2 INTRODUCTION In 2015 the Florida Legislature adopted legislation implementing the Shared Use Non- Motorized Trail (SUNTrail) program. The program, overseen by the Florida Department of Transportation, provides for funding of trails throughout Florida through the redistribution of automobile tag revenue. The legislature allocated $25 million annually to the program, beginning with the State Fiscal Year. The program, as defined in F.S., requires that eligible projects be located on the Priority Land Trail Network adopted by the Greenways and Trails Council. Map 1 shows the Priority Land Trail Network located within Alachua County. The Department has been working to implement the program for the last year and has developed three categories for funding trails. Each category will be allocated approximately 1/3 of the annual funding. The first category is for the Greenways and Trails Councils top priority regional trail network. The Council has selected the Coast-to- Coast Connector as its top priority. The second category for funding is the second priority regional trail network selected by the Greenways and Trails Council. This second priority trail is the St. Johns River to Sea Network. The final category for funding identified by the Florida Department of Transportation is the Individual Trail. Projects in this category cannot be located on either of the two regional networks. This is the category that all projects in Alachua County fall into. The Department has not programmed any appropriated dollars in the Five Year Work Program. The intent is to program the next five years as well as the FY15-16 dollars. This will be done through an amendment to the Five Year Work Program in August. As such, the Department appears to intend to program approximately $150 million dollars over the next five years, with approximately $50 million dollars allocated toward eligible individual projects. On May 6, 2016, the Department notified the County that applications for the Individual Trail Applications would be accepted until June 20, PROJECT SELECTION The project prioritization included in this document includes each project that would be necessary to complete all of the SUNTrail Network identified in Alachua County. Much of the SUNTrail Network in the County is already constructed or funded. However, portions of the Network west of Jonesville are not funded or planned and, in some instances, may require right-of-way acquisition. Additionally, there is no planned trail connection across US 301 at Hawthorne. The following table identifies each project necessary to implement the SUNTrail Network, as well as project cost estimates. Following the table is a brief description of each project. As envisioned, the trail would be located on the north side of the roadway at the edge of the right-of-way, with a swale separating the automobile travel lanes from an asphalt path 10 to 12 feet in width. This section may be the easiest of the sections to implement as no right-of-way needs to be acquired. Priority 2: Hawthorne to Palatka Trail Grade-separated Crossing at US 301 A previously approved Transportation Alternatives Program project (funded for construction in 2016) will bring riders of the Gainesville-Hawthorne Trail from the current trailhead through downtown Hawthorne to the US 301 SR 20 intersection. However, there is no bicycle or pedestrian phase at this intersection, and, as constructed, the signal would not accommodate this phase appropriately or safely. This project would provide for a grade-separated 12 ft. wide crossing of US 301 south of the existing SR 20 bridge. In addition to providing bicycle connectivity, the bridge would also allow children living in subdivisions east of US 301 along SR 20 to walk or bike to the schools on the west side of US 301. 4 Priority 3: Nature Coast Trail Extension Newberry Rail Exchange to County Line The Nature Coast Trail Corridor has previously been acquired by the State from Trenton to the Alachua County Line. This project proposes acquisition of the portion of the rail corridor from the County Line into the rail exchange in Newberry, either through fee simple acquisition or utilizing the rail-banking provisions of the federal statute. Additionally, the project would include construction of a 12 ft. wide asphalt trail. This corridor would connect to other regional trails that the County is working on, including the Hawthorne-to-Newberry Rail Trail. Priority 4: Archer to Bronson Trail US 27/41 to Levy County This project is, essentially, an extension of the Archer Braid Trail from its current terminus at the Archer water tower along State Road 24 to the County Line. The project, as envisioned today, would be a 10 to 12 ft. wide multi-use path within the existing State Road 24 right-of-way. This project will need to, during the design phase, identify a connection from the water tower back to SR 24. Priority 5: Newberry to Gainesville Trail NW 260 th Street to Newberry Lane This project would connect the Nature Coast Trail to the Newberry to Gainesville Trail through downtown along the State Road 26 corridor. The exact alignment of the corridor will require some planning and coordination. FDOT is currently undertaking a PD&E study for SR 26 through downtown Newberry. At this point, the PD&E is examining implementation of one-way pairs. This section of the trail would be a mix of in-street and off-street facilities. As proposed, project timing will be dependent upon the implementation of improvements to the SR 26 corridor. DRAFT NOT APPROVED 3
