16 th ; the bonus round on Saturday, July 16 th. AWARDS PACKAGE. Each Association will maintain and have responsibility for separate Awards Package s. Members in good standing will earn points toward the Awards Package offered by both Associations. The HPJRA Awards Package (trophy awards and added money) is estimated at $23,500, which includes year-end awards through 6 th place in each event. The standard guidelines of the HPJRA Awards Program will apply to the Affiliate Program. The TCJBR Awards Package (awards and added money) is estimated at $45,000. ADVERTISING. Each Association will be responsible for $1,250 of mutually agreed upon advertising of the Affiliate Program. EVENT RULES. The rules governing each event offering will be enforced utilizing the TCJBR Official Event Rules. 9 P a g e

10 AFFILIATE PROGRAM High Plains Junior Rodeo Association & Texas Christian Junior Bull Rider s FACT SHEET The following basic questions are provided as a reference to how the Affiliate Program will operate. The TCJBR and HPJRA will periodically update and publish the information herein. Q. What if contestant has already joined HPJRA, is he still required to join TCJBR? A. Yes. However, this will be done for the contestant by HPJRA will no additional membership cost required of the contestant. Q. Do I have to participate in the Affiliate Program? A. Yes. However, it is the sole decision of the contestant as to how many affiliate events he wants to attend. Q. Do all TCJBR rodeos in the entire State count toward HPJRA point earnings? A. Yes. The points earned at each TCJBR sanctioned bull riding (including those hosted by HPJRA) will be used with the best eight (8) point earning rodeos to count toward HPJRA Year-End Championships. Q. Why do I have to participate in the member required fundraising for both Associations? A. It s simple. The proceeds from fundraising projects benefit the Awards Program of both Associations. Since you will be earning points to qualify for awards offered by both Associations, you will be required to participate in the fundraising efforts. Each Association requires a $100 in fundraising effort by a member. Q. How do I enter? A. All rodeo entries will be administered through the TCJBR entry system. Q. I m an HPJRA member and earned points at the Levelland, Texas Rodeo. What happens to those points? A. The points from Levelland, Texas, Rodeo 1 and Rodeo 2 will transfer into the Affiliate Program Point System for HPJRA (not TCJBR) on January 1, P a g e
