The detailed Aide Memoire will be available from the Government of Ghana. It covers agreements with respect to Framework agreements for essential pharmaceutical and health products Last-mile distribution of essential pharmaceuticals and health products Logistics Management Information System providing consumption-based procurement Quality-assured warehousing on a central and regional level 3 Section 1-h Could the 2016 Aide Memoire be provided for the proposal development process? This was referenced in the RFP but does not seem to be readily-accessible via online searching. Same as no. 2 4 Section 1-j 5 What is mean by "public health losses" (from statement of work, section 1, point j, part a)? How is this work different than the costing exercise financed by USAID and undertaken by IBM/CDC solutions in 2013? Losses in terms of lives,cost, quality etc The IBM/CDC Development Solutions / USAID project developed the Supply Chain Master Plan in This included a costing model for implementation. This will be available for to the consultants. The focus of this RFP is economic case for change, with an emphasis on the benefits of the new model. The new model is an updated version of that articulated in the SCMP (but not yet implemented)

Are government / publicly procured medicines included within the scope of the business case, as is outlined in the Supply Chain Master Plan, and if so, does the Global Fund have clarify at this point in time of which other commodities should be included? To what extent should the study examine the impact of the new supply chain models on pricing and mark-ups throughout the non-donor segment of the health commodity portfolio? To what extent has agreement already been reached in Steering Committee on the Supply Chain Master Plan and the consequent network structure and design options? Do the key design options already exist or should this be a core part of the business case development? Could the desired product scope relative to the business case for improving Ghana s health commodity supply chain be further described? The RFP seems to imply a breadth beyond the Global Fund commodity set and the 2015 SCMP indicates (on p. 8) that the SCMA shall manage a limited set of commodities, called the Focused Public Sector Model, including: Program commodities (medicines and commodities for ARV, TB, malaria, family planning, HIV) The scope of the study expands beyond Global Fund supplied commodities to all commodities in the Public Health Supply Chain / both donor supplied and GoG supplied. For the purpose of the RFP bidders should assume the scope to be the commodities envisaged in the 2015 SCMP (p. 8), the Focused Public Sector Model. Yes government / publicly procured medicines should be included in the business case from the start. See Q6 The study is primarily around the economic cost benefit of implementing the new supply chain model for public health. The scope of products is as per Q6. The study should include the potential benefits of adopting Framework contracts for nondonor supplied essential medicines. There is already broad agreement on the Supply Chain Master Plan. There are a number of possible network structure and design options that will be decided over the course of It is expected this study will help inform in identifying the preferred option. Hence, consideration of network scenarios should be part of the business case development. Detailed network design may be the subject of subsequent work, and bidders should also indicate if they have technical expertise in this area. See Q6. This is a good summary of the product scope to be considered.
3 TGF / 24 June 2016 Respondents Questions Page 3 Special and critical commodities (cancer medicines and other health commodities that are low in volume and high in price) Other commodities for which the SCMA can provide value-for-money to the customers/clients of the public health system (items that are used in large volumes and where bulk procurement can provide lower prices) a Are there any functional (challenge) areas (of the seven outlined in the SCMP) not intended for inclusion? Is the Global Fund able to provide an additional list of the partners that they would like to see included in the work, as referenced in Scope 3.a.? All of these areas are relevant. However the purpose of this assignment is not to duplicate the extensive diagnostic exercise undertaken in developing the SCMP. As such the RFP refers to a rapid diagnostic assessment. Partners will include USG and their Agencies/IPs, DFID, UNFPA, and WHO 13 -b Has the Global Fund initiated document collection and data sourcing that would support or accelerate the project kick-off, and if so, could a list of the available background materials and data sets be provided? The consultant will have access to previous reports and studies, including the Supply Chain Master Plan. In addition, the MoH will provide base supply chain information such as number and location of facilities; and budgets. 14 -b The RFP states that the scope will include establish[ing] baseline performance. Would this mean collecting performance indicators or setting up indicators to measure against down the line? As part of establishing the case the consultant will need to establish the performance baseline in order to demonstrate the expected improvements of the new model. They will need to do this from existing information and using their professional expertise. It is not expected the project in involve setting up a range of new indicators.
4 TGF / 24 June 2016 Respondents Questions Page g Given that a supply chain cost-benefit model modifiable by others requires a different deliverable (relative to userfriendliness, supporting documentation, etc.) than a model providing only the results (e.g. the quantification/analysis as outlined in Scope 3.g.), is the Global Fund able to further describe expectations around the model as a deliverable? In the terms of the question, the focus of this exercise is primarily to provide the results to inform rational decision making. If the model can be used in the future this is a bonus. 16 -g 17 Section 4 18 Section 4-a 19 Section 4-a The RFP states that the scope includes a quantification of the value of the benefits of the future state in comparison with the existing and of inefficiencies. Could the Global Fund clarify the outputs of this quantification? Should these be in dollar amounts? Is an output expected to be a budget of what the proposed system will cost? What level of man-days input can be expected from the GF country and SCM team and Government of Ghana staff throughout the course of the business case project? Does The Global Fund expect all team members to be consistently present in Ghana for the full duration of the work? (August-October) Does The Global Fund expect that the travel to the 10 regions would occur between 15 August and 15 th of September? The output should be both in monetary terms and lives saved recommendations/rapid assessment for SC improvement/ intervention areas. The output is not a detailed budget however should enable a cost/benefit case to be made. The Chief Director in the MoH will be the sponsor in the MoH directing this work. The consultant should assume one FTE from the MoH to support this work. In addition they should assume around 0.5 FTE from the GF to support and monitor the project. It is the decision of the supplier to propose what resources are required, when and where to achieve the desired objectives. The consultant much consider and be aware of the regional/geopolitics of the country. However within the relatively short period of the study it is not envisaged necessary to physically visit all 10 regions. The Global Fund is open to suggestions with respect to consultation and engagement.
5 TGF / 24 June 2016 Respondents Questions Page 5 20 Section 5 While the team will be working under the direction of a Government of Ghana nominated lead, what degree of neutrality and independence do you expect the consultant to exercise in coming forward with design options and potential future solutions? We expect the consultant to display professional integrity and appropriate independence. The prime objective of this assignment is to produce an evidencebased cost-benefit analysis for the proposed supply chain options. Hence the focus is on the costed business case rather than the options per se. 21 Section 5 22 Attachment Contracting: will the contract be directly with the Global Fund in Geneva or via one of the GF Principal Recipients based in Ghana? Does the Global Fund anticipate awarding a costreimbursement or deliverables-based fixed price contract? The contract will be with the GF Secretariat. The aim is to award a deliverables-based fixed price contract 23 Attachment In addition to a detailed budget, does the Global Fund expect a summary budget at the cost line item (Salaries, Travel, etc.) or deliverable level basis? The Global Fund expects a cost proposal summarised by deliverable and broken down into the identified cost elements. 24 Attachment Does the Global Fund have a preferred format for the budget? No preferred format, however see Attachment Should indirect costs be included in the salaries or listed as a separate line item? The budget should indicate the daily rate for each consultant and other additional expenses.
