5 1. Extracts of General Ordinances of the University Relating to Student Fees/Registration/Examinations 1.1 Ordinance XVI, Section 2 Registration 4. Students shall pay such fees representing charges due for admission, registration, tuition, accommodation, programmes of study, examinations, conferment of degrees and otherwise, including payment of money owed to the University in respect of loans, books or other equipment or materials at such times, and in such manner, as may be fixed from time to time by the Board. 6. No person shall be registered as a student of the University until: a) Sessional fees have been paid in full, or arrangements have been made which are acceptable to the University for the payment of sessional fees for the current academic year by instalments. Unless otherwise sanctioned by the Senate, a student shall cease to be a registered student if arrangements for payment by instalments are not fulfilled: b) If applicable, all other fees and sums due to the University incurred in the previous academic year have been discharged in full. 1.2 General Regulation XII Conduct of assessments 15. No student shall be admitted to any assessment unless he or she: b) Has paid such fees as may have been prescribed by the Board for the purposes of assessment. Results of assessments 20. The President and Vice-Chancellor shall have the power to direct that the assessment result for any student who has not paid in full all fees, loans, charges or other sums due to the University shall not be published, nor submitted to the Senate for confirmation, until such debts have been paid in full. 1.3 Sessional Tuition Fees - what they include All sessional tuition fees, except where stated, include charges for registration, tuition/supervision, examination and graduation (where appropriate), and entitle a student to membership of the Library, the Union, and the Athletic Union. The fee also includes incidental laboratory and microscope charges, but, in the event of gross negligence, a student will be required to pay an additional sum to cover the cost of materials, etc., which may have been wasted. 5

6 1.4 Bench Fee/ Supplementary Fee Policy* If a bench fee (supplementary fee) is required, it must be computed on the standard bench fee pro-forma (available from the Student Services Centre or download from the web address) and signed by the Head of School or his/her nominee. The bench fee should then be approved by the Graduate Education Group or delegated nominee and quoted in the offer letter. A copy of the offer letter together with the bench fee pro-forma should be sent to the Student Services Centre, Registration Fees Team. The bench fee will then be collected by Student Services Centre Staff along with the tuition fee. * Applies to students who commenced their study prior to 2007/08 only. No bench fees will be collected for students commencing study after 2007/ Main Changes to Tuition Fee Administration and Policies for 2009/ New International Students UK Governance introduced new immigration rules on 31 st March for non- EEA Swiss students. Under these new rules, the University is a licensed Tier 4 (student) sponsor, and we now need to keep a record of a student passport and ICFN (identity card foreign nationals) if one has been issued by UKBA. New International students must now provide a copy of their passport and UK ID card (if issued) at the point or registration before they are issued with a University swipe card. 2.2 Early Tuition Fee Payments Though generally not a requirement, some students may wish to make full or partial payment towards their tuition fees in advance of their arrival in Manchester. We are able to issue a receipt against such payment, which can be presented in support of a visa application. Any payment made by a student that does not commence their studies will be issued with a full refund. The refund will be processed to the original payee by the original method by which it was paid. 2.3 Bench Fees Any bench fees not claimed in a previous academic year cannot be invoiced retrospectively. 6

Summary of the Registration Process From 1 September, follow instructions received by and complete registration on-line All students must complete registration (steps 1-9 online) Step 10 should be done online if possible Problem with on line registration: phone for help If students get stuck, they should telephone the Helpline on in September or Student Services at any other time of the year. As a final option: face to face support Students who need to pay by cheque for example will need face to face help. This can be obtained in Whitworth Hall during September and in the Student Services Centre at all other times of the year. Face to face support is the exception not the norm. Collecting a swipe card New students need to go and collect a swipe card this can be done in various venues in September and in the Student Services Centre at all other times of the year. 3.1 The University Swipe Card (also know as the Library Card or University Membership Card) The University Swipe Card enables students to access University facilities such as the Library. A photograph is taken at the time of issue. Students registering by post have to supply a photograph which is scanned in. The cost of a replacement Swipe Card is currently 10. However, if the Swipe Card has be lost due to a reported crime (e.g. stolen handbag), a replacement card is issued free of charge on production of a crime reference number from the police. 7

Standard Tuition Fees for the Academic Year 2009/2010 Please find detailed below information regarding the tuition fees due for both new and returning students during the 2009/2010 academic year. Many programmes of study attract the University s standard rate of tuition fee. Other programmes which incur higher expenditure attract non-standard tuition fees. It is important that you check with your School the exact rate of tuition fee for your chosen programme. Please note that The Student Services Centre believe that fees charged are correct at the time of being published. However, in the event of an incorrect fee being displayed in the Registration wizard The University of Manchester reserves the right to charge the correct fee per programme. 4.1 International Students 4.1a New International Students From September 2007 all new international students (undergraduate and postgraduate) were charged the same rate of tuition fee for all years of study i.e. the fee is fixed for the duration of a programme. There are only a few exceptions to this: Medical and Dentistry undergraduate programmes where non-clinical and clinical fees apply. In these cases, the non-clinical fee will be charged for pre-clinical years at the entry level and clinical fees will be charged for the clinical years at the level appropriate to entry on to the clinical part of the programme. 4.1b Foundation Year Students Programmes that include a foundation year are charged less than the standard rate. For these programmes the first year will be charged at the lower rate and the remaining years will be charged at the full arts or science rate as applicable to their programme of study based on the admit term. 9 4.1c Returning International Students (started before 2007/08) Undergraduate and Postgraduate international students who commenced their programme before September 2007 will pay tuition fees which vary in amount for each year of study. 10 Please be sure to check Crucial Guide Live to view the tuition fee applied to your specific programme of study at the following address: 4.2b New and Returning Undergraduate Home Students The tuition fees for Home/EU undergraduate students completing registration in September 2009 (academic year 2009/2010) will be as follows: 2009/10 Pre 2006/07 starter 1,285 All other Home/EU 3,225 undergraduates 4.2c New Undergraduate Home Students Undertaking a Second Undergraduate Degree It was recently announced that the Government would no longer pay a contribution to any Universities for students undertaking a second Undergraduate degree. In light of this decision some Higher Education establishments have decided to charge this cohort of students a higher tuition fee to compensate for the loss of income. The University of Manchester has agreed the following policy: New entrants in 2008/9 Students commencing study of a second first degree in 2008/09 will be required to pay the standard fee for their programme of study for its duration. New entrants 2009/10 Students commencing study of a second first degree in 2009/10 will be required to pay the standard fee for their programme of study for its duration. New entrants 2010/11 Students commencing study of a second first degree in 2010/11 will be required to pay the fee equivalent to the relevant standard international fee i.e., 11,300 (Arts) and 14,200 (Science). The only exception to this is students registering for the MBChB, BDS, BA Architecture, BArch and students in receipt of DSA. 10

11 4.3 Channel Island Fees 2009/2010 Students residing in the Isle of Man, Guernsey and Jersey are classified as 'International students' for fee purposes. Self-financing and postgraduate students are charged the appropriate tuition fee, whilst undergraduate students sponsored by Island Governments pay a fee agreed between the Department for Innovation, Universities and Skills (DIUS) and the Island Governments. Payment of Tuition Fees 5.1 Methods of Payment In order to complete financial registration, all students should have provided or must be able to provide either: documentary evidence from their sponsor confirming that full fees will be paid on receipt of an invoice, or confirm that they are personally able to meet the full cost of tuition fees and where applicable, bench fees (returning students only in 2009/10). A student can pay their tuition fees by the following methods: Credit card (online or face to face if necessary) Debit card (online or face to face if necessary) Direct Debit - this requires a UK bank account (online or face to face if necessary) Cash Personal cheque Building society cheque Bankers draft Travellers cheques - these must be in sterling Cheques should be made payable to The University of Manchester Note: The University of Manchester does not accept American Express 5.2 Payment by Instalments (Direct Debit) Students who wish to pay their fees by instalments can only do so by setting up a Direct Debit Instruction this can be done online via the online registration process. (The Direct Debit Instruction instructs a bank or building society to authorise The University of Manchester to collect specified amounts from an account on agreed dates). In order for a Direct Debit to be set up, bank details must be provided. This can be done on-line, by calling the Registration Helpline on (during the month of September) or by completing one of the University s Direct Debit Instruction forms, a copy of which can be downloaded (see below). Please note: Bank account details are normally printed in cheque books. We urge students to complete this process online but if you would like to download a copy of the Direct Debit form for payment of tuition fees, please download the form at the following address Please note that students on programmes that are charged on a modular basis will not be able to set up a Direct Debit for the payment of the fees. 13

14 All students who register in 2009/10 and wish to pay by instalments will be required to pay one third of their tuition fee at Registration. The remaining balance will be paid in two equal instalments by Direct Debit on dates shown below. September Registrations 19 th January th April 2010 Instalment dates for students who register in January, April and July are: January Registrations Direct Debits to be taken on 19 th April 2010 and 19 th July 2010 April Registrations Direct Debits to be taken on 19 th July 2010 and 19 th October 2010 July Registrations Direct Debits to be taken on or around the 19 th October 2010 and 19 th January 2011 Direct Debit Instalment Threshold Please note that students that owe a personal contribution towards tuition fees of or less must pay in full at the time of registration. Please note that the only exception to this is for students in receipt of a Professional and Career Development Loans when full payment of 20% is due in full at the time of registration. 5.3 Default Levies Students who do not pay their fees by the due dates will be charged default levies as follows: Payment made up to one month after the date due Instalment still outstanding after 28 days of the date due, the levy will increase to It should be noted that default levies cannot be waived and therefore it is important that instalments are paid on the dates agreed. If students are unable to make payments on time, they should contact the Student Services Centre as a matter of urgency, at least ten working days before the due date of the instalment, to discuss the possibility of altering their payment arrangements. Direct Debits cannot be amended or cancelled after this time. 14

15 5.4 Withdrawal of Instalment Arrangements Students who continually default on their instalment agreement for the payment of their tuition fees without good reason should be declined the option of paying their tuition fees by instalments in future years. Those students would be required to pay their tuition fees in full at the time of registration. 6. Tuition Fee Discounts/ Loyalty Bursary Discount 6.1 One Discount Scheme Only Please note that in the event of more than one University discount scheme being applicable, only one may be applied. 6.2 Payment of Tuition Fees at the time of Registration In 2009/10, there continues to be no prompt payment discount for students electing to pay all their tuition fees at the time of registration. 6.3 Loyalty Bursary Discount There is no Loyalty Bursary Scheme for new starters in September The scheme offered a discount to University of Manchester undergraduates who progressed from undergraduate to postgraduate study. Students who entered in 2007/08 (or earlier) and are continuing their studies, if eligible, will be entitled to a 20% Loyalty Bursary Discount. This discount will be honoured for the duration of student's current programme of study. It is only applied to any proportion of the fee that a student pays from personal resources. 7. Temporary Registrations 7.1 Temporary Registrations for Undergraduate and Postgraduate Students Students unable to complete registration due to financial reasons, may be permitted an initial period of temporary registration for two weeks. Any extension of this temporary registration period will be at the discretion of the Registration & Fees Team Leader. Students unable to complete financial registration by 1st November 2009 at the very latest will no longer be considered as registered students of the University and registration will no longer be available. The Student Services Centre will advise Schools in writing after 1st November 2009 of the students who should no longer be regarded as students. It is important that such students are not permitted to attend lectures after this date. For students registering in January, April and July, temporary registrations will be granted for a two-week period from the date of registration in the first instance. 15

16 7.2 Expired Temporary Registrations Please note that tuition fees are still charged on a daily basis for the period of temporary registration that the student has been in attendance. 8. Tuition Fee Refunds - withdrawal from programme In accordance with the University's policy on tuition fee refunds, the amount of any tuition fee refunded is dependent on the date of withdrawal from the programme of study. Tuition fees are charged on a daily basis up to and including the last date of attendance on the programme. Refunds are not made unless the School/Faculty have issued an official last date of attendance. Please note that any refunds will be processed to the original payee by the original method it was paid. 8.1 Refunds to Students with a University Debt: Please note if a student has a university debt, they will be contacted by Credit Control before any refunds are agreed. 8.2 Undergraduate Students If an undergraduate student withdraws from or interrupts their studies, tuition fees will be calculated and charged on a daily basis up to an agreed cut off date. If the student is receiving funding from the Student Loans Company and they withdraw before the 1st December the Student Loan Company WILL NOT make any contribution towards the tuition fees and the student will become liable for the monies due up to the date of withdrawal/interruption. However, if the student withdraws after the 1st December the Student Loans Company WILL contribute towards the tuition fees. The University will recalculate the tuition fees due on a daily basis and inform the Student Loans Company of the new amount that is due to be paid. If you are unsure of the policy regarding tuition fees when a student withdraws/interrupts, please contact the Registration and Fees team in the Student Services Centre. 8.3 Postgraduate Students Tuition fee refunds (on account of withdrawal from the programme) are calculated according to the number of days in attendance on a programme of study. The maximum number of days will be a 45 week period (in line with the prescribed teaching period in postgraduate programme regulations). Refunds are not permitted for early completion. 16

17 8.4 Refunds to students on modular Programmes - Distance Learning Students 1. Modules that are undertaken by distance learning (DL) over a set period of time, (in line with traditional programmes), with continued school support - refunds are calculated in line with the policy for modular (not DL) students. 2. All materials delivered up front, minimal support during the module, with a final assessment - Students will be charged 50% of the fee if they have commenced the module, but have withdrawn before completion. 3. Students who withdraw before formal Registration may be charged a cancellation fee, which would normally be 25% of the modular fee. However a higher rate of fee may be charged if appropriate. 8.5 Refunds to Sponsors Refunds are only made to Sponsors at the request of the student or Sponsor. Where a sponsor is only contributing part of the tuition refunds will be made in favour of the student, unless the original Sponsor letter specifies a percentage of any fee due. For example if the letter were to state that a Sponsor will pay an amount of 1695 and the original fee was 3390 and the recalculated tuition fee due was 2000 then the Sponsors contribution would remain at 1695 and the student would be liable to pay only 305. If the original letter stated that the Sponsor will pay 50% or any tuition fee due then the Sponsors contribution would be reduced to 1000 and both the student and sponsor would receive a refund. 8.6 Refunds to Research Council Sponsored Students Refunds of tuition fees to Research Councils will be made in line with Research Council Regulations. 8.7 Refunds to Channel Island Governments In accordance with Channel Island guidelines and University policy, tuition fees will be charged according to the number of days the student is in attendance. Where the Government is not paying the full fee the student will be liable for their contribution towards the reduced amount first and the Government will pay the remainder (i.e. the Government is entitled to a refund before the student.) 17

18 9. Sponsored Students Evidence of sponsorship 9.1 Sponsorship Letters - Home/EU Students 9.1a Undergraduate Students If undergraduate students cannot complete registration online, students who first registered before September 2006 will need to provide the University with their Financial Notification Letter to confirm the amount of assistance to be received from the Student Loans Company towards the tuition fees. or Students who first registered on or after September 2006 will need to provide the University with their Financial Notification Letter indicating the exact amount of fee loan (as appropriate) that the student has opted to obtain towards the tuition fees. N.B. If a student has decided not to opt for the full fee loan to pay tuition fees, they will be personally liable for any remaining fees. 9.1b Postgraduate Students Students sponsored by any grant-awarding body or official organisation must produce a current letter of sponsorship covering the period for which registration is sought, indicating that tuition fees and bench fees (where appropriate) will be paid for the relevant session. All correspondence must be on official letterheaded paper. 9.2 Sponsorship Letters - International students Students will normally be requested to produce a sponsorship letter from their London based embassy. If the Student Services Centre receives a copy of the letter prior to registration, the student should be able to register on-line (please see below). 9.3 Scholarships and Bursaries Students holding University Scholarships, University Awards or School bursaries covering payment of tuition fees need their School to input this amount onto their record. If the School cannot do this, they can submit a completed Internal Awards Fee Authorisation Form online. The form should indicate the amount for which the award will be responsible, and the financial code to be debited. Please note that Schools should make every effort to input awards onto Campus Solutions. 18

19 Note: If the Internal Awards Fee Authorisation Forms are submitted to the Student Services Centre in advance of the registration event, this will enable Student Services Centre staff to update the student record system accordingly in advance of on-line registration becoming available. Input of the information directly onto the system by the School will ensure that online registration in instantly available to the student. The deadline for submission of both the Internal Awards- Fee Authorisation Form and sponsor letters will be 21st August We cannot guarantee that forms or sponsorship letters that arrive after this date will be processed before September Registration, in these circumstances the student will be required to provide a copy of their form or sponsor letter at the time of registration. 9.4 Chevening Scholarships The University has agreed to offer a 20% tuition fee discount for students registering for a Masters Degree who are funded through the Chevening Scholarship via the British Council. 9.5 Other Scholarships There are a number of other scholarship schemes which may apply to different groups of students in different subject areas. Please contact the Student Services Centre if you have any questions on a specific scheme. 9.6 Marie Curie Training Sites Framework 6 All students registered under this framework will be charged the Home /EU rate of fee. 9.7 British Council Sponsored Students It is essential that students sponsored by the British Council bring their sponsorship letters with them to registration. This letter must be from the British Council office based in Manchester. It is important for invoicing that the file and reference numbers are obtained from the student's sponsorship letter. No British Council sponsored student can be registered without such a letter. 10. Late Registration The University WILL impose a late registration fee on those students registering late at the University. This charge will however, be waived for those students who have a valid reason for not attending the registration week here at the University (e.g. illness etc.) which is confirmed in writing by the student's academic school. For main registration, the charge will be applied with effect from Thursday, 1 st October For all other registration periods the deadline will be the last day of the month of registration. Late registration charges will not be applied to those students registering for ABPP and Submission Pending. 19

20 11. Attendance Beyond the Prescribed Programme (ABPP) (Postgraduate Taught (PGT) students) There is not a period of ABPP for anyone who commenced their study after 2006/2007. Dissertations (if applicable) need to be submitted according to the Programme Regulations within the prescribed period of the programme (51 weeks from the start of the programme). Students who experience mitigating circumstances preventing timely completion of a programme will be dealt with as appropriate to their circumstances. Postgraduate students who first registered on or before September 2006, where permitted, are eligible to register for attendance beyond their prescribed programme as follows: Full-time Masters 4 months 50 Part-time Masters 8 months 50 Full-time and Part-time 6 months 75 Any postgraduate taught student eligible to a second period of ABPP will be charged as follows: Full-time Masters 4 months 100 Part-time Masters 4 months Submission Pending (SP) (Postgraduate Research (PGR) Students) SP: Periods 1 and 2 From September 2007, all postgraduate students who have not submitted their thesis within the prescribed period of the programme will be required to register for the submission pending period of twelve months and pay a fee of If a student submits their thesis within the first six months of the SP period, they will be given a refund of SP: Period 3 The maximum duration of the Submission Pending period is normally twelve months. Any student experiencing exceptional circumstances (see section 13 at the URL below) may be permitted to extend this period by prior approval of the relevant postgraduate research degree committee. Any application for an extension must normally be submitted at least two months in advance of the final deadline for submission. Full details are available at grees 20

21 13. Fieldwork Fee 13.1 New Starters in 2007/2008 New postgraduate students who commence their programme of study in 2007/2008 (or later) and are required to complete a substantial period of fieldwork (normally for a minimum continuous period of three months) as part of their programme of study will be charged 50% of the appropriate fee due for the period that they are away from the University Pre 2007/2008 Starters Postgraduate students who commenced their programme of study pre 2007/2008 will be charged according to previous policy appropriate to their year of entry (i.e. an annual fee of 1, pro-rata). 14. Unexpected Leave of Absence from a Programme of Study If a student has to take an unexpected leave of absence from their programme due to illness/ personal reasons, and either they or their sponsors had paid tuition fees in full for the current session, and they do not request a refund of tuition fees, it has been agreed that: Students returning in a different academic year to the University to complete the period of study they were previously away for, would not be required to pay the difference in tuition fees, between the two years in question. Please Note: Any student or sponsor whose tuition fees are refunded for the student's period away from the University, would be required to pay the new fee levels in the following academic year when studies are recommenced. 15. Home/International Fee Status of Students Any student who has not been ordinarily resident in the UK/EU/EEA or Switzerland for the last three years prior to the commencement of their programme is advised to check their status to determine whether they will be classified as Home or International for fee purposes. Possession of a British passport alone does not guarantee Home fee status. In order to determine this matter, students should contact one of the following: Corinne Ogden +44(0) Sue Pollitt +44(0) and request a Tuition Fee Assessment Form in order that an assessment of the student s status can be made. Alternatively a form can be printed from the Student Services Centre web site at: The following documentation is normally required to be returned; 21

22 i) A completed Tuition Fee Assessment Form. ii) Copies of all the pages of the student's passport. iii) Documentation which proves the student s residence in the UK/EU/EEA or Switzerland for the three year period preceding the start of the programme of study. iv) Any student living abroad because they or their parents are currently temporarily employed abroad should produce a letter from their own/parents employers confirming the temporary nature of their employment, and that they have no (permanent residency) rights to remain in that particular country. (v) Documentary evidence in support of any claim made on the form. Fee Status of Asylum Seekers (i) Asylum seekers, children of an asylum seeker or unaccompanied asylum seeking children who meet the academic entry requirements and have been admitted to a full time undergraduate programme will be eligible for a tuition fee concession equivalent to the difference between the 'home and 'overseas' rate (i.e., the equivalent of the 'home' rate of tuition fee will be payable) while their application is under consideration by the Home Office provided they have proof that an application for asylum in the UK has been made. This will normally be the original 'Standard Acknowledgement Letter' (SAL) or an ARC Card issued by the Home Office. (ii) The concession will apply to full time undergraduate programmes of study only i.e., a Bachelor degree including BA, BSc, BEng, LLB or an undergraduate Master's degree including MSci, MPharm and will include Foundation programmes but only where tuition fees are payable directly to the University of Manchester. Postgraduate programmes and programmes leading to the award of the MBChB or the BDS will be excluded. (iii) Assessments of eligibility for a concession will be conducted by the Fee Assessment Team, located in the Student Services Centre. To be eligible for a tuition fee concession an individual's application for asylum in the UK must have been submitted to the Home Office and acknowledged prior to application to the University of Manchester. Only applicants whose application for admission to the University was received by the UCAS deadline of 15 January 2008 will be eligible for consideration for a tuition fee concession. In circumstances where a continuing student might apply for asylum part way through their programme of study there will be no eligibility for a tuition fee concession in any subsequent year of study. (iv) If, during the course of study at the University, an asylum seeker is granted refugee status or leave to remain in the UK as a result of an asylum application, the status of the student will become 'home' and the tuition fee concession will cease. However, the student must supply the Fee Assessment Team with a copy of the Home Office letter confirming that the asylum case has been decided for this to be effected. 22

23 (v) The tuition fee concession for asylum seekers will be administered at the discretion of the University. 16. International Students and Part-time Study Home Office regulations do not normally permit international students who are here on a student visa to register as a part-time student. Students are required to attend for not less than 15 hours per week of study. The exception to this rule is students here on a work permit or a dependent visa who are permitted to take a programme on a part-time basis. 17. Free-movers (Erasmus) The University does not accept free-movers. Erasmus free-movers should apply as study abroad students and pay appropriate tuition fees. 18. Exchange Students (non-eu) The tuition fee for these students is normally waived under the terms of the bilateral exchange agreement between The University of Manchester and the overseas partner institution. 19. Alfa Scheme A handful of students arrive to study through this scheme from Latin America at undergraduate or postgraduate level. The student is not liable to pay tuition fees. 20. Study Abroad Students 2009/10 Tuition fees for EU and Non-EU students enrolled on The University of Manchester Study Abroad/JYA programmes are as follows; Single Semester - 4, Full Year - 8, Study Abroad Student Fees 2009/10 Tuition fees for EU and Non-EU students enrolled on The University of Manchester Study Abroad/JYA programmes are as follows: Non-EU Single Semester - 4, Full Year - 8, Visiting Students 23

24 Undergraduate and Postgraduate Visiting Students (joining the University outside of the Study Abroad Programme or bilateral exchange) are required to pay tuition fees on a pro-rata basis depending on the programme of study. 22. Sandwich Year Fees Tuition Fees for Sandwich Year Students taken in the session 2008/2009. (Study Abroad or Industrial Placement for University of Manchester outgoing students) 22.1a Home/EU Students Home/EU students both studying and working abroad for a full academic year as part of their programme of study are required to pay 50% of the assessed contribution of up to the value of the appropriate full time home undergraduate fee based on their year of entry (unless DIUS regulations change). Home/EU students both studying and working abroad for a semester/part of the academic year as part of their programme of study (but spending 10 weeks or more at the University of Manchester) are required to pay the full assessed contribution of up to the value of the appropriate full time home undergraduate fee based on their year of entry (unless DIUS regulations change). 22.1b Erasmus Scheme (Home/EU Students) Full Year Abroad: Students who spend a full academic year abroad under the Erasmus Scheme are not required to pay tuition fees to the University of Manchester for that year (unless DIUS regulations and fee compensation arrangements change). Part Year Abroad: Students who spend a semester/part of their year abroad under the Erasmus Scheme (but spend 10 weeks or more at the University of Manchester) will pay an assessed contribution of up to the value of the appropriate full time home undergraduate fee based on their year of entry (unless DIUS regulations change) International Students Students who attend the University of Manchester for 10 weeks or more will be required to pay the full tuition fee appropriate to their programme of study. 22.2a International Students Studying Abroad or Working who started their programme in 2006/2007 or earlier. 24

25 International students studying abroad or working as part of their programme of study are required to pay one third of the appropriate tuition fee due. 22.2b International Students Studying or Working Abroad who started their programme in 2007/2008 or later. International students working or studying as part of their programme of study are required to pay 50% of the appropriate tuition fee due. 23. Members of Staff Fee Remission The University Fee Remission Policy is stated below Eligibility for fee remission i) To be eligible for fee remission members of staff must have a contract of employment with the University. Staff are not entitled to any fee remission as a consequence of being employed as a teaching assistant. Honorary members of staff are not eligible for fee remission. ii) iii) Students who secure part-time temporary employment in the University are not entitled to any fee remission as a consequence of that employment. Members of staff who continue their student but leave the employ of the University will be liable for the full cost of the fees due from the date of their leaving Fee Remission Policy with effect from the 2007/2008 session (September 2007 entry) i) 50% of the total fee due will be waived for members of staff undertaking an undergraduate programme on a part-time basis, provided the member of staff satisfies the academic criteria for admission to the programme concerned. ii) iii) iv) 50% of the total fee due will be waived for members of staff undertaking a postgraduate programme, normally on a part-time basis, provided the member of staff satisfies the academic criteria for admission to the programme concerned and that completion of the programme forms part of the staff member s ongoing professional development as confirmed by the Head of his /her employing School / Office or Unit. There will be no fee charged for members of staff submitting for a PhD by published works. There will be no fee charged for members of staff registering for a Higher Doctorate. Families of members of staff 25

26 There will be no fee remission for children, spouses or civil partners of members of staff Fee Remission Policy students registered on or before September 2006 Fee remission for members of staff undertaking undergraduate degree programmes by part-time study i) A standard fee of for the academic year 2006/7 is chargeable. Fee remission for members of staff (including research assistants) undertaking postgraduate degree programmes i) 50% of the relevant postgraduate fee will be waived for members of staff undertaking postgraduate programmes, whether studying full-time or parttime. ii) Schools may contribute more than the 50% fee waiver as a staff development initiative. In that case a form should be completed, with all relevant signatures, and brought to central registration. PhD by published works i) Full fee remission will be granted for a PhD by published works (which is available only to members of staff). Fee remission for higher doctorates i) Full fee remission will be granted for members of staff taking higher doctorates. Honorary staff i) Fee remission will be granted to Honorary members of staff only if agreed and paid for by the Head of School. Fee remission for children of members of staff undertaking undergraduate programmes i) Children of members of staff repeating a year or taking a second first degree will be granted a 20% fee waiver. ii) Children of members of staff normally classified as international students will be charged at the home rate of fee appropriate to full or part-time study. Fee remission for children of members of staff undertaking postgraduate programmes 26

27 A 20% fee waiver will be granted to children of members of staff undertaking a postgraduate degree programme. Spouses and partners of members of staff i) No remission will be granted to spouses or partners of members of staff. Appeals Mechanism Anyone who believes that they are entitled to fee remission, and are not content with the response from their Head of School, should appeal in writing, to the Registrar and Secretary. 24. Split-site PhDs Students registering for a Split-site PhD will be charged 70% of the appropriate fee due unless a whole academic year is spent at the University of Manchester in which case the full fee will be charged. 25. Financial Framework for Fees Due in Respect of a Transfer from a Short Programme to a Programme Requiring Formal Registration (Masters or Diploma Level) Students may transfer a maximum of 60 credits acquired from credit rated modules (short programmes) towards the total number of credits required for a degree programme. However, an administration charge of 10% will be levied on single credit rated modules taken, for example: The full-time postgraduate fee in is 3, The number of credits in a Masters programme is 180. A student who registers for a single 20 credit module not a Masters programme will pay fees as follows: 20 x 3300 = % of 367 = Total fee due = ( ) Accumulation of 60 such credits with an additional 10% charge is allowable before a student has to register for the remainder of a Masters programme if this degree is sought. 26. Accreditation of Prior Learning (APL) A charge of per 10 credits APL exemption or a charge of per 15 credits APL exemption will be levied by the University depending on the programme of study. 27. Late Submission Fee 27

28 Doctoral and MPhil degree students who have not submitted their thesis by the end of the registered period of their degree (which includes the submission pending period), must request permission from the appropriate School or Faculty Graduate Office for approval to submit after the final submission deadline. If a student whose registration has lapsed is granted permission to submit their thesis, they will normally be charged a late submission fee of 500 at the discretion of the University. 28. American students in receipt of US Government Loans Under the University administration arrangements all students in receipt of Stafford loan cheques must endorse the cheques over to the University and cheques will then be paid into the University bank account to cover the cost of tuition. All Stafford and GRAD plus cheques are co-payable to the University/student in US dollars. Once a sterling balance appears on your University account, the money will be posted against your tuition fee (this normally takes between 6 to 8 weeks). Any credit will be refunded to you or alternatively if you request in writing, can be applied to further tuition fee costs. 28
