1 The City of Chatfield enforces the Minnesota State Building Code. The city contracts with Construction Management Services (CMS) (507) for code enforcement. 1. Complete Building Permit / Application form and submit completed form to City of Chatfield, 21 SE Second Street, Chatfield, MN (507) Application requirements include; A site plan showing: Property boundaries and dimensions. The location and dimensions of existing and proposed buildings within the property boundaries. These dimensions should show the distance from the buildings to all property lines. The address and legal description or property identification #. Two (2) complete sets of plans showing Rafter certifications and energy calculations for new construction and additions. A completed Cross-Section standard template form if the application is for new house or addition. A completed Attached Garage Detail form if the application is for an attached garage. A completed Detached Garage Detail form if the application is for a detached garage. A Deck Detail form if the application is for a deck. A signed Building Permit Applicant: Property Owner form if you, the owner, are acting as the General City of Chatfield Building Permit Process Contractor. On-site and well information if building is not municipal water and / or sanitary sewer. Note: All buildings other than one and two family dwellings require architectural and or structural engineering certifications. 2. Building permit review and issuance normally takes 5 to 7 working days. 3. Applicant pays all fees when he / she picks up the permit(s) before construction. 4. The owner / builder is responsible for arranging or calling for all inspections (CMS ). In the typical new home the following inspections would be required: Footing / foundation. This is made before the concrete is poured Poured foundation walls Framing Heating (mechanical rough-in) Plumbing rough-ins below ground and above ground Insulation Fireplace if applicable Finals building and plumbing Call for all inspections Construction Management Services City of Chatfield Building Permit General Info Permits are required for roof projects / shingling, siding, remodeling / finishing, furnaces, structure moving and demolishing. All structures except storage buildings under 120 sq. ft. require a building permit. (Storage buildings under 120 sq. ft. must still comply with all applicable zoning regulations). Permit fees are based on valuation established from State of Minnesota data sheets. Electrical permits must be arranged through the Minnesota state electrical inspector. All contractors must be licensed through the State of Minnesota and their license number must be included on all permit applications. The plumbing plans for all commercial / industrial projects must be approved by the Minnesota State Health Department. Inspections are made by the Health Department, however, they often defer these to the local building inspector. A state plumbing inspection number must be secured through the Health Department prior to scheduling an inspection if done locally. The Minnesota accessibility requirements and the energy code must be met on all structures. The accessibility requirements apply to all buildings except one and two family housing units and some multi-family structures. Compliance with the American s with Disabilities Act (ADA) is the owner / tenant s responsibility and is mandatory only on new construction or major remodeling. All others (i.e. existing buildings, historically registered structures) should consult with the ADA guidelines for further requirements. Under the present ADA guidelines, churches are exempt. (Owner / Tenant should always consult with the current ADA guidelines for any additions or changes.) The Minnesota State Building Code currently consists of the following documents: 1. 3 Building Permit Applicant: Property Owner I understand that the State of Minnesota required that all residential building contractors, remodelers and roofers obtain a state license unless they qualify for a specific exemption from the licensing requirements. By signing this document, I attest to the fact that I am building or improving this house myself. I hereby claim to be exempt from the state licensing requirements because I am not in the business of building on speculation or for resale and that the house for which I am applying for this permit, located at, is the first residential structure I have built or improved in the past 24 months. I also acknowledge that because I do not have a state license, I forfeit any mechanics lien rights to which I may otherwise have been entitled under Minn Stat In the event that I do construct or improve another residential structure in the next 24 months, I will not do so until I obtain the required state license, understanding that failure to do so is a misdemeanor under state law. Furthermore, I acknowledge that I may be hiring independent contractor to perform certain aspects of the construction or improvement of this house and I understand that some of these contractors may be required to be licensed by the State of Minnesota. I understand that unlicensed residential contracting, remodeling, and/or roofing activity is a misdemeanor under Minn. Stat , Subd 1, and that I would forfeit my rights to reimburse from the Contractor s Recovery Fund in the event that any contractors I hire are unlicensed. I also acknowledge that as the contractor on this project, I am solely and personally responsible for any violations of the state building code and/or city ordinance in connection with the work performed on this property.
