2 Spirit of the Games: Excellence through competition how does your sport exemplify these values? What are the benefits of playing your sport? The FA/ESFA philosophy is to develop young footballers through a four corner approach to learning; Physical get young people active Technical learn to play Psychological believe in yourself Socially respect others The benefits to this approach are the total development of the player that extends beyond the pitch. Priority competitions: Football is the people s game, a game of great passion, a game that requires you to work as a team as well as inspiring individual brilliance and creativity, creating self belief as an individual and as a team to try something new or different without fear of failure. The game cannot be played without respecting your opponents and showing honesty as a player or manager of a team. The FA Respect programme teaches young players a range of disciplines including accepting the referee s decision and shaking hands with the captain of the opposing team at the start of each game. Football s priority for the Sainsbury s School Games is increasing participation in intra-school competition at U12 16 age groups. This will be delivered through our intra-school programme Team 16, which will be launched before September 2013 and aligned to Sainsbury s School Games Level 1. School Games Organisers should work with their partner schools to set up Team 16 competitions. ESFA District Schools Football Associations in the majority of counties will offer competitions for children and young people from U11 U18. School Games Organisers should contact their Schools Football Association and County FA Football Development Officers to discuss which competitions are most suitable to include in the Sainsbury s School Games in their county. ESFA competitions will be delivered in line with the recent FA Youth Review recommended formats. 3 What should schools do if they want to cater for Years 3 and 4? The FA Tesco Skills programme caters for 5 11 year olds. Designed to support young people to learn in a positive environment that is fun, game based and includes ball mastery, creativity, problem solving, decision making and experimentation. ESFA, in conjunction with the Tesco Skills programme will deliver regional football fun festivals. Primary Change4Life is targeted at Years 3 and 4, it adopts a multi-skill approach and underpins the Sainsbury s School Games. Why is it easy to run competitions in your sport? Football is one of the easiest games to organise due to the lack of equipment required. As long as you have a ball, bibs and some cones you can have a game! The rules are relatively simple especially at primary school level where there is no offside rule. Young Leader/Officials courses/qualifications available: Junior Football Leaders (JFL) Leadership through Football (LtF) Mini-Soccer Mini-Whistlers Leadership through Football Unit 2 Referee Football Activity Sessions and Small-Sided Games Signposted competitions The English Schools FA (ESFA) provides an extensive competition programme for both males and female teams. With all 11-a-side finals usually taking place at either a Football League or Premier League Ground. Competitions will run from September onwards with finals usually taking place in March April. Competitions are for all abilities with specific competitions for schools with a low roll call. Mini-Soccer U11 Contact your local Schools Association; all contacts on the ESFA website or for general enquiries on the ESFA competitions nationally please contact or County Football Associations can be contacted for further assistance on GetIntoFootball/CountyFA/CountyContacts. Association, either Home and Away or Central Venue Leagues are applicable. Simple rules: Play on a pitch 50 x 30yards to 60 x 40yards. Use Mini-Soccer 12 x 6 goals and a size 4 football. Modify pitch sizes (smaller or larger) within min and max size guides. Introduce rolling substitutes and encourage leaders to monitor playing time. Alternate positions during rest breaks. Allow roll ins instead of traditional throw ins to enable the inclusion of all players e.g. CP/hemiplegic player. Use a different colour football (e.g. fluorescent) for the engagement of visually impaired players. Ensure pitches are clearly marked avoid using facilities with many different lines and markings and poor lighting (indoors) if possible. Use appropriate size footballs as per FA guidance. Ensure referees / young leaders officiating support the inclusion of deaf players by using flags to signal decisions made. Ensure deaf players are permitted to wear hearing aids (if they chose to) during game play. How can regularity be achieved? Regular competitions can be created by offering weekly home and away fixtures or weekly, fortnightly or even monthly central venue festivals where a cluster of schools come together to participate. How can depth in competition through extra teams be achieved? By offering central venue festivals of football this encourages more young people to be able to participate on a regular basis. Young Leaders can support to run B, C and D teams as well as referee or help organise the festival, taking the strain off the teachers. One football pitch can accommodate four Mini-Soccer pitches allowing lots of football to be going on at the same time. The route from here to Level 3: Discussions should take place locally with the Schools Associations to look at holding the finals of the Mini-Soccer Competitions as part of the School Games Level 3 event. 5 Competition Card 2. Futsal priority format U12 U16 Secondary Contact your local Schools Association; all contacts on the ESFA website or County Football Associations on CountyFA/CountyContacts. Association; playing Home and Away is applicable but it would work better at a central venue. Simple rules: Play 2 x 20 minute halves played in real time. Game to be played in a sports hall using a futsal ball. Ball can go over head height. Teams are 5 a side, with rolling substitutes. To restart the game after the ball has gone out the ball is kicked back into play from the touchline and from corners. The player has four seconds to return the ball into play or the possession is turned over. Goalkeepers are allowed out of their penalty area and players are allowed in. When goalkeepers are restarting the game after the ball has gone out of play, they must throw the ball and are then not allowed to touch it again until an opponent has touched it or the goalkeeper receives the ball in the opponent s half Each team can give away five direct free kicks in each half. On the 6th foul a direct free kick is awarded to the opposition and the defending team is not allowed to position any players other than the goalkeeper between the ball and the goal. Each team can give away five fouls in each half. On the 6th foul a 10m direct free kick is awarded to the opposition and the defending team is not allowed to position any players other than the goalkeeper between the ball and the goal. Pan disability football priority inclusive format U12 U16 U16 boys and girls Contact your local Schools Association all contacts on the ESFA website esfa.co.uk/associations/ or County Football Associations on GetIntoFootball/CountyFA/CountyContacts. NB: Not every Schools Association will currently be providing disability-specific leagues or fixture programmes. The School Games are seen as the opportunity to create new competitions in partnership with the School Games Organisers. Association; either home and away or central venue league is applicable but it works better at a central venue. Simple rules: The length of the touchline MUST be greater than the length of the goal line. Minimum 50m, maximum 60m. Width minimum 30m, maximum 40m. 5m x 2m goalposts would ideally be used (mini soccer posts are also permissible). Two teams of 7-a-side play two equal periods of over five and up to 25 minutes in each period. The preferred playing surface should be a third generation artificial turf pitch. Where third generation artificial turf pitch is not used a sand filled artificial turf pitch is acceptable. Other surfaces such as a sports hall or natural turf are permitted providing that competing teams do not comprise of amputee players who use crutches. If amputee footballers (who use crutches) wish to participate, the playing surface must be either third generation artificial turf or a sand filled artificial turf. A goalkeeper must not touch or control the ball with his or her hands when deliberately kicked to him or her by a member of their team (a direct free kick should be awarded). To restart the game after the ball has gone out the game should restart with either a traditional throw in, an under arm roll in or a kick-in (dependant on the ability level of the player). Sin bins are allowed. Yellow card 2 mins. Red card duration of game. Teams are permitted to have three substitutes but players are permitted to re-enter the field of play (unlimited substitutions). There is no off-side. Free kicks are either direct or indirect players must be two yards away from the ball. Roles for young people: Young Leaders can play a key role in supporting the School Games and schools competitions, The FA Football Futures Leadership and Volunteering programme encourages young people to get involved in a range of volunteer roles including; Coaching and working with teams Refereeing Event organisers/helpers Promoting the game (football media) Running and developing the game administration of leagues etc Respect ambassadors ensuring games are played in the right environment. Consideration could be given to individual players being put into teams on and playing in festivals where schools do not have sufficient male or female players. The route from here to Level 3: Discussions should take place locally with the Schools Associations and County FA to look at holding the finals of the County Competitions as part of the School Games Level 3 event.
