1 JOB DESCRIPTION Job Title Grade Salary Range Directorate Reports To Direct Subordinates Maritime Technical Attaché Non Collective Agreement Grade Negotiable Merchant Shipping Directorate Registrar General Shipping and Seamen According to the exigencies of the service MAIN JOB PURPOSE The Maritime Attaché (IMO) is responsible for coordinating tasks and following any issues within the International Maritime Organisation (IMO) related to maritime affairs. The post for which applications are sought is based at the Malta High Commission Embassy in London. The purpose of the post of Maritime Technical Attaché is to ensure that there is a full-time resource within IMO to represent Malta and its maritime interests in relation to developments in respect of the maritime issues. The Maritime Technical Attaché will participate in, monitor and report on such developments and liaise with the different institutions and relevant agencies and non- Governmental Organisations while keeping in close contact with relevant Government Departments and Agencies in Malta, and so will help shape Malta's contribution to IMO developments in this area. The Maritime Technical Attaché may be required to travel outside London on occasion, such as attendance other informal sessions in other member States and attendance at other meetings and conferences. MAIN DUTIES & RESPONSIBILITIES Key Core Areas 1. Representing Malta in the meetings held at IMO as detailed as well as in other fora as required; putting forward Malta s position in such meetings and participating in discussions in accordance with the position that might be provided by Transport Malta. 2. Compiling and sending reports of such meetings immediately after the completion of the meeting as well as alerting, by telephone or other means of communication, the officials concerned, within the Merchant Shipping Directorate, Transport Malta in the event of immediate issues; Page 1 of 5

2 Key 3. Following up with representatives of other Member States as well as IMO officials, as required; 4. Coordinating the follow-up of any issues arising at the abovementioned meetings as required, both with the concerned units within IMO as well as with the appropriate Government structures in Malta; 5. Participating in IMO meetings, as well as any meetings held in the margins as required for those items related to this position s area of responsibility; 6. Setting up and holding regular meetings with counterparts from, or representatives of, the other Member States and other Institutions in order to strengthen Malta s contacts and develop fruitful and productive connections/relationship with other Member States; 7. The maintenance of on-going relations, including receipt of and follow-up on correspondence, with the principal contributors to IMO and its relevant Directorates 8. Participate at and, where appropriate, speaking at conferences on maritime affairs 9. Chairing of coordinating meetings during Malta s Presidency of the EU Council 10. Coordinates the participation of Maltese delegations at IMO meetings 11. Any other task assigned by the Registrar General of Shipping and Seamen within Transport Malta or his/her designated person. General Operational Managements 1. Following up, on a daily basis, items falling under the position s area of responsibility which are of particular interest to Malta and which are considered as priorities for Malta 2. Following up and keeping track of internal and external deadlines related to Malta s position within the area of responsibility and liaising with the relevant Units within the Transport Malta, in order to ensure that these deadlines are met in a timely and efficient manner 3. Advising and assisting in the assessment of the IMO and other Member States proposals in the marine area and the development of negotiating positions in relation to them Page 2 of 5

Keeping track of developments related to this position s area of responsibility, collating and scrutinizing relevant documentation issued by IMO and other fora, and forwarding any necessary documentation, information and advice to the respective officials within Transport Malta as appropriate, including Malta s reporting obligations in terms of the relevant IMO Conventions 5. Providing input for the compilation of the necessary dossiers and briefs being for the compilation of the necessary documents prepared for the meetings; 6. Providing assistance in the drawing up of briefings and speaking notes related to Malta position within the area of responsibility as and when required; 7. As required, contact and organise meetings with Maltese groups/delegations when participating in meeting at IMO Levels/ visiting London. 8. Responsible to analyse comprehensive statistics and reports, and provides technical guidance to the concerned officials representing Malta within IMO. Team Leadership Management Other 1. Manages staff and other resources in order to ensure that defined objectives are met on time. 2. Provides training, guidance and counseling to new employees attending IMO meetings. 1. To be available on call on a 24 hour, seven days a week basis to deal with urgent matters. 2. To carry out, in a proper and professional manner, other duties assigned to him/her from time to time by the Registrar-General and/or the Authority. Tasks and duties of the job holder are not limited to the above listed and employee may be required to assist other employees/departments or requested to perform other/different duties from time to time as the need may be. Essential 1. Qualifications Tertiary level education or equivalent, preferably in Law or Diplomatic studies; An adequate level of expertise and is thus qualified to advise on the specialized areas advertised in this call. 2. Experience At least 2 years experience in a senior management position responsible for researching, analysing, drafting & recommending policies and procedures. 3. Skills Good communication, writing and interpersonal skills. Good knowledge of management principles and practices, organizing and planning skills. A high level of computer literacy for compiling concise, logical, and technically correct written outputs 4. Other Attributes Thorough understanding of national and international laws related to merchant shipping and TM standards, policies and procedures.
