1 Stakeholder Dialogue for Integrated Water Management (SDIWM) Initiative: A Case Study in the Ribb River Catchment, Lake Tana Sub-basin, Ethiopia Bernd FREYER, Andreas KLIK and Gizaw GESSESSE

2 Lake Tana Basin Lake Tana basin: km² 4 major rivers: Gilgel Abbay 5004 km² Ribb 2464 km² Gumara 1893 km² Megech 2620 km² Upstream area: Agricultural production (food crops and livestock) Eucalyptus plantation land degradation, erosion Midstream area: Rainfed and irrigated agricultural production (food crops and livestock) Downstream area: Lake and riverine fisheries wetland biodiversity irrigated agriculture (paddy rice; planned ha)

3 Actual problems i. Water scarcity to satisfy all the demands; communities and fishery far downstream suffer from shortage of water due to the pump irrigation and diversions at the mid- and upstream locations; ii. Competing water uses for irrigation along Ribb river course (using pumps, shallow hand dug wells, diversions), fishery, environmental demands, domestic and animal use; iii. Conflict over water use between irrigation users, and upstream and downstream users; iv. Lack of knowledge on the resource base, inefficient use of irrigation water, poor catchment management due to deforestation, inappropriate crop cultivation, and poorly regulated water abstractions v. Lack of coordination mechanisms to enhance coordinated management of water resources and watersheds. Conflict among different users and uses, and upstream and downstream communities Optimal water use in all sectors is beneficial for the whole region and the basis for food security and health in the region. Success of any water management plan depends on integrative coordinated adaptive measures in all sectors. Growing recognition of interlinkages between water management and landuse and farming systems, demographic, economic, social and environmental challenges, and the need for integrated solutions.

4 Objectives Study focuses on all kinds of sector specific adaptations 1)to balance the needs of all affected areas (up-, mid- and downstream) and 2)to identify the impact of water use transformation in all affected sectors

5 Methods Secondary data collection: land use patterns, crop yields irrigation, discharge data fishery practices wetland management erosion/sedimentation social and technological innovations power relations and institutional environment institutions (administration, education, research) Participatory Scenario Planning (PSP):^learning and negotiation process with high priority of communicating, sharing and developing group strategies for problem solving 1)Stakeholder identification for each area (appr. 15 persons from local community, religious groups, WM committee etc.); in addition expert groups are organized (river basin planners, lecturers and researches, NGOs 2)Characterization of status quo, and identification of trends and drivers of changes (Workshop 1) 3)Analysis of drivers and development of scenarios (Workshop 2) 4)Characterization of scenarios according to ecosystem services, social and economic variables 5)Identification of transformation strategies toward adapted land use and water management (Workshop 3)

6 Overall aim of the initiative Initiative should serve as broader project in collaboration between BOKU and local research organizations and stakeholder groups Submission of the proposal to KEF to be financed as a feasibility study Questions to be answered Do you follow the overall idea and/or do you provide ideas to adapt?
