1 Concept Note 10 September 2014 Information and knowledge management: key to coordinated action for disaster and climate risk-informed decision making - an Climate Knowledge Brokers (CKB) Workshop and Share-Fair at WCDRR 1. Background Over the past years, and particularly since the adoption of the global disaster risk reduction framework in 2005 at the World Conference on Disaster Reduction, the Hyogo Framework for Action (HFA), the domain of disaster risk reduction (DRR) has evolved significantly and has emerged as a topic of global interest and importance. At the same time, the global dialogues around climate change adaptation (CCA) as well as humanitarian action are increasingly linked to DRR. As a result, there has been a corresponding development and evolution of information and knowledge management systems in the DRR and CCA domains at the global, regional, national and local levels, and an increasing call for coordinated and capacitated IKM action. The pre-zero draft of the post-2015 framework for disaster risk reduction, anticipated to be adopted and its implementation discussed at the Third UN World Conference on Disaster Risk Reduction (WCDRR), cites 16 explicit references to information and 11 to knowledge, and takes note in its guiding principles of the: Sound disaster risk management is based on risk-informed decision-making, which requires freely available, publicly accessible, simple and easy-to-understand, sciencebased, non-sensitive risk information, including on disaster losses, socio-economic impact, hazards characteristics, and people and as sets exposure and vulnerability, at every level. Relevant, local, traditional and indigenous knowledge, culture and practices are to be taken into account. The pre-zero draft further asserts: There is consensus across countries and stakeholders that the post-2015 frameworks for disaster risk reduction, sustainable development and climate change, while different in nature, be coherent, mutually reinforcing and pragmatic in their policy guidance and implementation mechanisms. Making information and knowledge management a core component of coordinated action DRR and CCA risk-informed decision making is now, more than ever, required. This requires understanding the current landscape, building capacity and greater synergy between the information and knowledge management (IKM) communities. 1
2 History and Momentum In 2013, the first Information and Knowledge Management for Disaster Risk Reduction workshop was held at the 2013 Global Platform for Disaster Risk Reduction in response to growing demand. The main goal of the workshop was to improve participants understanding of Information Management (IM), Knowledge Management (KM) and Knowledge Brokering (KB), how it supports their work, and how if strengthened - it could improve the delivery and impact of their work in DRR and CCA. The primary outcomes were a strengthened community with awareness of requirements for coordinated IKM for DRR and CCA action. The IKM4DRR Framework and Scorecard, drafted by the community during two online dialogues prior to the workshop, was tested and finalized at the workshop. An action plan called for a workshop at WCDRR. 60 IKM4DRR participants representing 31 countries including 19 government representatives and five intergovernmental organizations from all regions attended the workshop. Also in 2013, the subject of coherence between the CCA and DRR information systems was discussed at the Climate Knowledge Brokers workshop in a clinic format. Recommendations this clinic include: Meetings and integration of DRR and CCA communities and network leaders; Identification of key actors who are prominent in both communities; Harmonized terminology or differences mapped; Focus on common results of both sectors work; Circulation of outputs from DRR and adaptation work between communities; Workshop to bring adaptation & DRR communities together; Push for information sharing to be included in project requirements. The Climate Knowledge Brokers (CKB) Group formed in 2011 is an alliance of over 40 of the leading global, regional and national websites specializing in climate and development information developed to explore the scope for closer collaboration between online knowledge brokers working in the climate and development sectors. CKB has held three workshops. Host to the IKM4DRR Network, the PreventionWeb site was launched by the UNISDR in 2007 and has become the recognized go-to place for global information on DRR. A 2012 independent evaluation of the platform recommended that PreventionWeb should evolve from being an information aggregator to becoming an active knowledge broker. As the development of value added knowledge products relies on a solid knowledge base, it follows that detailed DRR information and data are best organized and maintained at the national and regional levels. This year, in 2014, the European Commission, under its HORIZON 2020 work programme , Secure societies Protecting freedom and security of Europe and its citizen, calls for proposals on Disaster Resilience and Climate Change (DRS /2015). Among others related, Topic 1 addresses science and innovation for adaptation to climate change: from assessing costs, risks and opportunities to demonstration of options and practices, and calls for a strengthened knowledge base and the development of a platform to organize consultations and facilitate dialogue among different stakeholder groups at the EU and associated countries level and at different geographical scales, including linkages with international processes. Both PreventionWeb and CKB aim to support this work. Also this year, in 2014, a scoping paper for a World Humanitarian Summit proposed in 2016 outlines Reducing Vulnerability and Managing Risk as one of its four core themes. Linking In 2002 the humanitarian sector organized the first Symposium on Information Management for Humanitarian Response. This meeting was very successful at improving the coordination and capacity for information management among humanitarian response actors, and the development of corresponding standards. This year, The time is right to develop coherent and coordinated information and knowledge management mechanisms for disaster risk reduction, climate change adaptation and humanitarian action. 2
3 2. Proposed Workshop: This workshop is proposed as a full-day, interactive workshop on the preparatory day prior to the opening of the WCDRR on Friday, 13 March 2014 in Sendai, Japan. It aims to engage up to 100 disaster risk reduction and climate change adaptation professionals working in information and knowledge management. 3. Workshop Aim The overall aim of this workshop is to: Improve Strengthen the information and knowledge management capacity of Local, National and Regional stakeholders for DRR and CCA; Facilitate knowledge sharing among information management professionals and increase collaboration between DRR and CCA platforms; Review the IKM4DRR Framework and Scorecard against the anticipated Priorities for Action set forth in the draft post-2015 framework for disaster risk reduction 4. Workshop Objectives Specifically, the workshop will: 1. Identify the IKM needs and requirements for national and regional DRR and CCA coordinating mechanisms as well as measures for implementation; 2. Improve the understanding of knowledge brokering in the DRR and CCA domains; 3. Share knowledge of best IKM practices; 4. Discuss and brainstorm how to address common issues and challenges; 5. Develop information and knowledge management principles for DRR and an IKM4DRR framework towards 2015 and beyond to support national and regional DRR and CCA coordination. 5. Expected Workshop Output The intended outputs are a revised IKM4DRR Scorecard and Action Plan to support actions towards the implementation of the HFA with IKM as a core component of DRR and CCA action. Additionally, direct linkages will be made between the existing IKM4DRR and CKB communities. 6. Resources Required Estimated USD 75,000 including: One professional facilitator for 2 months, plus travel Funding for 10 participants 7. Workshop Facilitation Approach The one-day workshop will be facilitated as a Knowledge Share Fair to exchange experience, take stock of existing information management projects and develop a framework to support national and regional DRR coordination. Activities will include interactive knowledge management methods such as Open Space, World Cafe and Fish Bowl. to maximize learning, capture experience and convergence on a set of framework principles. Specific workshop design issues will be discussed in the IKM4DRR advisory group. 3

Proposed Working Areas of IKM for DRR and CCA The following topics can be explored and developed as discussions and activities within the IKM4DRR network. - Exchange of best practices in developing portals for national DRR and CCA coordination -- what works, as well as what hasn t - Development of information management and knowledge management capacities - Development of regional knowledge hubs by theme, hazard, sector and geographical location - Development of information exchange standards, common terminology and glossaries for DRR, CCA to enhance and facilitate interlinking, automated feeds and comparative analysis - Improvement in the collection, sharing and accessibility of disaster loss data and the development of risk profiles - Effective mapping and display of DRR and CCA projects and initiatives (stocktaking and inventories) - Use and accessibility of social media for DRR and CCA - Development of effective knowledge products to facilitate decision and policy making - Development and interlinking DRR and CCA organization and focal point directories - Using GIS and visualization techniques to facilitate understanding and analysis - Financial tracking systems for DRR - IM and KM monitoring and evaluation frameworks and trend analysis as well as links to DRR - Development of information management principles for DRR and an IKM4DRR framework looking at 2015 and beyond to support national DRR coordination - Documentation of DRR and CCA information management standards Improve the use of social media by the information managers for outreach and networking 9. Participants Information and knowledge managers, representatives of national and local coordinating mechanisms, regional organizations, partners and donors will participate in both the workshop and preceding and following networking activities. 10. Potential Partners While many bilateral partnerships have already been formed, a collective approach to IM and KM issues can be much more effective.
