2 2.7 Contracts, Specifications, Quality Assurance and As-Built Documentation Introduction The previous sections of Part 2 of this Code of Practice have discussed the engineering standards that Council believes will provide acceptable solutions, but not necessarily the only solutions, for the engineering works associated with subdivision or land use projects. Council will require in the Consent Conditions that these projects are properly documented and certified by an appropriate professional (refer Part 1 of the Code of Practice). This section of the Code of Practice will outline Council s requirements in relation to Construction Conditions of Contract and Specifications, Engineering Drawing Presentation, Quality Assurance and Inspection, As-Built Documentation and Quality Assurance Record Construction Conditions of Contract and Specifications If Council is to be a party to a Construction Contract, or if the works involved will eventually become the responsibility of Council, the General Conditions of Contract for construction will be NZS 3910 : 1987, Conditions of Contract for Building and Civil Engineering Construction. A number of Special Conditions of Contract will normally be required. The following list of Special Conditions is indicative only: Conditions of Tendering Type of Contract (e.g., Lump Sum or Measure and Value) Bonds Nomination of Engineer to the Contract Time Extensions Contract Period Liquidated Damages Insurance Health and Safety Traffic Management Quality Plans Programming of Work Other parts of a Construction Contract will include: The Schedule of Prices Basis of Payment Plant and Subcontractors Schedule Technical Specification November
3 The Technical Specification will detail the works to be completed under the Contract, the Standards to be applied and the means by which Standards will be measured. Reference will be made to Standard Specifications (NZS and TNZ) and/or Material Specifications if required. Council recommends that the advice of a suitably qualified professional be obtained when preparing and administering a Construction Contract. All construction documentation, and the Quality Control of works, will need to be certified by an appropriate professional, as discussed in Part 1 of this Code of Practice Engineering Drawing Presentation Drawings in support of land development and subdivision projects will be drawn on A1 Sheets (original size) at the following standard scales. The drawings will be of sufficient number and detail to adequately define the project. Road Plans 1:500, 1:250 Utility Service Plans 1:500, 1:250 Road Long Sections Service Long Sections Road Cross Sections 1:500 or 1:250 with a distortion of 5 to 10 to vertical scales 1:500 or 1:250 with a distortion of 5 to 10 to vertical scales 1:100 urban and rural Detail drawings shall utilise appropriate scales selected from any of the above or at 1:100, 1:50, 1:20 or 1:10. Draughting standards will comply with NZS/AS (1984) Technical drawing, Supplement No.3 (Jan 1984) Engineering Survey and Engineering Survey Design-Sewerage and Water Supply NZS/AS (1984) Technical drawing, Supplement No.4 (Jan 1984) Engineering Survey and Engineering Survey Design-Roads Survey Standards The following survey standards should be followed during the construction phase of a roading development. Survey Location of Control Points for Project These will be established by a Registered Surveyor from the national survey network for location, and for levels from the local level datum which will need to be confirmed on a project by project basis with the Hastings District Council. Once project control points are established these will be regarded as absolute in location and level accuracy for the purpose of control of location of features within the project. November
4 Setting Out Individual Lift or Location Pegs for Roading Works These will be set on a project by project basis. For roading works the final location will need to be within the tolerances set out below: Tolerances for setting out the work from the data supplied shall be: (a) Horizontal ± 10mm (b) Vertical ± 5mm Roading Construction Tolerances from lift pegs or other setting out points, which may include concrete kerb and channel or a fixed point of concrete kerbing, shall be as shown below. Reference shall also be made to the Transit New Zealand Specification TNZ B/2 : (a) Width Tolerances Unconstrained (i.e., no K & C) Constrained by K & C -20mm to + 100mm 0mm to + 20mm (b) Vertical Tolerances Kerb and Channel and footpaths - 5mm to + 5mm Pavement Layers Sub-base course Between Pavement Centreline and Pavement Edge Without Concrete With Concrete Channel Channel - 25mm + 5mm - 25mm + 5 mm Basecourse - 5 mm + 15 mm varies see note 1 Note 1 : Tolerance (i) at or close to the lip of channel - 5mm + 0mm (ii) at other locations on pavement - 5mm + 15mm Setting Out for Environmental Works These will be set on a project by project basis. For Environmental Works setting out for services will need to be within the following tolerances. Tolerances for setting out the work from the data supplied shall be: (a) Horizontal ± 50mm (b) Vertical ± 5mm November
5 2.7.5 Quality Assurance and Inspection The developer and his/her advisors are responsible for providing Council with Certifications of: standards of investigation, design and construction Quality Assurance. These must be provided for all engineering works associated with subdivision and land development, in accordance with Part 2 of this Code of Practice, and Section 4.0 of the District Plan. The Certification must be prepared by an appropriately qualified professional. If Council inspection of the facilities involved is required (in accordance with Sections 2.3, 2.4, 2.5 and 2.6 of this Code of Practice) the Construction documentation shall ensure that further to Clause of NZS 3910, the notification of readiness for inspection, recording, measuring and testing shall not be less than a minimum of 24 hours. Council will undertake any inspections and will advise the developer whether it is prepared to take responsibility for the development on behalf of the ratepayers of the Hastings District. Any areas where in the Councils view standards have not been met, will be notified to the developer for his action before compliance is recommended As-Built Documentation and Quality Assurance Record Council will require that the following documents are submitted by the developer with the required Certification by an appropriate professional (refer Part 1 of this Code of Practice) when applying for Subdivision Compliance or Code Compliance. As built drawings of all engineering works including earthworks, stormwater, sanitary sewer, water supply, and roading and traffic engineering (including subsoil drainage) to the standards required in Section For earthworks the As-builts will record the depth and location of fill, the position, type and size of any subsoil drains or structures including retaining walls, and the extent and location of cut batters. For stormwater and sanitary sewer the As-builts will detail the location of all property boundaries, pipe diameters and materials used, depths and date of completion, pumps, valves and control equipment (including manufacturers and date of manufacture), structures including manholes (giving levels of invert and lid), kerbs and sumps, and discharge points. The As-built plans for water supply will detail the location of all property boundaries, pipes, valves, hydrants and connections (including manufacturers and date of manufacture), pipe diameters and materials used, depths and date of completion. All specials made up shall be detailed on these plans. As-built plans of any rural water supply system and operating instructions shall be lodged with the Hastings District Council, who in this respect will act as librarian. November
6 For roading the As-Builts will detail the location of all property boundaries, the location and level of footpaths, kerbs, road centreline and structures including sumps. As-Builts will also provide the details of the pavement layers and the pavement sealing. Traffic engineering detail including the location of traffic islands, signs, streetlights and road marking must be provided. Each drawing will be clearly stamped as as built and signed by the person so certifying the same. Council will retain a copy of all as built drawings and Certification statements. If Computer Aided Drawing (CAD) has been used, A1 paper as built copies and computer file copy will be supplied in all cases. As-Builts will be based on co-ordinated data from permanent control points or measurement from co-ordinated property boundaries. The road centreline will be coordinated from permanent control points at no greater than 20m spacings. All locations will be dimensioned and shown on the plans. The tolerances shall be: (a) Horizontal ± 50mm (b) Vertical ± 5mm A summary of the Quality Assurance records obtained throughout the works will also be submitted when applying for Subdivision Compliance or Code Compliance. This will take the form of a report prepared by an appropriately qualified professional. The report will summarise the Quality Assurance Records and Standards achieved in all aspects of the project, in particular; - Earthworks (refer Section of the Code of Practice) - Stormwater (refer Section of the Code of Practice) - Sanitary Sewerage (refer Section of the Code of Practice) - Water Supply (refer to Sections and of the Code of Practice, in particular Testing, Cleaning and Disinfection, and Inspection During Construction) - Roading and Traffic Engineering (refer to Section of the Code of Practice, in particular , Inspection During Construction). In addition, if Council is not satisfied with the standard of information provided, any or all Quality Assurance records must be provided to Council with 24 hours upon receiving a written request to do so by Council.
