2012 The State of Food and Agriculture Investing in agriculture for a better future Kostas G. Stamoulis Director, Agricultural Development Economics Division Food and Agriculture European Parliament, Committee on Development Brussels, 18 February 2013 The State of Food and Agriculture

Higher prices have renewed attention to agriculture Source: FAO

ODA to agriculture has followed price trends

Agriculture has also declined as a share of domestic public expenditures

(WIR 2009)

FDI is increasing, but Total FDI in 27 countries averaged $922 billion per year in percent to food and agriculture 5.6 percent to food, beverages and tobacco, mostly to highincome countries Only 0.4 percent to agriculture FDI in agriculture in 44 countries averaged $5.4 billion per year in More than double the level in percent was to upper-middle-income and high-income countries

On-farm investment has followed a similar pattern Source: Authors calculations using FAO 2012a

The composition of on-farm capital varies

Farmers are the largest investors in agriculture Source: Lowder, Carisma and Skoet, 2012.

Investing in agriculture raises productivity Source: FAO, 2012a.

Higher productivity is associated with lower undernourishment 10 Agri GDP per worker (log scale) BRA CRI PAN DOM NGA COL PRY IRQ MAR SLV MNG NAM NIC SDN UZB PER ECU HND IDN GEO GTM THA CIV PHL KGZ LKA YEM CMR PAK BEN AGO TJK CHN MLI IND TGO BOL BWA LAO SLE PRK COG VNM KHM CAF LBR NER BGD KEN HTI TCD SEN ZWE BFA RWA TZA NPL ETH MWI UGA MDG MOZ GIN ZMB ERI 5 BDI Proportion of undernourished in total population Agri GDP per worker <$ 1,000 Agri GDP per worker $ 1,000 - $ 4,499 Agri GDP per worker $ 5,000 - $ 11,999 Source: Agri GDP: UNSD; Agri workers: FAOSTAT; Undernourished: FAO, 2012.

Hunger by region, Source: FAO (SOFI 2012)

The investment climate is critical

Improved governance is a key element Voluntary Guidelines on the Responsible Governance of Tenure Endorsed by the CFS in May 2012 Principles for Responsible Agricultural Investment Land and resource rights Food security Transparency and good governance Consultation and participation Economic viability Social sustainability Environmental sustainability

CFS has launched a consultative process to establish principles for responsible agricultural investments in the context of food security and nutrition (rai)

rai The Principles are intended to provide practical guidance to governments, private and public investors, intergovernmental and regional organizations, civil society organizations, research organizations and universities, donors and foundations They will be voluntary and non-binding Consultations will be held at the regional and global levels. The resulting Principles will then be presented to the 41st session of CFS in 2014 for endorsement The added value of a CFS process is the multistakeholder model and the focus on food security and nutrition

Good business environments are associated with more investment Source: Authors calculations using FAO, 2012a and World Bank, 2011b.

Policies are also important

Large share of ag budget Monitoring policy impacts: rice in Mali but policies provide price disincentives to producers Source: MAFAP 5% Nominal Rate of Protection 0% -5% -10% -15% -20% -25% % -35% Source: MAFAP

Governments must focus on public goods with large impacts Source: Fan, Zhang and Zhang, 2004.

Key messages Investing in agriculture is one of the most effective strategies for reducing poverty and hunger Farmers are the largest investors in agriculture, and must be central to agricultural investment strategies A favourable investment climate is necessary but not sufficient small farmers need special assistance to overcome barriers large-scale investments need special attention to ensure broad and sustainable benefits Governments must focus on public goods with high social returns An improved evidence base is essential

Future editions of SOFA Food systems for better nutrition Agricultural innovation and family farms To be decided
