Building on previous activities within the CEI Working Group on Energy and the CEI Feature Event on Energy Efficiency we wish to expand and consolidate this co-operation by establishing a network of both agencies (governmental bodies) and private companies engaged in transfer of know-how and intensive exchange of information in an area which is fast becoming one of the key aspects of energy conservation and which is of particular significance in the former Communist countries of Central Europe. Indeed in these countries the building standards for public housing were low and energy was wasted in tremendous extent for heating these buildings. We expect that this project will significantly raise awareness of both governments and public opinion with a great potential for energy savings to be realised. The whole process of moving towards energy efficiency and improving the situation with regard to climate change will move forward by means of this project. The partnership is imbalanced and not fully competent and relevant to achieve the described outputs and results. It does not include important market players, nor are they definitely addressed as stakeholders Project activities and management structures are partially confused with those of the LP s institution, the Central European Initiative. Especially in WP6 the LP misuses the project for its normal activities (2 CEI annual forums) and setting up an additional CEI network (CEI Network on Greenbuildings) and CEI National Focal Points. The ownership of the project outputs has not been outlined and their sustainability is not ensured. Budget-wise, and even if distribution of funds among partners is balanced and, overall, the design of the budget is coherent with the work plan, the total budget is not justified on the basis of the actions foreseen. The LP is only involved in half of the work packages and also other partners are only partly contributing. LP is located in IT but no activities and outputs related to IT are foreseen. By contrast, actions and even a pilot project is foreseen for SK without having a partner from this country involved. The added value of having an UA partner involved has not been highlighted. The pilot projects do not have the character of pilot actions but rather of pre-investments. The selected Types of Action do not fully match with the work plan and its outputs. The prepared pilots have not transnational added value, especially since there is no evaluation foreseen. The ownership of the project outputs has not been outlined and their sustainability is not ensured since the target groups using it are different from the partnership.
