3 Forward The Elkhorn Parks & Recreation Department is responsible for providing the community with a wide variety of recreation programs, planning new park facilities, and managing City open space. The Parks and Recreation Department offers customer driven services that are responsive to the needs of the public and promote wellness and human development through leisure pursuits. Department staff manage a wide variety of individual and group activities. These include but are not limited to: - Senior population activities and special events. - Adult based sports leagues and instructional classes. - Rental of indoor and outdoor recreation facilities that provide citizen opportunities to pursue recreation activities in diverse, well-maintained and appealing settings. - A full compliment of aquatic offerings for all ages. - Youth sport leagues and instructional classes. Enhancement of the program and facilities currently available to the community represents a sizeable financial commitment. To help bridge the gap between available public resources and the cost of needed and/or desired improvements, community-based support plays an increasingly important role. Hence the advent of The Donation Gift Catalog. As the City strives to meet the wide range of citizen interests, needs and ideas, donations and support will serve to augment and improve the recreational experiences provided. The City of Elkhorn Parks & Recreation Department provides a variety of programs including: Aquatics, Adult Instructional Classes, Youth Instructional Classes, Children Classes, Infant and Toddler Classes, Adult Sports, Youth Sports, and Senior Programs. 4 Parks and Recreation Mission Statement Our mission, in partnership with the community, is to provide safe and enjoyable recreational opportunities for our citizens. Within this environment, we will strive to foster life-long learning and an exposure to new activities to improve the quality of our leisure needs. Parks and Recreation Goals Activities/Facilities: The goal is to be well-organized, quality-oriented, and accommodate the needs of all users, regardless of ability. - Staff strives to provide quality, beneficial activities for all ages with a focus on safety, wellness, and enjoyment. - Facilities shall be safe, clean, and accessible for all users. Staff: Staff shall facilitate the needs of the user through flexible and accommodating customer service. - Front-line staff shall be effectively trained in program aspects and in meeting user s needs. - Employees are trained and oriented to be professional, committed to department goals, enthusiastic, and take pride in the tasks at hand. Department staff is committed to act as counselors, motivators, and mentors. - All staff members recognize accomplishments of staff at all levels of the organization. - Staff input at all levels is encouraged and welcomed. - Staff strives to work together and be team players for the entire community. Customers: Staff shall provide customers with answers in a timely manner and always have someone available to answer questions. - The concept of one-stop shopping in serving our customer s needs is actively pursued. - Customer feedback and comments about programs and facilities is sought after, welcomed and responses are returned promptly. - Staff strives to serve as a facilitator between City departments and community groups to fulfill needs and requests. - Customers are treated with courtesy and respect. - The needs of a growing and diverse population are focused on, and an ongoing effort is made to meet and fill each identified need. 4

The provides potential donors with a menu of donation and volunteer opportunities regarding specific Parks and Recreation department needs. These needs are provided in an easy-to-read format and present options for direct monetary donations or volunteer service. Donations of any size or scale are welcome; whether you wish to meet a portion of, or an entire, need from the catalog. All donations will receive the appropriate recognition for the level of donation. TAX STATUS OF CITY: City hereby confirms that CITY is an organization described in Section 501(c)(3) of the Internal Revenue Code, to which contributions are deducible for Federal income tax purposes to the extent provided in Section 170 and all other applicable section of the Code. Please check with your tax advisor. 5

6 Community Wide Donations Market Street Park Master Plan - $700,000 (project can be phased) Market Street Park is the City s newest park. This park was added to the City s park system in 2002 when the Harvest Point subdivision was developed. This 2 acre neighborhood park is located on the north end of the City. The adopted Market Street Master Plan takes this open space and is trying to make it an inviting and useable neighborhood park. The Plan provides opportunities for many donations, including the following specific projects: 1. Installing new playground equipment for Tots and school aged children. 2. Installing a walking path around and through the park. 3. Constructing a gazebo. 4. Installing benches throughout the park. 6

7 Tasch Park Master Plan - $1.3 million (projects can be phased) This 1 acre Neighborhood Park is located in the north central portion of the City. The area surrounding it is one of the City s oldest residential neighborhoods. The surrounding neighborhood is full of young families. To implement the plan the following is needed: 1. Site and soil preparation. 2. Install walking paths throughout the park. 3. Install a gazebo. 4. Install skate park. 5. Install playground equipment. 7

8 Babe Mann Park Master Plan - $1.1 million (projects can be phased) This park is located in the southeastern part of the City in the industrial park. The park is very near the trail head of the White River State Trail and the City is currently working on a connection to this facility. The park overlooks 27 acre Lake Elkhorn. The Plan provides opportunities for many donations, including the following specific projects: 1. Construction of handicapped accessible fishing pier. 2. Construction of a new pavilion. 3. Construction of a gazebo. 4. Installation of a 4 hole disk golf course. 8

9 North Broad Street Park Master Plan - $150,000 This 0.1 acre Tot Lot is located in the north central portion of the City. The area surrounding it is one of the City s oldest residential neighborhoods. The park is bound on the west by North Broad Street, Second Avenue on the north, and a residential lot on the south and commercial property on the east. The Plan provides opportunities for many donations, including the following specific projects: 1. Installation of new playground equipment. 2. Landscaping and planting of trees. 3. Construction of seat walls. 4. Installation of walking paths. 9

10 Elkhorn Municipal Swimming Pool million The City pool was built in 1965 and is approaching the end of its life cycle. In about 5-10 years, the City will be examining if it is feasible to replace the pool. Any donations would make the decision a little easier. Third Soccer Field in Rotary Soccer Park - $200,000 The two fields at the Rotary Soccer Complex are not enough to meet the demands of the local soccer teams. A donation will provide another soccer field for the community. Parking Lot Expansion at Rotary Soccer Park - $150,000 To meet the demands of more teams and more players, the Rotary Soccer Park needs to expand the parking at the facility. The extra parking will allow tournaments to be held at the facility. Playground Equipment Replacements - ($60,000 - $150,000) The City places a high value on safe playgrounds, and employs a staff member who is certified as a playground safety inspector through the National Playground Safety Institute. The inspector audits all City playgrounds for compliance with the State of Wisconsin Playground Safety Regulations and developed a playground equipment replacement program that has been approved by the City Council. Equipment is replaced based upon length of service, accessibility standards, and safety compliance. Donors can participate in the design of the playgrounds along with the residents of the neighborhood where the equipment is located. Lions Den - $200,000 The Lions Den is one of the City s oldest and most recognized facilities in the park system. After many years of youth programs and family picnics the facility has exhausted its life cycle. A new building is planned to be more inviting and will be ADA accessible. The new shelter will be an open air shelter with enclosed bathroom facilities. Dog Park - $20,000 The City of Elkhorn is currently looking for a 5-10 acre plot of land for a dog park. The monies will be used to purchase land, fencing, tags, grass seed, clean-up bags, and signage. The dog park will allow dog owners to exercise their animals within the city. 10

12 Volunteer Opportunities Adopt-a-Park The Adopt-a-Park program provides an opportunity for groups to help improve the Elkhorn city parks. As a steward, you will have the unique opportunity to donate services to the community and enjoy the results of your work. You can enhance our public lands through clean-up efforts, tree plantings, weeding, and other projects. Your volunteer efforts in our parks will generate pride in our park system and demonstrate a commitment to your community. As a group or business, you can create a better environment for yourself and the next generation. How Do I Adopt a Park? Your group can adopt a park by volunteering at a particular park at least four times over a 12 month period. To adopt a park: 1. Identify a park you would like to adopt and the type of project you would like to complete. If you are not sure what parks are in the area, call the Parks and Recreation Department at for more information. 2. Request an application form. Complete the application and return it. You will then be contacted by the Parks & Recreation Department to discuss the project. Our staff will work with you to identify the project(s) that will provide the greatest benefits to the park. 3. Once the adoption is approved, your ready to start! Our department is available to help you with questions and concerns. Downtown Flower Beds Individuals or organizations are encouraged to participate in the planting and maintenance of the downtown flower beds. Opportunities include:?? Spring garden preparation?? Flower garden planting?? Weekly weeding and flower deadheading?? Fall garden clean-up Any person or group wishing to participate in the volunteer gardening should contact the Parks and Recreation Department at

13 Volunteer Opportunities Coaching The Elkhorn Parks & Recreation Department is always looking for individuals to help coach our youth teams. If you are interested, contact the Elkhorn Parks and Recreation Department at Sponsorships T-shirt Sponsorships $150-$450 The Elkhorn Parks and Recreation Department is seeking sponsors for each of our teams to help with the cost of t-shirts for all of our participants. The donation enables us to purchase T-shirts for each team, with your business or club name and a number printed on the back. The wearing of these shirts will be a constant reminder of your business and support, as well as being a great advertising tool for your business or club.
