1 International Coordination Meeting for the Development of a Tsunami Warning and Mitigation System for the Indian Ocean within a global framework UNESCO, Paris 3-8 March 2005 Project proposition on Coastal Risk Analysis of Tsunamis and Environmental Remediation (CRATER) Marco Gonella FOREWORD Today the backback-analysis of a tsunami in the open ocean is a state of the art procedure, as represented in this simulation performed by the Italian National Institute for Geophysics and Vulcanology. Vulcanology. The tsunami simulations often regard only the open ocean, but the assessment of the tsunami effects on the coastal areas requires detailed studies. (INGV, December 27th, 2004) 1

2 THE PROPOSAL In the contest of the Tsunami Early Warning System in the Indian Ocean and Southeast Asia the Italian Government proposes the CRATER project, composed of three modules: MODULE 1 Real time tsunami Alarm Program in the InDian Ocean MODULE 2 Study tudy Atlas tlas on the Vulnerability of coastal areas required by rescue plans MODULE 3 Assessment by Tsunami events on the Environment. MODULE 1 Real time tsunami Alarm Program in the InDian Ocean The Early Warning System may have some problems: difficulties in the real time management; Unexpected failure on data transmission; long time for the implementation (due to the complexity and the high cost of the system). is an immediate action for pre-early early warning and forecast of the Tsunamis. (which can be integrated in the UNESCO Early Warning System ) ) can be immediately implemented. consists of a preloaded database of possible tsunami simulated events. activates whenever an earthquake is detected from whatever seismological station in the world. provides an alarm system showing the best forecast of the tsunami effects along the coast, looking at the simulated scenarios. offers to the Authorities and Civil Protection Agencies a near real time map, approximate but immediate, of the tsunami wave height and the tsunami elapsing time along the coastline. 2

3 MODULE 1 Real time tsunami Alarm Program in the InDian Ocean Tsunami event Database of simulated events +1h Elapsing time +1h 10 m +2h 10 m +3h Wave height 8m 12 m MODULE 2 Study Atlas on the Vulnerability of coastal areas required by rescue plans For the coastal areas subject to a high risk (population density, infrastructures, tourism, environmental values, etc.) detailed studies will analyze the potential damages due to the Tsunami, giving the knowledge to prepare civil protection plans or to carry out protection structures. performs a detailed analysis of the tsunami effects in the coastal coastal area (model of the onon-shore tsunami propagation and runrun-up) calculates water levels and velocity for possible tsunami floods (2D hydrodynamic model of the coastal area). will evaluate vulnerability maps (coupling in a GIS system hydrodynamic hydrodynamic data and land use). provides the data to organize safeguarding (adaptation measures for e.g. hospitals, infrastructures, etc.) and emergency plans (identification (identification of safe areas, escape routes, etc.). 3

Evaluation of the environmental damages in order to assess the resilience and the self-remediation capacity of the coastal system, to plan the necessary interventions to remediate the environmental damages. performs a detailed analysis of the environmental damages due to the tsunami at the short and medium-long term. analyses the tsunami damages on the coast and beach morphology (through( the implementation of coastal morphology models on the emerged and a submerged beach and on dunes). assess the potential impact on the quality of inland and coastal waters and sediments (through the implementation of water quality and sediment quality models). provides guidelines for the rehabilitation of the affected area (applying the lesson learned from the European Principles on the Integrated Coastal Zone Management). 4
