3 California Climate Investments Three-year investment plan completed in May 2013 Covers FY 13-14, FY 14-15, FY Focus on enhancing or expanding existing programs Update to the Expenditure Plan in 2015 Workshops held in August and November 9/30/2015 3

5 Purpose of the AHSC Program Increases accessibility of housing, employment centers and key destinations via low-carbon transportation options (walking, biking and transit) Result in fewer vehicle miles travelled (VMT) and mode shift from single-occupancy vehicles Provides grants and affordable housing loans for infill and compact transit-oriented development and related infrastructure and program activities to reduce VMT 9/30/2015 5

14 High-Quality Transit Peak Period headway frequency of 15 minutes or less and service seven days a week AND meet one of the following: Operate on a railway or dedicated right-of-way - OR - Contain at least two of the following characteristics: Middle-of-road alignment bus-only lanes Off-board fare collection Intersection treatments that prohibit mixed-traffic from making turns across dedicated right-of-way Use of more limited-stop service including express service and skip-stopping Use Intelligent Transportation Systems (ITS) technology Platform level boarding 9/30/
