1 Maritime New Zealand Position Description Title Responsible to Senior Pacific Maritime Safety Advisor (2 year fixed term) Deputy Director Staff Responsibilities Location Nil Wellington Date November 2011 Nature and scope of role The Senior Pacific Maritime Safety Advisor will promote adherence to maritime safety and environmental standards and practices and support the implementation of strategies and associated projects to improve safety and environmental capacity in Pacific Island Country and Territory (PICT) maritime administrations. Background After major maritime incidents in Kiribati, Tonga and Samoa, which raised awareness of the need to support the provision of technical advice and assistance to PICT maritime administrations, the New Zealand Government requested the Ministry of Foreign Affairs and Trade (MFAT) to identify, develop and implement a number of initiatives that would promote and enhance maritime safety in the South Pacific. Led by the Senior Pacific Maritime Safety Advisor, a programme of initiatives was scoped and identified and was announced at the 2011 Pacific Forum. These projects will now be implemented and the role of the Senior Pacific Maritime Safety Advisor is to assist with the monitoring and evaluation of the effectiveness of these projects, to provide ongoing advice and expertise to these projects and other MFAT initiatives and to identify further initiatives to increase the capability of PICT maritime administrations and therefore enhance maritime safety. An inter-agency Steering Group will oversee and provide guidance on the Senior Pacific Maritime Safety Advisor s work plan. Key accountabilities and duties Advice and support Provide technical advice to PICT maritime administrations on maritime safety and environmental issues Provide ongoing advice and maritime expertise to MFAT on the implementation of projects announced at the 2011 Pacific Forum (see attached schedule) Provide ongoing maritime advice and expertise to MFAT on Pacific maritime safety and environmental issues Undertake on going assessment of the areas where New Zealand could provide support to improve maritime safety, focusing primarily on Tonga, the Cook Islands and Kiribati.

2 Undertake an on going assessment for options of where initiatives announced at the Pacific Island Forum could be implemented within other states Monitoring and reporting Report quarterly to the MFAT / MNZ inter-agency steering group on progress Provide input into the development of a monitoring and evaluation framework for the programme which will be led by the MFAT International Development Group Relationship management Work closely with other MNZ staff to seek technical expertise and advice in order to progress and support the work of the programme Develop and maintain effective working relationships with MFAT representatives including NZ Aid Programme staff and contracted project managers Develop strong inter-agency links with other government agencies involved in transport, safety, maritime or pacific issues Stakeholder engagement Liaise with relevant New Zealand and international bodies on issues related to maritime safety throughout the duration of these projects, including donor agencies, especially SPC, the Asian Development Bank, World Bank, European Commission, and bilateral donors Work closely with PICT maritime administrations, regional maritime groups and other development agencies engaged in the maritime sector to progress and coordinate efforts to raise maritime safety and environmental standards in the region and to cement longer term relationships to enable these organisations to access specialised support from NZ when required Health and safety General adhere to the employees health and safety role and responsibilities as outlined in the MNZ Health, Safety and Well-being Programme carry out other tasks as required by the Deputy Director, Office of the Chief Executive from time to time.
