3 PEST Analysis (Political, Economic, Social and Technological) The PEST analysis is used to determine how external macro-environment factors, such as Political, Economic, Social and Technological factors, will affect the performance and activities of the process in the long-term. It is often used with the SWOT analysis. The PEST analysis regards: Political factors, in order to look at how government regulations and legal issues affect a businesses chance to be profitable and successful; Economical factors, in order to examine the influence of the outside economic issues; Social factors, in order to analyze the demographic and cultural aspects that can determine whether a business can compete in the current market;. Technological factors, in order to take into consideration the technology issues that impact how an organization brings its product or service to the marketplace.

4 Results of the PEST Analysis in the Province BAT The valorization of the Agricultural Plastic Waste (APW) goes across the individualization and the analysis of the critical parameters and the legal framework that affect and control respectively the quality of the whole waste stream..

5 POLITICAL DATA There is no specific legal framework in Europe to ensure an environmentally friendly, economically feasible and socially accepted disposal system for the APW. UNIBA has investigated on: Local, National and European Laws concerning the prevention of burning or burying or disposal at landfills of the APW Enforcement in the eligible territory of the basic principles of environmental legislation, i.e. the producer s responsibility and the polluter pays Level of knowledge of the farmers about the proper handling of the APW and proposal of guidelines for the management, collection and transportation of APW Level of communication between Associations of farmers and Local Authorities Political/regulatory framework favoring or handicapping recycling Possibility. to programme subsidies and facilities for farmers adopting suitable and right collection practice

6 ECONOMICAL DATA Analysis in the eligible area of the typology, quantity, quality and economic value of the agricultural production using plastic materials Well-documented data or statistics available about the quantities of plastic materials used for agricultural applications and the corresponding waste collected Quantity and quality of the original plastic material that is effectively available in the form of waste from the protected cultivation and other agricultural applications in the eligible area Information about their possible re-use, value and instruction on final disposal

7 SOCIAL DATA UNIBA has investigated on the level of farmers awareness on: the danger and environmental pollution due to the burning or burying of the APW; the economic value of the post-consumed plastics; legislation, new plastic materials (e.g. biodegradable), certification procedures, application of correct ways of treatment and final disposal of APW; possible management systems developed or planned and alternatives for the disposal of non recyclable plastic waste; information and education of the farmers on APW management by the Authorities and Associations; participation of the plastic producers and recycling industries to any system of management of plastic wastes; presence of official control about plastic waste management.

8 TECHNICAL DATA UNIBA has investigated on: Specific parameters for the collection of APW at farm level Key parameters affecting the quality of the collected APW Level of contamination of the plastic waste with agrochemicals and dirt Key parameters affecting agricultural plastic collection and transportation Presence of collection areas in the BAT province Washing and/or the pre-treatment in general of plastic waste Traceability schemes for agricultural plastics chain available Management of agrochemical packaging Use of Biodegradable plastics Sending of APW, selected by type, to the final disposal

9 CONCLUSION The situation of agricultural plastic waste in the Province BAT is not very good for two main reasons: 1. The percentage of the agricultural plastic wastes, treated and valorized by controlled processes, is even small, almost not-existent 2. Italian Laws are very complex and they are often subjected to integrations and modifications. It isn t possible to quantify the amount of plastic waste because the most of it is disposed in illegal ways the total amount of APW collected, treated and recycled because in Italy there are not plants specifically dedicated to the recycling of the agricultural plastic materials.
