MARKET SHARE: The centre primarily meets local daily top-up convenience needs, retaining a top-up market share of 2.8% ( 0.8m) from the Preston Central East catchment and inflows from the Preston Rural East catchment ( 0.1m / 1.7%). DEVELOPMENT MANAGEMENT: A proposed boundary for the LDF is set out on the basis of the current retail and service uses within the local centre. It is proposed to extend the existing boundary along Ribbleton Lane to include additional retail and service units. Given the current level of vacancies, the Council should investigate the potential to enhance centre vitality and viability (i.e. improvements to the physical appearance and public realm within the centre). The centre should remain as a local centre in the LDF retail hierarchy.
