1 JOB DESCRIPTION and PERSON SPECIFICATION ( Post Title: Democratic Services & Governance Manager Service Area Corporate Services Reports to: Scale: 8 CRB: No Overall Purpose To provide effective democratic and governance services and advice to support the delivery of high quality, cost effective, customer focused services across the Council Overall Purpose of Job 1. To achieve a culture of Systems Thinking and Brilliance 2. To lead the development and delivery of high quality cost effective services in the functional areas of : Legal Services Local Land Charges (Local Land Charges Registrar) Whetstone Industrial Estate Information Management, including Freedom of Information, Data protection. RIPA, records management Democratic Services Scrutiny Formal complaints/ombudsman Complaints Ethical governance Contract co-ordination Guiding Organisational Principles Leading Brilliantly Being accountable Being in the Work Doing what matters for the customer Doing what matters for staff Designing against demand Doing Value work Reducing Waste Ambition for the Council Determination to succeed Key Roles, Tasks and Responsibilities 1. To manage the performance of assigned staff and services to deliver improvements to service provision 2. To manage assigned budgets and resources and secure efficiency gains 3. To develop and maintain effective Constitutional arrangements 4. To ensure delivery of a high quality Land Charges service 5. To be the nominated case progression officer under the Criminal Procedure Rules To ensure that the Council s legal advice is delivered in the most cost effective, efficient way whilst ensuring high quality service provision 7. To oversee the maintenance of the property terrier and deeds registers 8. To lead the Scrutiny team to delivering an effective and transparent scrutiny process

2 9. To support Elected Members in their role as Community Champions 10. To be responsible for the development and delivery of the Councils formal complaints procedure and ensure that it remains fit for purpose 11. To co-ordinate partnership and contractual arrangements to ensure consistency of approach and to minimise risk to the organisation 12. To ensure that the Council s interests are properly protected with regards to legislative matters such as Data Protection, Freedom of Information and Information Management 13. To provide support and guidance to the Local Councils as required 14. To hold Proper Officer appointments specified from time to time in the Council s Constitution 15. To hold such appointments on outside bodies as specified by the Council/Cabinet Executive/Chief Executive and carry out work for or on behalf of outside bodies as required 16. To be responsible for the effective implementation of the Council s Health and Safety Policy and procedures within their Services and report any corporate or significant issues to Director of Operations as the lead officer on Corporate HSW Further Health & Safety information related to this post will form part of your Contract of Employment
