1 Bradford and District Tennis Association Standing Rules 1. This Association shall be called THE BRADFORD & DISTRICT TENNIS ASSOCIATION (B&DTA). 2. OBJECTIVES The objectives of the Association shall be to promote the interest of the Association Clubs connected with the public parks of Bradford and District and any other clubs as may be approved by the Association. 3. OFFICERS & COMMITTEE The Association shall be governed by a President, Chairman, Vice-Chairman, Hon. Secretary, Match Secretary, Hon. Treasurer, Official Reporter, and a Committee consisting of two members from each club. The Chairman, Vice -Chairman, Hon. Secretary, Match Secretary, Hon. Treasurer, must be elected annually, and they may or may not be delegates from their clubs. No club shall be entitled to more than two votes on any resolution. The Committee shall have the power to appoint all subcommittees and to depute to them any of its duties. A quorum shall be formed when 60% of the representatives are present. Any club not represented at any meeting (General or Committee) shall be fined MEMBERSHIP Application by clubs for admission to the Association shall be made to the Secretary who shall submit the same to the Committee. New teams must enter in the lowest division. Each application shall be made by January 1 st prior to the commencement of the season and shall state the names and addresses of its officers and the number of its members. 5. SUBSCRIPTIONS Annual subscriptions and player registration fees to be fixed for the following season by the Committee at the January meeting. The subscription and registration fees (with a minimum of six players per team entered) to be paid by the commencement of the current playing season. Any bill not settled by 31st May will incur a fine of 10 per team. If the bill is still unpaid at the end of the playing season, the fine will be 20 per team. 6. REGISTRATION OF PLAYERS Registration fees for additional players shall be paid by the meeting prior to the Annual General Meeting. 7. ANNUAL MEETING The Annual meeting shall be held within 40 days of the end of the financial year. Any member of the Association may attend this meeting but each club will be limited to 3 votes. 8. FINANCIAL YEAR The Committee shall control the income from all sources. The financial year shall close on December 31st. 9. AUDITORS The Auditor(s) shall be elected at the Annual General Meeting. 10. RECORDS OF THE ASSOCIATION MEETINGS AND CASH ACCOUNTS The Secretary shall keep a record of all business transacted at General and Committee meetings and at each Annual General Meeting he shall report on the year s work. The Treasurer shall present an account of the years receipts and expenditure duly audited. Copies of the Balance Sheet shall be sent to each club. 11. DEPUTIES In the event of nominated club representatives being unable to attend the Association meetings, any other club member may deputise.

EXTRAORDINARY GENERAL MEETINGS The Secretary shall convene an extraordinary general meeting at any time on receiving a requisition to that effect, signed by the Secretaries of more than half the clubs forming the Association. 13. INFRINGEMENT OF RULES Each club shall be furnished with a copy of the rules of the Association and be bound there by. Cases of infringement or any other irregularity shall be dealt with by the Management Committee. 14. CHANGE OF RULES No alternation of, or addition to, the rules of the Association shall be made except at the Annual General Meeting. Clubs or League Committee must give 28 days notice in writing to the Secretary, setting forth in full such proposed alternations or additions which shall be stated in the Notice of Business for Meeting, and Notice of Amendments to be handed in 14 days before the Meeting. 15. PROMOTION & RELEGATION shall normally be on a two up two down basis. If at the January meeting, when the total number of teams is known, there is a majority in favour of changing the composition of the league, this can be done by altering the number of promotion and relegation places to be played for in the coming season. 16. MANAGEMENT COMMITTEE The Chairman, Secretary, Match Secretary and Treasurer together with three other members shall be elected annually to form a Management Committee to meet as required to undertake the day to day running of the Association and to adjudicate any infringement, dispute or other irregularity. A club involved in an infringement, dispute or other irregularity being adjudicated by the Management Committee has the right to send a club representative to the meeting of the committee and for that representative to submit to the meeting a statement concerning the infringement, dispute or other irregularity. Any appeal against this subcommittee will be heard by the full league committee whose decision shall be final. 17. PAID PLAYERS should not be allowed to play for any team in our Association which is intended to be an Amateur Tennis League.

3 Bradford and District Tennis Association Playing Rules 1. A team shall consist of 4 ladies or 4 gentlemen. 2. A match shall consist of 4 rubbers. 3. (a) A rubber shall consist of 3 sets, tie break at 6 all shall be played in all 3 sets. (b) For rearranged matches that played in the evening, a championship tie break as a third set shall be played. The third set score shall be recorded as Matches to be decided on rubbers only. 5. (a) All matches to be played according to the fixture list, and not rearranged except for inclement weather. Weather postponements must not be made prior to 90 minutes before the commencement of the match. (b) When owing to inclement weather or court conditions a fixture is not begun by 4.30 pm or is uncompleted, the unplayed or unfinished rubbers to be played within 21 days of the scheduled fixture on a date mutually agreed by the clubs concerned. (c) If no convenient date can be arranged by the clubs within 21 days both clubs shall notify the Management Committee within that period. After consulting both clubs, the Management Committee shall decide upon a date, time and court for the unplayed or unfinished match to be played or completed. Players who have not actually played in the original fixture can be replaced for the rearranged fixture. (d) If by reason of inclement weather or court conditions a rearranged match is not played on the day specified by the Management Committee a further date, time and court shall be specified by the Management Committee. If a rearranged match is not completed by the default of one team the normal playing rules shall apply. (e) To prevent unnecessary travelling in the event of inclement weather each club, wherever possible, shall have an official telephone number in the handbook so that the home captain may contact the visiting team before 1.30 p.m. Mutual agreement of both representatives is necessary before any decision regarding the postponement of the fixture can be applied. 6. Any player may play for one B&DTA club only. Applications for transfer must be addressed to the League Secretary who will submit same to the League Committee or Management Committee within 14 days. 7. Home team to meet all expenses of match. 8. No member of a team may substitute for a player of another team for that particular day s fixture. 9. The balls to be used for all matches during the playing season of 2012 shall be Dunlop Fort / Slazenger LTA. At least 6 new balls shall be used for each match.

6 10. Matches will begin by 2.30pm. Any pair which is incomplete will automatically lose their first rubber to the opposing pair. If the pair is still incomplete by 3.15pm, they will automatically lose both their rubbers, again to the opposing team. Evening matches to commence not later than 6.45pm. Each team should have one pair on court at 6.30pm. Teams must be complete and available by 7.00pm, otherwise defaulters will forfeit the rubbers unplayed. (see Playing Rule 15b). Ladies matches will begin at 2.00pm. 11. Any club not fulfilling a scheduled fixture will have the appropriate number of rubbers deducted i.e. a complete match 4 rubbers, if only one pair available 2 rubbers. (see 15b). 12. Where in any season a club has two or more teams, a player having played a total of four matches for a higher team or teams, may not then play in a lower team. Application for dispensation to this rule must be made to the Management Committee. (As Rule 6 above). 13. Any club playing the away fixture and cancelling the home fixture with the same club must defray half the opposing clubs expenses for balls and courts for the matches played. 14. The rules of the Lawn Tennis Association (subject to the B&DTA rules) shall apply. 15. (a) If in any division two or more teams are equal on rubbers at the end of the season, then to decide final divisional placings, sets difference shall count and if equal on sets, then games difference shall count. (b) Teams awarded rubbers on a walk over shall be allocated games and sets pro rata to the season s performance in the event of a count up to decide final league placings. 16. Any tournament organised by the league shall be played only on courts of members of B&DTA. 17. (a) The home team must forward the result of each match played or claimed by result card to the Match Secretary. Unless the card is postmarked no later than the next following collection day the home team will be fined 2.00, and will incur a one rubber deduction. For any match for which the Match Secretary has not received a card within one week of the final match of the season, the match shall be awarded 4-0 to the away team. (b) Any result card submitted which is not completed correctly, with team names, match date, players names, and rubbers, sets and games added up and entered, will incur a 2.00 fine on both teams concerned. (c) The home team must notify the Match Secretary of any fixture not played on the due date. Unless the card is postmarked no later than the next following collection day, the home team will be fined Clubs having two teams in any one division to play each other on the first match in each half of the season, in so far as this is practicable in arranging the fixture list.

7 19. (a) The teams occupying the last two places in all but the bottom divisions shall be relegated, and the teams occupying the first two places in all but the top divisions shall be promoted. (b) The playing leagues will be organised into divisions at the first meeting of the calendar year, at the discretion of the Committee. 20. If after the normal relegations and promotions have been made, there is a vacancy (vacancies) in any division, it (they) shall be filled based on the following. The highest placed team who were relegated from the higher division will be reinstated in the division from which they have been relegated and, if there is more than one vacancy, the lowest placed team relegated will be reinstated to the higher division. 21. If any team withdraws from the league, the procedure for deducting rubbers from the remaining teams in that division shall be as follows: (a) Withdrawal up to and including the date when teams should have played each other once - then rubbers shall be deducted from the start of the season. (b) Withdrawal after the date in (a) above, then rubbers shall be deducted from a date which the reverse fixtures commence. (c) If a team forfeits 25% of the scheduled rubbers they will automatically be relegated from that division. Should the defaulting team already be in the lowest division then the rubbers that have been played will not be counted. The Match Secretary will advise the Management Committee of the situation and they shall decide any further sanctions that should be taken.
