6 Tier 1 The Office of Adolescent Health (OAH) funds nearly totaling 75 million were granted to organizations and agencies to replicate teen pregnancy prevention programs that after rigorious evaluation have proven effective in reducing the rates, behavioral risk factors associated with teen pregnancy, or other risk factors. Tier 2 In fiscal year 2010, the OAH implemented 25 million grant program for research and demonstration programs. Nineteen grants totaling 15.2 million were given to areas with high teen pregnancy rates and high- risk, vulnerable, and culturally underrepresented youth populations. The grantees focus on interventions to impact specific sexual behaviors. Lesson plans are constructed to ensure others can benefit from strategies and approaches grantees take. Community Teen Pregnancy Prevention OAH in partnership with the Centers for Disease Control and Prevention (CDC) created a community- based teenage pregnancy prevention initiative in 9 states using the remaining 9.8 million from the 25 million grant program and additional funds from the CDC. Public and private entities recieved grants to use medically accurate and age- appropriate evidence- based or innovative program models to reduce teen pregnancy. Grantees are in communities with the highest teen pregnancy rates and emphasize reaching out to African Americans and Hispanic/Latino youth. Goals include: 1) Reduced pregnancy rates 2) Increased youth access to programs 3) Increased relationships between programs and community clinics 4) Educated stakeholders. In addition, 5 national organizations were funded to provide Technical Assistance to grantees. PREP The Personal Responsibility Education Program (PREP) aims to educate high risk youth, ages and 20 year- old pregnant and/or parenting youth on subjects including: healthy sexual behaviors, abstinence, contraception, STIs, healthy relationships, adolescent development, financial literacy, and parent- child communication. Title V Abstinence- only education grants given to states that apply. They are funded through welfare reform, Title V of Social Security Act. Pregnancy Assistance Fund This competitive state grant program through US Health and Human Services (HHS) provides pregnant and parenting teens and women with a wide array of services to support them. It was created for improvement in key outcomes such as graduation rates, maternal and child health, and parenting skills. Services focus on providing assistance to complete high school or postsecondary education and gaining access to services like health care, child care, and family housing. Grant funds can also be used on programs to stop violence against women. Tribal grants, which total 3 million and were given to 13 tribes, were given to tribal organizations, and urban Indian organizations. Specifics and names of tribal organizations were unavailable. DASH These federal funds are distributed to states for school health programs that include teen pregnancy and STD prevention. The total above is the amount that goes directly to the states for HIV/STI and teen pregnancy prevention. Title X Title X is federal funding for family planning services distributed to each state. Adolescents and women of low income are the service clients. Of the total clients served 22% are adolescents, which was used to calculate the amounts dedicated to teen clients. Total for all clients was over 317 million. However cities, tribes, and administrative costs were excluded, lowering the DASH total to 227 million. WISE Working to Institutionalize Sex Ed (WISE) is funded by the Grove Foundation, Packard Foundation, Ford Foundation, and the Hewlett Foundation. This national initiative focuses on institutionalizing school- based sed ed. It utilizes favorable public policy climate and provides specific funding for nonprofits and education and health agencies to implement and build sustainable capacity for programming of school- based sex ed. Successful models and lessons will become apparent and will be used for replication in additional areas. Grant amounts unavailable.
