1 Background BC First Nations Data Governance Initiative Demonstration Projects A number of locally developed social and lands-based administrative data systems are available to support First Nations governments in carrying out their current and evolving authorities. Many First Nations have undertaken projects to develop strategic plans inclusive of local concepts of well-being and positive attributes. BC First Nations' Data Governance Initiative (DGI) Strategic Framework describes the opportunity to synergize and capitalize on individual reporting reform and technology projects, eventually resulting in all First Nation communities having administrative data systems to support their decision making and reporting. A technical review and workflow analysis of a variety of social programs was recently carried out in a number of diverse First Nation communities under the DGI and the report recommended a number of next steps. First Nation communities confirmed the need for standardized and harmonized approach to measuring and reporting on investments and for capacity building in First Nations communities and organizations. Two project streams were initially identified to be funded by AANDC this fiscal year; indicator development (what communities will measure) and systems deployment and reporting (how communities will track and report). Two additional projects will be resourced this year; one to develop an overarching First Nations' Data Governance Framework to assist in identifying and prioritizing project investments moving forward, and the other to analyze federal and provincial survey data currently being collected. Project Summary 1) Indicator Development: - a two-part project involving Dr. Christopher Horsethief and Bronwen Geddes as leads. a) To work with First Nations communities and relevant ministries/departments/first Nations organizations, to finalize a series of high-level, transferable outcome statements related to the broader determinant of Healthy First Nations Child Development (diagram attached); and to establish examples of related community-based indicators through a process which can be repeated by other First Nations. b) b) To develop a guide and tools to be integrated with Comprehensive Community Development Planning, to help FN communities understand the connection between planning, investment, outcome measurement and reporting and to work through the processes associated with developing local performance indicators (objective a). 2) Systems Deployment and Reporting: - project lead Mark Sommerfeld, Mustimuhw Systems 1
2 a) To define the current capacity of Demonstration Site communities in relation to information management and information technology and reporting, including human resource capacity. b) To illustrate the reporting capacity of the Mustimuhw health and child and family data systems (including linking prevention fund form previously developed, to systems). c) To establish a strategy related to deployment of administrative data systems in First Nation communities with various capacity levels, addressing human and technical capacity issues including connectivity and data governance. 3) Data Governance Framework: - project lead Mark Sommerfeld, Mustimuhw Systems a) To establish a First Nations' Data Governance Framework, addressing ownership and control, access and possession issues such as Data Accessibility, Availability, Quality, Consistency, Security and Auditability and related knowledge, tools and instruments. 4) Survey Instrument/Data Analysis: - project lead Dr. Christopher Horsethief a) To analyze the AANDC data collection instruments, against the AANDC program authorities, against existing federal and provincial First Nation (Aboriginal) surveys: Regional Health Survey; First Nations Regional Employment, Early Childhood, and Education Survey; National Household Survey; Transition Home Survey; Canadian Incidence Survey, Workforce Survey, etc.). Data/survey quality, redundancy and relevancy will be key points of consideration. 2
3 FNIGC Collaborative Research Framework Development FNIGC Regional Online Data Tools and Capacity Development Initiative The purpose is to develop a research framework for national and regional data using the First Nations Regional Early Childhood, Education and Employment Survey (REEES) and the First Nations Regional Health Survey (RHS). A key aspect is engagement and collaboration with regional partners, communities and stakeholders (including federal) to inform on needs and priorities for national and regional research. Regional-level data is of specific interest as it provides a portrait of the unique characteristics across the country. This is an open data initiative to explore ways to strengthen capacity and support of First Nations regional processes in disseminating their published survey results across communities, regions and public. The FNIGC is interested in working with their regional partners to expand their Online Data Tool within the regions. The Online Data Tool will enable use and access to FNIGC s national and regional data. A research framework, developed in collaboration with the FNIGC, regional partners and stakeholders (including federal). A research framework/tool that informs on national and regional research needs and, feeds into AANDC s research planning and priority-setting processes. Increase First Nations capacity to provide quality and timely data for research, policy and analysis; transfer knowledge; and, to meet First Nation, regional and general public data needs. Lessons learned regarding use of tools/products for effective knowledge transfer. 3
4 FNIGC Regional and Community Capacity Development Plan Building Capacity through Improved Governance This initiative is to undertake a study of the status (i.e. challenges, opportunities and considerations), supports required, and future needs of the FNIGC regional partners to facilitate effective data governance. Research collaboration on building capacity and strengthening governance within northern First Nation/Aboriginal communities. A long-term planning tool (3-5 years) that woul feed into AANDC s research and planning processes for the Survey of Aboriginal People (SOAP) developed in collaboration with the FNIGC and regional partners. In the short-term, identification and implications of emerging needs and requirements to strengthen capacity for First Nations governance. Collaboration with the Institute of Public Administration Canada. Results will be available in March Approaches of Aboriginal Governance of Data Public Policy Forum Research study, which documented approaches to Aboriginal data governance. In March 2013, Canada s Public Policy Forum and AANDC coordinated an initial discussion on elements for building data capacity for results-based management in First Nations communities.
